Temecula, California OBJECTIVES OF THE ADVISORY COMMITTEE: The National Tribal Water & Wastewater Operator Certification Program of the Inter Tribal Council of Arizona, Inc. (the ITCA Program ) was created to meet the needs of Tribal communities and is maintained by tribes and for tribes through oversight from the Tribal communities it serves. The purpose of the ITCA Program s Advisory Committee (the Advisory Committee ) is to have direct involvement by Tribal water and wastewater utility managers and system operators in the advisement and planning of the certification program s continuation and growth. Temecula, California WATER LOSS CONTROL TRAINING WORKSHOP: How much water is your utility losing to leakage, customer meter error or water theft? This full-day technical training workshop will provide instruction on the American Water Works Association (AWWA) M36 Water Audits and Loss Control methodology and free software. Attendees will learn the methods and technologies to economically control water and revenue losses by managing leakage and pressure. Our instructors are Steve Cavanaugh, PE and Tory Wagoner, PE from Cavanaugh & Associates an international expert firm and industry leader in Non-Revenue Water. Steve serves as Chair of Outreach & Education for the AWWA Water Loss Control Committee and has been a driving force behind the water loss movement across the United States. NATIONAL TRIBAL WATER AND WASTEWATER OPERATOR CERTIFICATION PROGRAM EVENT ANNOUNCEMENT NATIONAL TRIBAL OPERATIONS & MAINTENANCE SUMMIT NETWORKING, TRAINING, AND CERTIFICATION Pechanga Tribal Government Center Temecula, California August 27-31, 2018 MEETING OBJECTIVES: The National Tribal Operations and Maintenance Summit is a forum for Tribal water and wastewater system operators to share ideas and concerns with peers, attend short training seminars, and provide advisement on the continuing development and planning of the certification, training, and technical assistance services provided by the Inter Tribal Council of Arizona, Inc. (ITCA) Tribal Water Systems Program. Tribal operator attendance, feedback, and advisement are vital to ensuring the ITCA Program services are genuinely led by tribes ( by tribes and for tribes ). The National Tribal Operations and Maintenance (O&M) Summit will include the following events over the week of August 27-31, 2018. Monday, August 27, 2018 8:30 a.m. 6:00 p.m. Tuesday, August 28, 2018 8:30 a.m. 4:00 p.m. Wednesday & Thursday August 29-30, 2018 7:00 a.m. 5:00 p.m. Friday, August 31, 2018 8:30 a.m. 12:00 p.m. Tribal Operator Certification Program Advisory Committee Meeting Water Loss Control Training Workshop Operation & Maintenance Training Seminars Operator Certification Paper-Booklet Exam Session COST: All activities of the O&M Summit are free. Tribal personnel may attend the O&M Summit and participate in the O&M Summit activities for free, including applying for operator certification, and taking a certification exam for free. LOCATION: The Summit will be held at the Pechanga Tribal Government Center in Tribal Hall B, which is located at 12705 Pechanga Road in Temecula, California 92592. The training workshop will be taught by subject-matter expert Steve Cavanaugh, PE from Cavanaugh & Associates. The training workshop will include a working lunch (food provided). Hands-on course exercises will use laptop computers. A few ITCA laptop computers will be available for the class exercises and you are welcome to bring your own laptop computers. Wednesday, August 29, 2018 A Cla-Val Flow Control Training Workshop will be held on Wednesday, August 29, 2018, starting at 7:30 AM in Hall A and concluding at or before 12:00 PM. Concurrently, a second private Tour of the Carlsbad Desalination Plant will be held on Wednesday, August 29, 2018, starting at 6:30 AM in Hall B and concluding at or before 12:00 AM. The tour is limited to 14 people and tour tickets will be awarded by drawing during the registration process. Transportation will be provided with a chartered shuttle. Thursday, August 30, 2018 A Breakfast and Award Ceremony for the 2018 Tribal Operator of the Year will be held on Thursday, August 30, 2018, starting at 7:45 AM in Hall B and concluding at or before 9:00 AM. A series of concurrent O&M Training Seminars will then be held on Thursday, August 30, 2018, starting at 9:00 AM in Halls A and B and concluding at or before 5:00 PM. The O&M training seminars will include a working lunch (food provided). Friday, August 31, 2018 An Operator Certification Paper-Booklet Exam Session will be held on Friday, August 31, 2018. The exam session will start at 8:30 AM and conclude at or before noon. Participants must have prior written approval from ITCA to be admitted into the examination session. ATTENDANCE & CONTACT HOURS: Participant sign-in sheets will be administered for both morning and afternoon on each full day of the Summit. All attendees will receive written recognition of earned training contact hours based on attendance. Training contact hours may be accepted towards the training requirements for new certification or as Professional Development Hour (PDH)/ continuing education credit towards the renewal of existing certification.

REGISTRATION: Summit Registration Deadline is August 24, 2018 Meeting space is limited. To request a seat, please register as soon as possible. To register, complete the attached registration form and return it to ITCA no later than close of business on Friday, August 24, 2018, so we can ensure adequate meeting materials, food, and refreshments. Registration is subject to close before this deadline if all class seats are reserved. Registrants that are accepted into the Summit will receive written confirmation of a reserved seat. Please note: A reserved class seat does not apply to the exam session. Separate written approval is required to be admitted into the certification exam session (see below). ITCA PROGRAM OBJECTIVE: The National Tribal Water and Wastewater Operator Certification Program at ITCA serves to meet the needs of system operators working on Tribal lands and to provide a jurisdictionally-correct alternative to state certification programs. The ITCA is a U.S. EPA-approved provider of certification services under the U.S. EPA Tribal Drinking Water Operator Certification Program Guidelines and makes its services available to all Tribal water and wastewater system operators working in Indian Country. ITCA-issued certification in drinking water or wastewater is deemed equivalent and accepted through reciprocity (exam waiver) by numerous states. Tribal operator certification is an additional way by which Tribal governments can exercise their sovereignty and promote their self-determination goals. EXAMINATION & CERTIFICATION: Exam Application Deadline is August 24, 2018 In an effort to provide improved pathways for Tribal drinking water and wastewater system operators to achieve professional certification, ITCA is offering a Paper-Booklet Testing Exam Session, free of charge, for professional certification on Friday, August 31, 2018. The following professional certification examinations will be offered through Paper-Booklet Testing. An eligible candidate may take only one exam during this exam session. Drinking Water (ABC 2012 standardized exams) Wastewater (ABC 2012 standardized exams) Very Small Water System Collection Levels 1, 2, 3, and 4 Treatment Levels 1, 2, 3, and 4 Treatment Levels 1, 2, 3, and 4 Distribution Levels 1, 2, 3, and 4 Utility Management (ITCA customized exam) Tribal Utility Management Certification-Level 1 To apply for the exam session, Tribal personnel must register and submit a completed ITCA Application for New Certification by Friday, August 24, 2018. The application and examination for ITCA certification is free. Participants must have prior written approval from ITCA to be admitted into the examination session. Approval is based upon submittal of a completed ITCA Application for New Certification. The ITCA eligibility criteria (qualifying education, training, and work experience) and application forms are provided within the ITCA Operator Certification Application Booklets, which are available on the ITCA website or can be obtained by directly contacting ITCA. You are highly encouraged to submit an application as soon as possible. An applicant must have prior written approval from ITCA to be admitted into the exam session. To be considered for prior approval, you must submit a registration form and a completed application by the deadline. Please Note: Individuals who have previously submitted a complete Application for New Certification with ITCA (i.e. if you are retesting), may already be eligible to take the certification exam. TRAVEL EXPENSE REIMBURSEMENT STIPENDS: Limited travel expense reimbursement stipends (partial reimbursement) are available for individuals who are working on Tribal lands and who attend the entire meeting. Prior to traveling to the meeting, preliminary applications for proposed travel expense reimbursement stipends will be considered for funding by ITCA. Preliminary applications will be considered on a first-come, first-served basis and will be subject to funding availability. Please follow the steps below if you are interested in receiving a travel expense reimbursement stipend. 1. Submit a completed Preliminary Application for Travel Reimbursement Stipend to ITCA before close of business on Wednesday, August 22, 2018. The form must include the signature of the attendee s supervisor. The Preliminary Application Form is available upon request. 2. Applicants that are approved by ITCA will receive written notice stating the level of funding available for their travel reimbursement stipend. 3. Following travel, the traveler must submit a complete Final Travel Expense Reimbursement Claims Form with attached receipts. Preliminary applications shall include proposed travel expenses that meet the federal government GSA rates. The maximum per diem rate for Temecula, California, for the period of this event is $104 for lodging and $64 for meals and incidentals. According to federal guidelines, local residents traveling less than fifty miles one-way are eligible only for mileage reimbursement costs for use of privatelyowned automobiles at the rate of $0.545 per mile.
