Terms of Reference (TORs) Water Resource Management Program Development for Sindh, Punjab and KPK 1. Background Agriculture is the single largest sector of the Pakistani economy. This sector accounts for 22 percent of GDP and employs nearly half of the labour force. But for various reasons, Pakistan s agricultural sector is characterized by low productivity, limited investment, and weak extension services. Irrigation water, being central to the country's agriculture has been facing enormous problems of the management. Its sustainable management; management of country s canal, ground, and surface water resources in a more efficient, equitable, and sustainable way is crucial to meeting agricultural production challenges, including increasing agricultural productivity. Water management and access to the resources are key concerns, people are facing, particularly the disadvantaged groups living in rural areas of Pakistan. Particularly in Sindh province, besides unequal distribution of the irrigation water and lands, the brackish ground water is another critical issue agrarian communities in Sindh had to deal with. In the light of above the context, RDF through the support of Oxfam Novib intends to develop water resource management program for Sindh and Sound Punjab areas. RDF seeks financial and technical proposals from reputed and relevant consultants/firms for the subject work. 2. The Scope of the assignment: The overriding aim of the assignment is to develop a water resource management program, particularly for the rural areas of Sindh, KPK and Sound Punjab under strategic aim 1 of the Oxfam Novib (Right to Sustainable Livelihoods). Deliverables/Outputs of the assignment Development of the three concept papers on Water Resource Management for rural areas of Sindh, KPK and South Punjab. Development of a project proposal on water resource management for rural areas of Sindh, KPK and South Punjab. The program will be developed upon the concept papers to be developed under this assignment in light of the deliverable point 1 Mapping of the stakeholders who is doing what in resource management in the target regions (Sindh, KPK and South Punjab).
3. Suggested Methodology Desk Review of the available research in water resource management in Pakistan and develop a situation paper, based on that design the program development strategy Consultative meetings with Oxfam Novib's relevant partners who are implementing food security and water resource management programs in Pakistan and make a context of the local issues, challenges and capacities available. The consultant/firm will design these meetings/workshops Conduct need assessment in the target communities in Sindh, KPK and South Punjab. The consultant/firm will design the need assessment instruments/formats in accordance with the objectives Consultative meetings with the relevant Government stakeholders at both the regions Prepare outline of the program and get consensus of Oxfam Novib, its relevant partners and RDF Prepare a draft proposal Presenting program contents and strategy with Oxfam Novib-RDF and partners of Oxfam Novib in a workshop Incorporate feedback/suggestions of the workshop participants and develop final proposal to Oxfam Novib and RDF 4. Major Contents of the Program Development RDF suggests following standard contents of the program document: Overall Situation Analysis and Justification Need Assessment Project Description (Objective, activities, results) Project Management Strategy Project Implementation Strategy Stakeholder Analysis and engagement strategy Monitoring and Evaluation Strategy Work plan Categorical/Detailed Budget Logic model Risk Management Strategy Capacity of ON and its partners with highlight of the previous work under the sector/subject
5. The Team RDF suggest following team on board with the consultant/firm to accomplish mentioned deliverables with quality and consensus: One Program Development Expert (having at least experience of 5 years of M&E/ program development with command on English language) One facilitator/team member having experience of conducting and documenting need assessments One water resource management expert (having experience of critical water resource management issues and technical suggestions) 6. Cost of the Proposal RDF will not make/reimburse payments associated with preparation and submission of the proposals. 7. Period of validity of the proposals Bidders should explain the period of validity of the budget. RDF recommends that the validity of proposals and budget should be at least three months after the date of the submission of the proposals. 8. Decision RDF reserves right to select any firm on the basis of evaluation or it can reject all or any of the proposals under this call. 9. Evaluation Method Proposals will be evaluated as per below formula Total Marks= 100 Technical Proposals=70 marks Financial Proposals=30 marks 10. Taxes: Tax deduction applies to the final budget as per current government rules and regulations. 11. RDF Facilitation: RDF will facilitate the consultant/firm in travel, arranging meetings and consultations with the Government and communities and other relevant stakeholders. 12. f. CVs of the team members proposed for this assignment g. Time schedule (bidders can propose less time in terms of days mentioned below) 13. Deadline of the Submission of proposals Proposals should be received by RDF not later than 9 September 2013 at the address mentioned above. RDF may at its own discretion extend the deadline for submission of the proposals. The extension date will be communicated through advertisement. 14. Late Proposals Proposals received after the deadline will be rejected. 15. Timeline The submission of the final documents is expected by December 2013.
