Status of Capacity Building Efforts for Operators responsible for Safeguards in ROK 2015. 09. 09 Semey, Kazakhstan

Purpose To prescribe matters necessary in conducting education programs on nuclear, which are conducted in accordance with Article 106 of the Nuclear Safety Act(NSA). Nuclear control courses including PP, which relevant trainees are obliged to take according to the law, are performed every year Education Provider KINAC(Korea Institute of Nonproliferation and Control) takes full charge of providing education programs on nuclear control in accordance with Subparagraph 6 of Article 7 of the NSA. ROK Government entrusts this mission to KINAC by law Persons Subject to Education A person who is an employee of nuclear licensee that comes under any one of items specified as followings and performs duties associated with special nuclear material accountancy and control as provided in Subpara. 1 of Article 150 of the Enforcement Decree of the NSA shall refer to the head of and responsible personnel at a material accountancy and control division specified in Regulations on Material Accountancy and Control of Special Nuclear Material of a nuclear licensee concerned. Initial & Refresher Course is classified

Total Hours, Contents & Methodology of Education Programs The total hours and content of education programs shall be set in accordance with Article 123 of the Enforcement Regulation of the NSA. Theoretical education delivered through lectures shall be the main methodology of the Control Education and the instructor may add discussion or practical sessions, at his/her discretion, when such sessions are presumed necessary. The Control Education shall be the collective education and persons who participated in the education are presumed to complete the education only if such persons score 60 or more out of 100 in an examination. For those who scored below 60, a reexamination may be conducted. However, such examination shall not be conducted for those who completed refresher courses. Initial Course : 8hr/yr, Refresher Course : 4hr/yr

Does your country have a safeguards training programme for operators? Yes, ROK has Nuclear Control Education by law(nsa) Aimed at the head of and responsible personnel at a material accountancy and control division Initial Course : 8hr/yr, Refresher Course : 4hr/yr Who is in charge of training operators? The State Regulatory Authority ROK Gov. entrust the all mission to KINAC. So, KINAC is in charge of training operators in ROK Does your country have a strategic planning on human resource development on NMA&C? There is no strategic planning on HRD on NMA&C, so far. How are operators trained? Theoretical education delivered through lectures shall be the main methodology of the Control Education The Control Education shall be the collective education(classroom) in INSA E-learning System is also prepared. But that is not mandatory 170 persons were trained in 2014

Do you have detailed instructions for operators implementing safeguards? Yes, Detailed instructions are specified in the law(nsa). Before using nuclear material, First, Facilities have to apply NMAC rules which define detailed obligation by law to Gov. and then Facilities need to have approval from Gov. At that time, KINAC examine it. Regarding NMAC Rules, check whether comply with obligation through the national inspection every year Do you train LOF operators? How do you train them? KINAC conducted education for LOF operators. Not mandatory. 2 times a year. Theoretical education & collective education in KINAC 4 subjects(small quantities SGs, Small quantities Export Control, Duties of small quantities operator and how to use national LOF web management system(on-line))

What bilateral/regional/international support do your operators receive? Regional/International SSAC training program by IAEA. 2~3 persons/yr. IAEA Inspectors training education(candu & LWR Course and BHF Course). ROK supports this program by MSSP. 4 persons/yr.
