Approval of Agenda and Previous Minutes The previous minutes were approved with slight corrections before posting to the website. Review of Action Items The outstanding action items were reviewed. A change was approved regarding the Terms of Reference and will now include preparation time up to 30 minutes for JOHS members before monthly meetings. STANDARD INFORMATION ITEMS 1) Incident Reports & Investigations 9 incidents = 3 employee; 5 students; 1 practicum of which resulted in 2 slips and falls (no factors), 1 cut from pipe, 1 awkward posture and 5 personal condition None of the incidents warranted a formal investigation under regulations. The requirement to investigate incidents and to contact a worker representative was discussed «Investigation process, WCA Section 174 (1) An investigation must be carried out by persons knowledgeable about the type of work involved and, if they are reasonably available, with the participation of the employer or a representative of the employer and a worker representative.» Reasonably available includes supervisory approval prior to leaving assigned duties to participate with the investigation. 2) Inspection Report (completed, outstanding items and scheduled) The Small Appliances standard was reviewed and changes suggested. The document will be revised and resent to members for secondary review thanks largely to Jasmine s excellent work. Temperature in office environments was also raised and the comfort range referenced at the College is identified in the CSA Office Standard (Z412). 3) Meeting Schedule for the summer: Aug 5; September 2 All members present agreed to the schedule. Members must be prepared to discuss any scheduling conflicts prior to the Fall semester. A request for any day other than Wednesday was presented. KLO CAMPUS JOHS COMMITTEE ACTION ITEMS updated JULY 22, 2015 Action Item Description OPI Status/ETA 2014-07-01 Guidelines providing First Aid to students under 16 yrs requiring medical aid (off Campus) was raised Aug Trades Office/ Foundation Programs (M Sinclair) to ensure appropriate measures for the care and control of minors (under the age of consent) including first aid are in place. Oct School District 23 had conflicting patient care instructions and action was postponed until confirmation by OFA L2 recertification Dec Confirm requirement for patients under 18 with and communicate to all First Aid Attendants Jan 2015 only addresses workers and did not offer interpretation on students, regardless of age. Feb H&S Officer undertook confirmation of FA protocols with SD23 June Manager HSEMS reviewed MOU (OC + SD) and communicated with Ministry of Education MOU should be revised to specifically address FA for minors July 16 Meeting with CS regarding First Aid for Camp OC students (under 16yrs) established a draft protocol as minors must be escorted by a staff member with a valid CRC until under the care of a parent or guardian. 2014-10-01 Washroom cleaning complaints Nov Due to the significant increase in the volume of washroom complaints, the committee will recommend corrective action to Facilities Dec G Kershaw contacted the contractor regarding the standard of quality and will develop a task list and schedule to be laminated and installed to the back of washroom doors. Jan As the task lists have not been installed, the members requested an update for the next meeting March Quality of cleaning is of most concern contract or employee cleaners. Graham will be asked on how the Committee can assist in solving this problem, scheduling challenges, identifying volumes May received a formal complaint and is investigating. JOHS minutes submitted to officer for review may interview staff June A Kortzman completed a light level verification and will share the report with the committee July 10, 2015 on-site to inspect washroom conditions with A Kortzman and M Beerkens. A summary of the observations is attached. OC anticipates a focus of the report on cleaning measures versus orders relating to sanitary conditions. 2015-02-04 Review of Muster Points Feb Ensure maps identifying muster points are updated and posted on the website; confirm the Emergency Wardens to ensure appropriate coverage Mar Meeting scheduled April 14 with FM to discuss Fire Safety Plans once copies received May Muster Point revisions to be recommended to KFD for approval June M Pessard requested an update on muster points for Trades during construction 2015-06-01 Terms of Reference meeting preparation time June 10, 2015 Worker members indicated that BCGEU suggests 30 minutes of preparation time be identified for the worker members prior to the JOHS meetings. 2015-06-02 Ergonomic Assessment June 10, 2015 Carolyn to summarize concerns regarding a one day course being equivalent to certification to perform ergonomic assessments. July 22, 2015 Members agreed that the training provided knowledge to identify ergonomic risks; however, scheduling and performing ergonomic assessments and ergonomic training will remain an employer responsibility. Information from the BCGEU course was requested to post on the HSEMS website to assist and inform employees on proper adjustments, ergonomic tips, checklists, etc. with FM, FM, KFD with FM Prep time up to 30 mins prior to a meeting is reasonable C.
