Executive summary: Family concepts center (FCC) with support from Private Health Support Programme will implement an OVC care and support programme using a family and community based approach to further strengthen the House hold capacity to sustain provision of essential services to the OVC. In the period October 2016 to September 2017, FCC will focus on the children in the epidemic by ensuring that OVC both in-and out-of school and the their households benefiting from the programme know their HIV status through testing at community and household level in order to achieve the 90-90-90 strategy(90% of the children and household members tested, 90% of those tested and found HIV Positive to be enrolled in care and 90% of those enrolled in care to have their viral load suppressed). FCC in this period plans to contribute to the following core programme areas: Health care and HIV/AIDS Services Socio-economic empowerment of caregivers and older OVC Formal Education support for OVC from critically vulnerable household Support of market-linked vocational/apprenticeship training for out Of school OVC Support to nutrition and food Security interventions Child Protection Case management and Graduation of OVC and their households Gender Mainstreaming across OVC interventions Monitoring and evaluation The center intends to operate in 4 sub counties of Iganga district namely; in Iganga Central Division, Nakalama, Nawanyingi, and Nakigo. 3
1.0 Introduction, Goal and Objectives Family concepts center is a registered NGO integrating vocational skills training and sexual and reproductive health (SRH) information and services including sexuality education. The Center cuts its niche in increasing access and utilization of SRH information and services among the young vulnerable people aged 10-24 years in Iganga District. Most young people are vulnerable to SRH problems due to socio-cultural and economic barriers arising from difficulty in accepting and supporting young people s agency. Family Concepts Center s strategy involves increasing access of young people, particularly vulnerable groups, to Vocational education, apprenticeship and Life skills that integrate Sexual and Reproductive Health information, in particular HIV prevention. In the HELP project FCC will sustain comprehensive HIV/AIDS and OVC care and support services for 60 out of school OVC, four hundred (400) in-school and support 120 caregivers to build socioeconomic capacity to address the socioeconomic issues affecting OVCs in Iganga central Division,Nakalama,Nakigo,and Nawanyingi sub counties. Interventions will be made in eight Core Program areas namely socioeconomic empowerment of caregivers of OVC & their care givers, Vocational and apprenticeship training, Nutrition, formal education, HIV/AIDS and health care services and child protection. Case management and Graduation of OVC and their households, Gender Mainstreaming across OVC interventions 1.1 Overall OVC project Goal The goal of the project is to contribute to the country s efforts to sustain comprehensive HIV/AIDS and OVC care and support services using a family and community-based approach and consolidate and expand socio-economic empowerment interventions for both OVC and their caregivers 1.2 Objectives for the Project. 1) To support 400 critically vulnerable OVC to access education by the end of September 2017. 2) To build the capacity of 150 caregivers to address socio-economic factors that contribute to vulnerability among OVC 3) To build the vocational/apprenticeship skills of 60 OVC in Iganga District. 4) To increase the employability and job competitiveness of 60 OVCs trained in vocational skills in Iganga District. 5) To increase access of 300 OVC caregivers to information on HIV/AIDS, children s rights and gender mainstreaming 4
2.0 Technical approach and key activities planned per Core Program Area 2.1 CPA: Health care and HIV/AIDS Services: Three hundred and sixty one people (361) were reach with integrated information on HIV prevention, teenage pregnancy, sexuality education information, GBV and child protection in the period October 2015-Sept 2016 at the center. However during the period a number of issue were raised but not adequately addressed. Amongst which included poor referral system, inadequate information on ART programe, Management of opportunistic infection/diseases inadequate identification of index HIV positive among others. FCC will use the 90-90-90 strategy(90% of the population is tested,90% of those tested and found HIV positive to be enrolled in care, 90% of those enrolled in care to have their viral load suppressed) to address the above issues. In the period October 2016-October 2017, Family Concepts Center will undertake the following activities. I. Conduct monthly integrated HIV prevention information, child protection, teenage pregnancy, GBV prevention information and life skills information. A recent report by a child rights organization (ANPPCAN) revealed that girls in Iganga districts are more likely to get HIV/AIDS, get pregnant before the age of 16 and drop out of school than their peers anywhere in the country. In this regard OVC on vocational skills training, those in self-help groups and in-school OVC will be supported to access information on children s rights, teenage pregnancy, gender based violence,life skills information and HIV/AIDS prevention information and services. A total of four hundred (400) in-school OVC, sixty (60) out of school OVC and sixty(60) in self-help groups will be supported to access education, teenage pregnancy, gender & children s rights HIV prevention information and services.fcc will facilitate three health workers to conduct the monthly education sessions. II. Facilitate 3 man team to conduct monthly home visits to identify Index HIV positive clients and make Linkage to ART program Family Concepts center will work with Village health team, religious leader &health worker to identify HIV positive clients and trace their contact in the community. In tracing the index HIV positive clients in the community, HCT will be conducted on the rest of the family members, HIV positive OVC will be linked to ART program through linkage facilities,malnourished children and sickly HH members will be referred to the respective designated health centers. The linkage facilitator will use referral forms to refer patients. The referral forms will be endorsed by FCC before presenting it to the designated health center for assessment and treatment.fcc will use a voucher system to 5
pay the medical bills and transport. The linkage facilitator will be facilitated with SDA and transport. The linkage facilitators will also monitor adherence to drugs for HIV positive OVC and caregivers. III. Conduct 8 quarterly outreaches to provide integrated information and services including HCT, Screening for sexually transmitted infections, teenage pregnancy, health education and other ailments in the areas of operation. This activity will be conducted at mosques and churches in partnership with health facilities in the areas of operation which include Iganga referral hospital and Islamic medical Center in central division, Busowobi health center in Nakigo and Musana community based organization with a health facility in Nakalama,Magogo health in Nawanyigi. Referral during outreaches will be made were necessary. FCC will also use a value addition strategy by use of HIV positive children who have already been identified and recruited into the program to serve as ambassadors to their communities, sharing information with households and peers that may need care. IV. Conduct 4 quarterly home based HCT for OVC and their caregivers considered being out of reach of clinics. This will create more opportunities for identification of HIV positive children and link them to care and treatment centers. Home based HCT will create an opportunity for clients and more family members to receive education about HIV in a relaxed and common setting.the activity will be conducted by 3 manteam including VHT,Lab technician,fcc social worker. V. Conduct quarterly home visit to HIV positive OVC and give psychosocial counseling by FCC staff and a counselor. Family concepts center in partnership with the community volunteers(2 per subcounty), Village health team(2 per subcounty) will conduct home visits to OVC homes to give psychosocial counseling to at least twenty (20) HIV positive in&out-of-school OVC and also share challenges faced by the OVC with the teachers and caregivers who handle OVC issues. This activity will create rapport between Family Concepts, teachers and caregivers. During these home visits, information on Gender based violence, children s rights, child violence and HIV prevention information will be given to both the OVC and the caregivers. VI. Train linkage facilitator including Community Volunteers, VHT, Peer educators, parasocial workers in HIV Prevention, management of ART, side effects, and education of clients on how to take drugs, to give infection on essential nutrition actions in the contents of HIV. Total of 25 linkage facilitators will be trained. 6
Indicators FCC will contribute to: Eight(8) HIV testing outreaches organized with partners. Twenty (20) HIV positive OVC supported (through referral, follow up and home visits etc.) Fifty (50) OVC & their caregivers referred for other services 20% decrease in HIV infection among adolescent girls and young women. 20% increase in adherence level of HIV positive OVC and Care givers on ART. Two hundred (200) supported to access HIV prevention services 2.2 CPA: Socio-economic empowerment of caregivers and older OVC In the period Oct 2015-Sept2016, Family concepts trained one hundred and three OVC caregivers and one hundred and ten older OVC in IGA initiation and management.this is 99% of the annul target. However, not all households in the subcounties were cover. There is need to train more caregivers and OVC in IGA intiation and management in order to sustain themselves. In the period October 2016-Sept 2017, the center plans to conduct the following activities. i. Train OVC caregivers committee members of active village saving and loan association in group dynamics and management. Family Concepts Center will train 35 committee members from the 5 village saving and loan associations in a 3-days training workshop. FCC will train seven (7) committee members from each of the 5 VSLA groups.the five VSLA groups comprises of 2groups for care givers and 3 groups for previously trained OVC. ii. Facilitate FCC staff to conduct quarterly follow up visits to the 5 VSLA groups. The visits will provide technical guidance and forge solution to the problems faced by group members. FCC will also link the groups to CDD,YLH (youth lively hood )program for economic empowerment and wealth creation. iii. Conduct quarterly VSLA review meetings to share experience,lessons learnt,best practices and challenges faced by the groups.the meetings will also be used as a platform for FCC to give health education to the groups. iv. Facilitate the trained community based trainers to conduct monthly visits to VSLA groups and house holds. The trained CBT will continuously track group performance and link them to economic empowernment groups including NAADs,CDD,YLH and make 7
referrals for other services including HIV Prevention information, indentify HIV positive clients, birth registration among others. v. Train OVC and their caregivers in enterprise specific skills. In period Oct 2016-sept 2017,Family concepts center will conduct to training for caregivers and OVC in two specific skills including craft and bead making and soap making in a two-3days training workshop of 30 participants each. The training will equip OVC and caregivers with skills so that they can earn a living.one of the trainings will comprise of the Previously trained OVC and caregivers. vi. Train OVC caregivers in IGA identification, initiation and management: Family Concepts Center will train sixty OVC caregivers in identification, initiation and management. FCC will train new caregivers for both in & out-ofschool OVCs benefiting from vocational skills training and those supported to access formal education. In total 60 caregivers will benefit from one - 3days training workshops. Two new VSLA groups will be formed. A session will be organized during this meeting where the community based trainer will give information on leadership &.financial management skills, information on conflict management and referral mechanism. vii. Document success stories in economic empowerment: FCC will write up and report at least one success story or promising practice. The success story will be disseminated during scheduled project review meetings with stakeholders and also during end of program review meeting. Indicators FCC will contribute to: Forty five (45) village saving and loan association group members trained in group dynamics and management. 20 community based trainer trained on follow up group performance One hundred twenty(120) OVC caregivers and OVC trained on specific enterprise skills Four (4) success stories about household economic empowerment compiled and submitted one per quarter. One hundred and twenty (120) new caregivers trained on IGA identification and management. 2.3 CPA: Formal Education support for OVC from critically vulnerable household In the period October 2015-september 2016, Family concepts center support 300 OVC from critically vulnerable households with scholastics materials including pens pencils, bags, Sanitary towels etc. Family concepts center will use household assessment to 8
determine the level of vulnerability and also generate a list of OVC household that are due for graduation. I. Procure scholastic material for 120 critically vulnerable OVC out of 400 in school OVC Planned to be supported. Family Concepts Center will support one hundred twenty critically vulnerable with basic scholastic materials including exercise books, pens and sanitary towels to reduce school dropout and increase retention. Family Concepts Center will also encourage the OVC caregivers to engage in Income Generating activities to provide the basic need to OVC. II. Conduct meeting with teachers to develop messages to design talking class rooms and compound. The messages to be developed will be on HIV/AIDS prevention, child protection gender based violence, support of those infected, forced &early marriages. Five teachers from five schools will be support to develop these messages. FCC will work with inspector of school and district education officer to engage a facilitator to develop the messages. III. IV. Conduct school visits by FCC staff to in school OVC to assess the performance of OVC, school attendance, give child protection messages, HIV prevention messages, and nutrition and also share the challenges faced by the caretakers and the OVC in their day today life. This activity will be conducted by FCC staffs to schools were the critically vulnerable children study from. Monthly visits will be conducted to the selected school per term in the five school of operation. FCC social worker and para-social work will be facilitated with Transport and lunch for this activity. Altogether forty five visits will be conducted in the 5schools of operation. Conduct a refresher training course for teachers in psychosocial support to make them sensitive to the psychological needs of the OVC. In the previuos year, FCC conducted refresher courses for 30 teachers. The training covered few teachers and there is need to conduct more training to empower more teachers with skills in handling OVC issues. FCC plans to conduct refresher training for teachers in the new selected schools of operation to empower them with skills to handle OVC issues. The teachers will be selected from the five schools with children critically vulnerable and benefiting from the program. Six teachers will be selected from each of the selected schools of operation. Thirty teachers will benefit from this training. Indicators FCC will contribute to: One hundred twenty (120) OVC supported with scholastic materials to access formal education Four hundred OVC supported with 3 or more CPAs beyond PSS Thirty (30) teachers supported to offer PSS at school. 45 visit made by grantee staff to selected schools to provide PSS. Five schools (5) Supported to design and display talking compound and classroom with messages on HIV prevention, gender and child protection 9
2.4 CPA: Support of market-linked vocational/apprenticeship training for out Of school OVC Conduct selection and identification meetings to benefit from the program I. Four selections meeting (one per the selected Sub County of operation) will be held to identify OVC to benefit from the programme. Selection of OVC to benefit from the program will be done using pre identification ®istration tool, household prioritization tool and vulnerability assessment tool. First priority will be given to child headed household, double orphan, single orphan and elderly parents. The meeting will comprise of LC1s,VHTs,Para-social workers, Religious leaders, Opinion leaders and FCC staff. i. Train OVCs in vocational/apprenticeship skills:. FCC will support 60 OVC to attain vocational skills in 4 trades including Hair dressing, knitting and domestic electrical installation and metal frabrication. In order to increase employability of the OVCs, FCC will Partner will 4 artisians to conduct the trainings and FCC pay the tuition fees, DIT assessment fees, assessment materials and certification fees. The training will take a period of nine months. ii. iii. Train sixty (60) OVC on apprenticeship in entrepreneurship and customer care skills. During the period October 2016- September 2017, Family Concepts will conduct one training of 60 OVC in entrepreneurship and customer care skills in threedays training workshop.the training will empower OVC in business planning,record keeping marketing product,saving and borrowing among others.at the end of the training two new self help groups will be formed. During this training, FCC will give information on HIV AIDS prevention, forced &early marriage, Gender based violence and children rights.. Conduct quarterly worksite visits to previous trained OVC and give hands on support by FCC staff as part of career promotional activities. FCC will conduct quarterly visits to the previously trained OVC and are engaged in businesses to give hands-on-support, technical advice, counseling, HIV/AIDS prevention messages, gender awareness messages, sanitation, teenage pregnancy, early marriages and information on children s rights.during the visitsfcc will ascertain the newly formed groups and link them to CDD for support. 4 visits will be conducted. Conduct 2 site visits to 4 artisian institutions to ascertain whether they are complying to the DIT curriculum. During the visits health education and life skills session will be conducted to equip OVC will skills which will enable them go through the youthful stage safely. 10
iv. Conduct one get-together knowledge sharing meetings for the previously trained OVC and current OVC on the training. The meeting will enable interaction, sharing of knowledge, experiences, and challenges and also give success stories among the previously trained OVC. A total of 100 OVC will attend the meeting. v. Support assessment and certification of OVC trained in vocational skills by DIT: FCC will partner with Directorate of industrial training to assess 60 OVC including twenty (20) in hair dressing, Fifteen (15) in domestic Electrical installation, ten (10) in metal fabrication, Fifteen (15) OVC in Knitting will be assessed.dit assessment,cost of assessment materials and certification cost will be paid for by Family Concepts Center. vi. Pass out ceremony for 60 OVC on the training will be conducted after completion of the training. Startup Kits and certificate will have be given to 60 OVC who will have have completed the training. OVC caregiver, District officials, PHS official will attend the ceremony. Indicators FCC will contribute to: Sixty (60) OVC supported to attain vocational/apprenticeship skills Sixty (60) OVC assessed and certified by Directorate of Industrial training. Sixty (60) OVC trained in customer care and Business management skills and formed into two (2) new self help groups Two (2) OVC groups successfully linked for addition support.(youth livelihood) 2.5 CPA: Support to nutrition and food Security interventions Train one -3days training of community volunteers, VHTs, LC1chairpersons, vice chairpersons,para-social and selected OVC caregivers in nutrition assessment and identification of malnourished children. Family concept will train 50 people in in nutrition assessment and identification of malnourished children (2 volunteers, 2VHTs, 2LCIs 2 parasocial and 4 seleceted caregivers in each of the 4 operating subcounty. Training in nutrition will be used as a strategy to prevent malnutrition in the community. Participants will be supported with agricultural inputs (seeds) to enable them put up cooking demonstration and Kitchen gardens. Monthly Follow up visits will be conducted by VHT, Community vounteers, para-social to the referred and chronically malnourished children in the communities and give information on essential nutrition actions, basic food security. Households will be supported with agricultural inputs (seeds) to enable them put up Kitchen gardens. 11
Conduct follow up visits to kitchen gardens. Quarterly Follow up visits to kitchen gardens will be conducted to make sure that the established kitchen gardens perform as expected and also make sure that the kitchen gardens enhance good food security and nutrition practices at household level. 50 community volunteers, VHTs, LC1chairpersons, vice chairpersons,parasocial and OVC caregivers trained in nutrition and food security 50 OVC households having kitchen gardens. Fifty (50) OVC households that receive agricultural inputs (seeds & planting materials) At least 30 malnourished OVC identified and referred for further nutrition assessment and treatment at designated health facilities 2.7 CPA: Child Protection I. Conduct monthly child protection sessions for in &out-of-school OVC. Family Concepts will conduct twenty four (24) child protection session for both in and out of school OVC.This activity will be implemented in partnership with ANPCCAN Uganda and Family Protection Unit of Uganda Police,social welfare & probation officers, and community volunteers. Monthly sessions will be conducted for both in and out of school OVC Transport and lunch will be given. This activity will create awareness on children s rights and legal redress.it will also help to address the challenges facing the children in our communities. II. III. Conduct training of, one hundred and twenty (120) community volunteers, OVC caregivers, teacher, parents in child protection and parenting skills. In the period October 2016-September 2017, Family Concepts Center will conduct two-3days training of community volunteers, parents, OVC caretakers and teachers in child protection and parenting skills. This training will equip the teachers, community volunteers, OVC caretakers and other parents with skills on children s rights and parenting skills. ANPCAAN Iganga branch and Family Protection Unit Uganda police Iganga branch will conduct this activity. This activity will help to create awareness on children s rights and parenting skills in the community.50 participants will attend the training. Conduct two (2) follow up meetings to assess the impact of training of community volunteers, parents, teachers and OVC caregivers in children s rights and parenting skills. After training of parents, community volunteers, OVC 12
caretakers and teachers who handle OVC issues, Family Concepts Center will organize follow up meetings to assess the impact of the training.this meeting is intended to receive feedback from the trained community volunteers, parents, teachers and OVC caregivers in children s rights and parenting skills. The feedback will include cases reported at the Ugand police among other. IV. Participate in a4days child protection updates and training. Two FCC staff will be facilitated to attend this training and will give an update on child protection in the area of operation. This training will help OVC grantee staff to share experience, challenges and forge away forward V. Assist 60 OVC households to register for birth and acquire birth certificates Family will give support to at least 60 household to register birth and acquire birth certificates. This will be done in partnership with Probation officers at the sub county.fcc staff will also give information on the importance of acquiring a birth certificate. Indicators FCC will contribute to: Sixty(60) children supported to receive birth registration Five (5) OVC abused cases identified successfully and linked for assistance 2.8 CPA: Case management and Graduation of OVC and their households In the period October 2015-September 2016,FCC supported 332 households.these households received services in socio-economic empowerment, health, education, nutition and vocational skills. Many of them are due for graduation. In order to graduate of these households, FCC will open up OVC/HH case files for all OVC benefiting from the programme.fcc will conduct monthly HH vulnerability assessment using a HVAT. Family Concepts Center will undertake the following activities. I. Orient stakeholder on House hold vulnerability assessment tool. FCC will orient stakeholders including para-socio work,vhts,community trainer,cdo,and FCC staff on how to use the HVAT tool.atotal of 25 participants will attend the orientation(2 VHT from the four subcounties,2community trainer from the four subcounties 4 CDOs,2FCC staff). 11. Conduct monthly Assessment exercises in each of selected subcounties of operation both previous and the current subcounties. 13
FCC with the help of the stakeholders will carry out monthly assessment exercise in each of the operating counties to ascertain and graduate households. 100 individual household plans developed 568 individual cases handled and closed during the programme year of implementation 100 HH assessed using HVAT and graduated. 2.9 CPA: Gender Mainstreaming across OVC interventions. In the previous programmes it is noted that little was done in Gender mainstreaming across OVC interventions. More girls were serviced then boys,more female care giver were supported than men.this create a gap active participation and involvement of men in discussing equality,hiv Prevention care and Treatment,child protection family cohension,protection of women against violence,referral and follow up of child abusecases among the parties. In the next programme FCC plans to engage men through; 1.Conducting quarterly dialogues for men. FCC will hold 4 quarterly dialogue sessions for men to active participation in discussing equality,hiv Prevention care and Treatment, child protection family cohension,protection of women against violence,referral and follow up of child abuse cases.during the dialogue, action plans will be made and followed up by FCC. one dialogue session of 50 participants from each of the selected subcounties will be conducted. Facilitators will be drawn from office of the CDO. 11. Hold 4 quarterly sensitization session for men about their roles to support and protect women s rights and status. FCC will conduct 4 quarterly sensitization session, one in each of the selected subcounties. 50 men will be sensitized on their roles to support and protect women s rights and status. 111.Hold 4 quarterly sensitization session for women about their sexual and reproductive health rights. FCC will conduct 4 quarterly sensitization session, one in each of the selected subcounties. 50 women will be sensitized on their sexual and reproductive health rights. 14
8 sensitization session on gender Equality, SRH, GBV, HIVPrevention conducted 4 dialogue sessions conducted. 3.0 Monitoring and evaluation I. Orient the selected QI teams for at community and organization level including community volunteer, VHTs, LC1s, par-social and FCC staff on quality improvement. FCC will conduct one orientation meeting of 40 participants on quality improvement. Facilitators will be CDO and police child protection unit. II. III. Participate in 4 joint quarterly review meetings with Uganda Private Support Program. Family concepts center staff will attend quarterly review meetings organized by Uganda Private support Program. Two FCC staff will attend & will be facilitated with accommodation, transport and per diem. The objective of these review meetings will be to assess the progress of the project, share experiences, challenges and come up with away forward. Conduct quarterly stakeholders meeting Family concepts will conduct four (4) stakeholders meeting on a quarterly basis to discuss the progress of the project. This meeting will comprise of stakeholders like District & sub county community Development officers, OVC caretakers, local councils, local Government, NGOs like ANPCAAN. The objective of the meeting will be to review the progress of the project, challenges faced, lessons learnt and best practice VI. Conduct joint annual review meetings with stakeholders FCC will hold an annual review and planning meeting with stakeholders to review the progress of the project, challenges faced, lessons learn, best practices and forge away forward. The participants will include officers from the district local govt, Community development officer from the district and sub counties of operation, NGOs, caregivers among others. During this meeting we will invite a representative from Uganda Private Health Support Program to come and participate in the meeting. 15
3.1 Monitoring and Evaluation Data collection and storage The project will collect mainly quantitative data in six Core Program areas including socio economic empowerment of caregivers &OVC, Support to market oriented vocational/apprenticeship training, formal education, nutrition &food security, access to HIV/AIDS & healthcare services, child protection and monitoring of program activities. FCC will use the already existing data capture tools including OVC registers, OVC services register, exit book, referral book, home and school visit tools will be used to capture the required data 3.2 Data analysis, Reporting and Utilization FCC will manually analyze the data and package it in form of reports that will be shared with the donor, stakeholders and partners. Four performance review meetings will be conducted at which quarterly progress reports will be disseminated and remedial actions recommended and implemented. One annual joint review meeting where the founder will be required to attend will be held. (See Performance monitoring plan) 3.3 QUALITY ASSUARANCE Training of OVC in vocational skills will follow standard MOES (BTVET) curriculum and MOGLSD tools. After training, the OVC will be assessed and certified by Directorate of Industrial training (Ministry of Education and sports) Site visits and outreach programs will also follow standard MOH guidelines. 4.0 Partnerships and networking FCC will work with the following partners to provide wrap around services to the OVC 16

Islamic medical Center and Nakavule hospital Iganga run an ARV program and the OVC benefiting from vocational skills training at Family Concepts Center will be selected from families benefiting from ARV at Islamic Medical Center on addition to those who will be identified during mapping exercise and selection meeting by local council leaders and religious leaders. Islamic Medical Center and Nakavule hospital Iganga will act as referral Centers for Family Concepts Center. 2 ANPCAAN Uganda Iganga Branch/Uganda Police (Family Protection Unit) 3 Straight Talk foundation Information on children s right and child trafficking ANPCAAN, probation office, Family protection unit will give information on children s rights, legal redress and child trafficking Reproductive health information and service for in and out-of-school young people. Family concepts will partner with Straight Talk Foundation to give HIV/AIDS prevention information and sexuality education talks to out- 0f-school OVC and OVC caregivers. 4 Office of the community Development Technical support The office of the community development officer will give technical support to Center staff. Support will be given in the area of quality assurance, data analysis, reporting and utilization 6 Iganga Skills Technical support in the field of vocational skills training 17
Development Center 7 Burungi Tukole tailoring school 8 Family Protection Unit (Uganda Police) Will equip OVC will skills in Domestic electrical installation hair dressing and metal fabrication. Technical support in the field of vocational skills training Will train OVC in knitting Technical support in the field of children s rights Will give information on children s rights and legal redress 5.0 Overall management of the activities The project will be under the overall management of Family Concepts Center. A full time project coordinator will be engaged to coordinate the players and ensure implementation of activities. Iganga skills Center will train OVCs in domestic electrical installation, Concepts saloon will train OVC in hair dressing and Burungi Tukole will train OVC in Knitting. Straight Talk Foundation will be responsible for HIV prevention communication and referral to health facilities for HIV and pregnancy prevention services. The project will pay for a Coordinator, Accountant, Social worker, Data entrant, office cleaner and Askari on a level of effort basis. 18
