12 Appendix 5 A. Justification PROJECT PREPARATORY TECHNICAL ASSISTANCE 1. The project preparatory technical assistance (PPTA) is needed for preparing the investment program and conducting technical, economic, financial, governance, safeguards, gender and social due diligence for the ensuing multi-tranche financing facility (MFF). B. Major Outputs and Activities 2. The PPTA will be divided into two phases: Phase 1 for preparing the program design and due diligence of Tranche 1; and Phase 2 for supporting advanced procurement leading to contract awards under Tranche 1. The key outputs are feasibility study reports and preliminary engineering designs for the ensuing investment program and first tranche of the MFF that satisfies the requirements of ADB and the government. The PPTA will enhance project readiness of Tranche 1 by assisting the government in undertaking advance actions including procurement support and identification of lands for project facilities. Appendix 5 13 C. Cost Estimate and Proposed Financing Arrangement 3. The PPTA with an amount of $1,115,000 equivalent will be financed on a grant basis by the Technical Assistance Special Fund (TASF-Others). The Government of India will provide inkind support in the form of office accommodation, administrative support, supplies, and assign specialists as counterpart staff, and assistance in organizing workshops. Consulting Services 4. The TA will require about 80 person-months of consulting services (8 international and 72 national) (Table A3.3). ADB will recruit consultants on an individual basis. All consultants will be recruited in accordance with ADB s Guidelines on the Use of Consultants (2013, as amended from time to time). She/he will plan and oversee the NRW surveys and investigations; and (ii) define the performance parameters in the performance-based contracts for network improvements under the project. 6. Wastewater Management Specialist (international, 3 person-months). The specialist will be an engineer with minimum 12 years of experience in designing and implementing wastewater management projects with energy generation or industrial reuse. The specialist will (i) support technical review and preliminary engineering for proposed wastewater projects, and (ii) define the performance parameters in the performance-based contracts for wastewater treatment turnkey contracts under the project. 7. Solid Waste Management Specialist (international, 2 person-months). The specialist will have a degree preferably in civil engineering with minimum 12 years of experience in designing and implementing solid waste management projects with waste-to-energy and recycling components. The specialist will (i) support technical review and preliminary engineering for proposed solid waste projects, and (ii) define the performance parameters in the performance-based contracts for solid waste turnkey contracts under the project. 8. Water Supply Expert (national, 11 person-months). The specialist will have a degree preferably in civil engineering or related field, and a minimum 15 years of experience in designing and implementing urban water supply projects. The specialist will support technical review and preliminary engineering for proposed water supply projects. 9. Wastewater and Urban Sanitation Expert (national, 9 person-months). The specialist will have a degree preferably in civil engineering or related field, and a minimum 15 years of experience in designing and implementing centralized sewerage schemes and wastewater treatment plant including decentralized non-networked and septage management schemes. The expert will support technical review and preliminary engineering for proposed projects. 10. Solid Waste Management Specialist (national, 5 person-months). The specialist will be an engineer with minimum 12 years of experience in designing and implementing municipal solid waste management projects. The expert will support technical review and preliminary engineering for proposed water supply projects. 1 Detailed TOR to be prepared separately.

Appendix 5 15 11. Drainage and Flood Control Expert (national, 5 person-months). The specialist will be an engineer with minimum 12 years of experience in designing and implementing urban stomwater drainage and flood management projects. The expert will support technical review and preliminary engineering for proposed water supply projects. 12. Urban Infrastructure and Planning Expert (national, 5 person-months): The specialist will have a degree in civil engineering or related field, and a minimum 15 years of experience in designing and implementing urban infrastructure projects. The expert will identify urban sector investment projects prepare urban development strategies for selected cities. 13. Institutional and Governance Expert (national, 3 person-month). The consultant will preferably have a degree in urban planning or related field and a minimum of 10 years of experience working with public and private institutions. The expert will have expertise in urban service delivery, organizational structuring, and associated institutional reforms in the urban sector. The expert will identify assess institutional capacities, governance performance, and support the design of reform components under the program. 14. Economist (national, 5 person-months). The consultant will have a degree in economics, or related subject and preferably 10 years of relevant experience. Previous work on ADB or similar external-financed program is preferred. The specialist will conduct economic analysis and feasibility assessments of proposed projects. 15. Financial Expert (national, 5 person-months). The specialist will preferably have a Chartered Accountant/Masters in Business Administration (finance and accounting)/ economics degree and/or a degree in related subjects, and a minimum of 10 years of relevant financial management experience in infrastructure projects. The specialist will conduct financial analysis of proposed projects, design fund flow/disbursement mechanisms for the project, and conduct financial management risk and capacity assessments of EAs/IAs. 16. Environmental Safeguards Expert (national, 6 person-months). The specialist will have preferably a Master s degree in environmental management or related field, and a minimum of 10 years of experience conducting environmental safeguards assessment in infrastructure projects. The expert will conduct environmental due diligence and prepare required reports under the MFF. 17. Social Safeguards Expert (national, 6 person-months). The specialist will preferably have a Master s degree in urban planning, sociology or related field, and a minimum of 10 years of experience in assessing social safeguards compliance in infrastructure projects. Experience in ADB social safeguards policies is preferred. The expert will conduct social safeguards due diligence and prepare required reports under the MFF. 18. Social, Gender and Community Development Expert (national, 4 person-months). A consultant with preferably a Master s degree in sociology or related field, and more than 10 years of experience in dealing with gender and social development issues required. The expert will ensure that all proposed subprojects fully incorporate issues of gender, livelihood, and propoor features in their design, and prepare Gender Action Plan and SPRSS. The expert will also incorporate importance of women's safety in design of awareness and behavior change programs under the project.

Procurement Expert (national, 4 person-months): The consultant will preferably have a degree in civil engineering or related field and a minimum of 10 years of experience preferably handling ADB procurement for infrastructure projects. The expert will assess procurement capacity identify and risks and prepare risk mitigation and procurement plan. 20. Information Technology Expert (2 national, 4 person-months): The consultant will preferably have a degree in computer science, engineering or related field and a minimum of 8 years of experience preferably handling e-governance projects. The expert will assess support states and cities in establishing e-platforms for improved governance. E. Implementation Arrangements 21. The Ministry of Urban Development (MOUD) of the Government of India is the executing agency of the PPTA to serve as an advisory role during implementation. State urban development departments will be the executing agencies. Urban local bodies (ULBs) or established special purpose vehicles (SPVs) at local or state level will be the implementing agencies, as most relevant for each city. Program management units (PMUs) will be established at the state level and project implementation units (PIUs) will be established at local levels. Existing PMUs and PIUs will be utilized to the extent possible. The government will provide: (i) all relevant documents, data, statistics, information, and maps that are available at the disposal of the government; (ii) qualified counterpart staff, including their field per diem and field transportation; (iii) office accommodation and equipment; and (v) logistical assistance for the workshops and seminars, including venue provision and identifying and sending invites to participants. All disbursements under the TA shall be made in accordance with the Technical Assistance Disbursement Handbook (2015, as amended from time to time). The proposed TA processing and implementation schedule is listed in Table A3.4. The estimated start and completion dates of the TA are December 2015 to December 2016.
