The event will create a platform to share experiences and best practices related to the actions undertaken to reduce unemployment rates affecting medium-sized populations located in rural areas. It will focus on the use of new technologies into finding and creating employment, either self-employed or employed job, giving particular regard to the green or eco-jobs. The debate will emphasize the following discussion topics: -Advantages of electronic participation in the rural area: good practice of the Camara Municipal de Agueda (Portugal); - Training and recycling for workers in agricultural sector in France: experiences presented by the Chamber of Agriculture and Lot et Garonne (France); - Eco-agriculture and eco-employment as implementation of green business: good practices presented by the Provincial Council of A Coruña (Spain). The event will be aimed at practitioners from local authorities, project partners, local experts and technical staff. At EU level, dual use products, services and technologies can address both civil and military sectors. This research is called dual-use because its findings and results can be of benefit to the civil and military communities. Expensive technologies which would otherwise only serve one community or the other can be used to benefit both. At the same time, the military are increasingly relying on technologies developed by the civil sector. In this framework at a regional level the companies can access new business opportunities thanks to public (regional, national & EU) support for market and product diversification and for dual use projects than can bring benefits both to civil and defence industries. The Workshop will aim: Take awareness of the influence that these new processes and effective implementation of RRI can have in terms of enhancing innovation capabilities of regions Recognition of public authorities and government roles as key actors to create environments linked with values and RRI principles Approach and develop proposals for public-private collaborative work Identify environments and actors to foster these activities and projects. 4

It will include educational issues. The value of the economic and geographical characteristics of the Asturian costal line will be emphasized. Province of Barcelona (Cities and Regions for Jobs and Growth) "The Energy Agenda and the European Structural and Investment Funds: Opportunities for Local Governments" Barcelona 18 November 2015 Modernising Europe Conference Organisers: Barcelona Provincial Council, Europe Direct Barcelona, and Provinces of Lleida, Girona and Tarragona Barcelona Provincial Council s Directorate of International Relations organizes an annual Conference on the European Union. The aim of this conference is to promote a space for political debate around relevant European issues and their impact on local governments. The challenges, opportunities and position of municipalities in Europe are the focus of this discussion. This 20th Conference on the EU will present The Energy Agenda and the European Structural and Investment Funds: Opportunities for Local Governments. The European Commission adopted in February 2015 a strategic framework to give flexibility to the Energy Union, with a prospective policy on climate change. The main objective of this strategy is to reduce energy dependency, promoting the free circulation energy across borders, boosting energy efficiency and supporting the transition to a low-carbon economy. This priority is reflected in the European budget for 2014-2020, in particular in the European Structural and Investment Funds and in the Operational Programmes. This will enable investments from Member States, regions, cities and local governments to focus in energy-efficient buildings, the use of renewable energy, smart grids and sustainable urban transport, as well as reducing costs, creating jobs and developing SMEs. This Conference is aimed at Local Government representatives, business, academics and non-governmental organisations from Catalonia, as well as general public interested in European affairs. Conservation and management strategies of historical assets from PAHIS Plan 2020 of cultural heritage of Castile and Leon will be considered. Institutional cooperation and promotion of activities for assessment, promotion and dissemination of cultural heritage in the mountains of Salamanca will be discussed. The technical conference focuses on technicians of local entities, experts on traditional architecture and cultural heritage, and, public in general. 11

The workshop is focus on working with local authorities or technicians, interested in Sustainable Energy Action Plans (SEAPs) and to expose the potential of a local resource such as the biomass for those SEAPs. The use of biomass means using local resources, close to the end user and in an increasingly efficient way of utilization. This workshop tries to show the possibilities of this local renewable energy resource such as biomass and its potential use for the improvement of sustainable local policies. Therefore, it will introduce subject as strategies for its promotion at regional level, the importance of the biomass in a Sustainable Energy Action Plan, the possibilities to finance biomass systems and examples of local authorities who have already opted for biomass as a solution for the local heat demand. The workshop will have presentations from Castilla y León Government (Regional Energy Agency of Castilla y Leon and General Directorate of Energy and Mines), the European initiative of the EC Covenant of Mayors, the Asturias Government (Asturias Energy Agency) and local entities that show examples of local biomass applications. 13

In addition, other elements regarding its geographical context, like having big urban areas in their neighbour regions, or large rural and mountain areas within its boundaries, makes this region to have some specificities that, as a matter of fact, have an impact in terms of infrastructure, public services provision, students and workers mobility, and companies efficient accessibility to different kind of resources (for example, human resources). For that reason, the local event will focus on raising awareness about the different EU tools, services and opportunities regarding the labour market that can help students, workers, and companies (especially SMEs), usually away from big urban areas. From the point of view of both students and workers, the foreseen workshop will provide with a better understanding about how to obtain quality information on the EU job an training opportunities at an international level. The same applies to companies that will have a better understanding about the EU labour market, and how to obtain and keep workers and talent from the EU. The Government of Catalonia is one of the members of the European Project called MY WAY where the main goal is to develop a new App in Android and ios version to solve the daily citizens mobility needs. In this sense, during the conference of the 16th of October, within the Catalonia European Mobility Week, we will present the MY WAY project and the new App developed which will be able to be tested until the end of 2015. The multimodal new App includes all the public transport supply within Catalonia, as well as the private car, motorbike and bicycle. Moreover, it is conceived as user centric vision where the users can include their preferences which will be taken into account for the calculation of the journey planner and the presentation of the results. In this sense, during the project there have been defined 3 Focus Groups: elder people, workers and university students. All of them have been interviewed several times and their feedback has been used to develop the App. During the conference, those people interested to participate in the trial will be informed of the different steps to follow to use and evaluate the App as Real users. Municipalities (politicians and technicians, more than 100 local governments), mobility and transport associations such as AMTU or PTP, public and private transport operators (more than 60 private operators), older people, transport federations such as FECAV, universities such as UAB, other local authorities such as Provinces. Policy makers and academic experts from other EU regions with similar problems. Handbook on demographic challenges in Euroregion Galicia-North Portugal Demographic changes, in particular the ageing population, are well known and documented throughout Europe. Demographic changes have a wide impact on labour-market, welfare service provision, infrastructure, etc. Policymakers are struggling to find successful ways of facing these challenges. There are huge variations in the demographic patterns within Southern Europe, and in particular Galicia and North Portugal. The sparsely populated areas are in general characterized by out-migration, low fertility rates and an ageing population. There are however places within these areas that deviate from the overall demographic pattern. Cities are instead characterized by in-migration (even though that mostly means inmigration from close by areas) and a relatively younger population. The aim of this workshop is to develop strategies and best practices on how demographic challenges are being and can be handled. The budget for the entire Young Employment Program is 38 M. The School of Industrial Organisation (EOI) launched a project to mentor the accompaniment process for new entrepreneurs in Spain, BIGDREAM. The Region of Murcia is one of the partners, with a co-financing rate demanded to these partners of around 17%. The target is young ninis between 16 and 24 years old. Navarre (Healthy Strategies for Smart Regions) "Dissemination of health/medical research activities in Navarra targeting a wider audience, including all citizens" Pamplona November 2015 Regions open for business Open Day to visit the biomedical centre: «Navarrabiomed open to all citizens» and conference Organisers: Communication Department - Navarrabiomed-FMS It is a public entity that provides scientific and technical support to Navarra Public Health Service for the promotion of health research. The Foundation centralises and manages all the research undertaken by health professionals from the public sector. Navarre local event will focus on raising awareness of the importance of biomedical research in order to improve healthcare to citizens. The open day at the research centre will offer the community the opportunity to learn the findings of researchers and will show the need to develop a closer relationship among researchers, health professionals and patients associations in order to face health and societal challenges (demographic change, population ageing, chronic diseases, etc ) The event will be aimed at a wide audience, from the scientific community to individual citizens. They now face the challenge of moving from strategy making to implementation, through tailored policy mixes and tools, including (but not limited to) the use of European Structural and Investment Funds. To help launch this process, this workshop will bring together national and regional policy makers that identified 'Blue Growth' as a priority in their RIS3. Furthermore, it will be faced how to foster the development of new SMEs in this field and how to improve the competitiveness of the pre-existent SMEs to take the advantage of the new opportunities that are being created thanks to S3 Strategies. It is organised jointly by the government of the Canary Islands and the S3 Platform. The objectives of the workshop are to: 1. Understand how blue growth has been prioritized and framed in RIS3; 2. Discuss blue growth solutions proposed by industry, researchers and other stakeholders; 3. Examine possible blue growth policy mixes including the use of European funds; 4. Explore possibilities for transnational cooperation projects. 22
