Central Bedfordshire Council Job Description Job title: Surveyor Career Level 1 Directorate: Sustainable Communities Service: Development Management Grade: CBGH Date Prepared: April 2010 Reports to: Team Leader Job purpose Building control surveyors ensure that Building Regulations and other legislation are followed when buildings are designed and constructed. To ensure high standards in health, safety, sustainability, energy conservation and disabled access are met in the construction of buildings across Central Bedfordshire. Main accountabilities Undertake inspections of domestic, commercial/industrial, historic, educational, public and all other types of buildings to ensure compliance with the Building Regulations, and other legislation. Undertake plan vetting of deposited applications to ascertain compliance with relevant legislation. Work within a team to deliver an efficient and effective service in line with Council strategic and service objectives. Provide professional advice on matters governed by legislation, policies and guidance relating to the various related laws and policies and with particular reference to:- Assist in the delivery of the building control service including the monitoring and review of practices and procedures.
Represent the Council at court as a witness and handle enforcement work, including formal action and prosecutions as required. Identify unauthorised building work, provide guidance to applicants/builders on legislative matters, costings, and where necessary, the enforcement processes involved to achieve compliance. Attendance to inspect dangerous structures at the discretion of the Team Leader and undertake appropriate action seeking advice and guidance where necessary to ensure the danger is removed. Contributing to the continued registration to ISO9001. Key decisions made Give considered decisions and advice, including solutions, to resolve technical and construction difficulties to achieve compliance. Assess the compliance of Building Regulation applications and onsite construction works. Inspect and advise Team Leader of initial appraisal of Dangerous Structure and work with Team Leader to determine agree and take appropriate action where necessary keeping the Team Leader appraised at all times. Contacts Develop and maintain effective relationships with key customers, architects, builders, owners in order to deliver excellent services and ensure the service is highly respected. Communicate with the BC team to ensure consistent team approach and identify areas of concern within the whole team. Provide advice/guidance (either face to face or by other forms of communication) on legislative and technical requirements to Architects, other professionals, and members of the general public. Deliver excellent services to the citizens and people of Central Bedfordshire in line with the Council s vision, values, resources, strategic and service priorities, developing and maintaining effective partnerships. Discuss and advise internal colleagues such as Planning, Environment, on building control matters to help maintain continuity of service delivery between departments. Resource controlled Assist in the training and development of junior members of the team.
Understand the vision, values and strategic priorities of the Council so that Officers are engaged and motivated to deliver the Council s strategic and service priorities and objectives. Awareness of budget restraints within service objectives. Negotiate and agree building control fees with other local authorities as required under the LABC Partner Authority Scheme.
