Subject: AED Arts Grants & Arts Surcharge FY 2016 Proposed Budget Budget Work Session Follow-up April 8, 2015 The following information is provided in response to a question from Ms. Hynes at the March 10 work session, requesting an update to the five-year history of arts grants recipients and arts surcharge information. AED provides several categories of Cultural Grants to arts. Total funding in the FY 2016 proposed budget for Arts grants is $199,100. This base budget reflects a cut to funding as part of the FY 2014 budget of $50,000. In FY 2015 funding for Arts grants included an additional $30,000 in one-time funding for Arts Challenge grants, for total funding of $229,100 in FY 2015: 1. Operating Support Grants: given to assist arts organizations with epenses involved in their overall administration and program offerings. a. Between FY 2011 and FY 2015, AED has given more than $1,079,000 to support 27 organizations, listed in Attachment I. 2. Spotlight Grants: targeted to individual artists to fund a proposed work that was described in their respective grant applications. a. Between FY 2011 and FY 2015, AED has supported eight organizations with over $38,000 in grants. These are listed in Attachment I. 3. Project Support Grants: used for specific projects or initiatives planned by the organization. a. Between FY 2011 and FY 2015, AED has supported four organizations with over $27,500 in grants. These are listed in Attachment I. 4. Spaces and Service Grants: recipients of these non-monetary grants have access to Arlington County public theaters, arts space, and technical services including scenic design, costumes, and technical staff. a. Between FY 2011 and FY 2015, 35 organizations have taken advantage of this grant. The estimated dollar value of these grants, in terms of facilities rental values, maintenance and management, is over $1 million annually. Attachment II lists these organizations. 5. Challenge Grants: matching grants that encourage corporate funding partners. a. Attachment III lists these groups and the amounts they received between FY 2011 and FY 2014; the FY 2015 applicant list is still under consideration. The Arts Surcharge is a 10% charge that Arlington County collects from participation in arts classes or tickets sold for performance arts groups performing at County facilities. The surcharge is a fee added to the price of a ticket, and revenues help recover a portion of the cost of theatre space provided to supported groups. The revenue amounts are unrelated to and uncorrelated to the amount of arts grants given out by the County.
