Preface 2010 WASE Global Congress on Science Engineering (GCSE 2010) will be held on 27-28 November, 2010 in Yantai, China. The GCSE 2010 is organized by the World Association of Science Engineering (WASE), a non-profit international association for the engineers and the scientists. The conference has the focus on the frontier topics in the theoretical and applied engineering and science subjects. Our GCSE committees have been formed with over one hundred conference committees members who are mainly research center heads, faculty deans, department heads, professors, and research scientists from over 20 countries. It is with great honor that we welcome you to Yantai for this exciting event GCSE 2010-2010 WASE Global Congress on Science Engineering. This year we received 566 submissions. Each paper has undergone a rigorous review process. Only high-quality papers are accepted by GCSE2010. We have accepted 170 high quality papers and edited for presentation and publication. This indicates a paper acceptance rate of approximately 30%. Accepted papers have been grouped into 7 sessions: Automation Advanced Intelligence & Bioinformatics Electronic & Energy Communication Image Processing and Information Mechanical Engineering Other Applications The final technical program of GCSE 2010 is the result of the devotion and hard work of many people. Honorary Chair: Professor Daniel Berg Current Appointment: Professor, the former Dean of Science and Provost at Carnegie Mellon University and Vice President for Academic Affairs and Provost at Rensselaer. Rensselaer Polytechnic Institute Department of Decision Sciences & Engineering Systems Education: Ph.D., Yale University Physical Chemistry M.S., Yale University Physical Chemistry B.S., City College of New York, CCNY Chemistry, Physics Background: Dr. Berg is a former Dean of Science and Provost at Carnegie Mellon University and Vice President for Academic Affairs and Provost at Rensselaer, where he has also served as President. Prior to his academic career, he was director of research at Westinghouse and technical director. He has served and is serving on several boards of directors for a variety of industrial manufacturing and service companies and is chairman of the board for the Crystek Corporation, a manufacturer of RF timing products. He is the American Editor for the International Journal of Service Technology and Management. Research Interests: Primary research areas include understanding the relationship of technology and the service sector. Additional areas of research: management of technological organization, innovation, policy, manufacturing strategy, robotics, policy issues of research and development in the service sector. 2. Technical Program Chair: IEEE Life Fellow Prof. Patrick S. P. Wang Education: Dr.Wang got his B.S. in Electronic Engineering from National Chiao Tung University (Hsin Chu), M.S. in Electrical Engineering from National Taiwan University, M.S. in Information and Computer Science from Georgia Institute of Technology, Ph.D. in Computer Science from Oregon State University. He has been Visiting Scientist at MIT AI Lab from 1989-1990, and Research Consultant at MIT Sloan School since 1990, as well as adjunct faculty of Computer Science at Harvard University Extension School since 1985. Professional Background: Professor Patrick S.P.Wang is tenured full professor of computer science at College of Computer and Information Science of Northeastern University. He is Fellow of IAPR (International Association of Pattern Recognition) and co-founding chief editor of IJPRAI (International Journal of Pattern Recognition and Artificial Intelligence) (with Germany's (Deutschland) Prof. Xiaoyi Jiang ). and WSP MPAI Book Series (with Switerland's Prof. Horst Bunke ). In Fall 1996, Dr. Wang has been elected as
Otto-Von-Guericke Distinguished Guest Professor at the Graphics and Simulations Lab of the University of Magdeburg (near Berlin) of Deutschland (Germany). Professor Wang has also served as Honorary Advisor Professor of Xiamen University and Sichuan University of China. He has published over 120 papers, 20 books and 3 USA/Germany patents. For the past decade, he has been invited to give lectures in many countries in America, Asia and Europe including Germany (Deutschland, both West and East), China (both Mainland and Taiwan), Canada, France, Japan, Italy, Austria, Switzerland, Spain, England, South Korea, Singapore, Hong Kong, Netherlands, Belgium, Israel, Australia, and USA. He has served as the Chair of IAPR-SSPR TC-2 (Structural and Syntactic Pattern Recognition) for 4 years (1992-1996). He has also organized many international conferences, including IWPIA'97 (Hiroshima), ICCPOL97 (Hong Kong), SSPR'96 (Leipzig - Bach's hometown), and ICCPOL95 (Hawaii). He is Conference Co-chair of ICMI99 (Int. Dr. Wang is also a general conference co-chair of the IAPR's 18th ICPR International Conference on Pattern Recognition (together with France's Prof. Guy Lorette and Hong Kong's Prof. Y. Y. Tang), held in August, 2006 at Hong Kong, China. In addition to his technical expertise in computer science, Prof. Wang is also interested in music, operas, singing, sports, ping-pong, tennis, and writing. He has published over 100 proses, poems and novels in journals, periodicals, magazines and newspapers, on Beethoven, Mozart, Tchaikovsky, Schubert's symphonies, and Verdi, Puccini, Bizet, and Wagner's operas. His works have received many awards on writing competitions including the prestigious "Taiwan Provincial Better Publication Award", and the "World Journal Prose Competition Award". Dr. Wang grew up in Hsin Chu city, Taiwan, a beautiful island that was returned to her motherland China's bosom after the Japan Imperialist was defeated and unconditionally surrendered at the end of WWII. Before moving to Taiwan, his family lived in Shanghai, the largest city of China. His father comes from Shandong, the hometown of Confucius, and his mother from Sichuan, the hometown of Tu Fu and Li Po. He is a member of Overseas Shandonese Association and Overseas Sichuanese Association.

Education: Ph.D., Xidian University Computer application technology M.S., Xidian University computer software and theory B.S., City College of New York, CCNY Computer engineering Background: At present Professor Zhilin Zhu works in Shandong Institute of Business and Technology, School of Information and Electronic Engineering, YanTai, China. He is the Dean of School of Information and Electronic Engineering, is the leader of computer software and theory major subject construction. Obtains one second prize of the Shandong Province higher education provincial teaching achievement, edits one teaching material in chief. He is engaged in for a long time in the theory of software, embedded systems design research. Current and previous research interests is the high-performance software and hardware collaborative design, design and analysis of algorithm research work, and publish more than 20 related papers in computer science.
