Cntext/ Backgrund The Children s Hspital Grup (CHG) is part f the acute health sectr refrm prgramme and cnsists f Our Lady s Children s Hspital, Crumlin, Temple Street Children s University Hspital, and the Natinal Children's Hspital at Tallaght Hspital. The three children s hspitals and the CHG will be mving frm fur separate, independently gverned entities int ne new single rganisatin in 2018 t gvern and perate paediatric services in Dublin. This new rganisatin will perate as a single service acrss the existing lcatins befre transitining t the new facilities at the tw paediatric utpatient and urgent care centres at Cnnlly and Tallaght Hspitals and the new children s hspital n the campus shared with St James s Hspital. The Children s Hspital Prgramme is a majr prgramme f wrk led by the CHG, fcused n transfrmative service change t integrate the three existing hspitals, while maintaining existing and new services, ensuring patient safety and quality until transitin is cmplete. It will: Establish an integrated paediatric healthcare netwrk Transitin the three existing independently gverned children s hspitals int a new entity Act as client fr the gvernment funded capital prject t build the new hspital and the tw paediatric utpatient and urgent care centres at Cnnlly and Tallaght Hspitals, and a separately funded research and educatin centre Act as client t a majr ICT prgramme Cmmissin, transitin t and perate the new children s hspitals and the tw paediatric utpatient and urgent care centres 1
Reprting Arrangements Key Wrking Relatinships The CDON will reprt directly t the Grup Chief Executive f the Children s Hspital Grup. The nature f the wrk determines that successful executin f duties will invlve the develpment f key relatinships with each f the members f the CHG executive team as well develping external relatinships at a natinal level. Within the CHG a key emphasis is placed n the CDON s wn prfessinal team, the Clinical Directrs and the Directrate Nursing Leads within the Clinical Directrates. In the shrt t medium term a particular emphasis will be placed n the relatinship with the COO and Clinical Directrs wh will be accuntable fr implementing the design f the clinical integratin prgramme, led by the CDON. During this perid there will be a key emphasis n cllabratin and stakehlder engagement with the transitinal CEOs and nursing teams within the hspital lcatins in the CHG t fster relatinships, develp understanding f current services and implement new crss city ways f clinical practice. 2
Scpe f the Rle The CDON is an executive rle as a member f the crprate team. The CDON is executively respnsible, accuntable and has devlved authrity fr the develpment and delivery f nursing practice within the CHG. The CDON is accuntable fr the clinical and peratinal gvernance f all nursing staff, and will be answerable fr quality and safety matters the nursing service area. The CDON als takes the executive lead rle in setting the CHG s strategy fr patient and family experience. The scpe f the rle includes: - Transitinal activities in supprting the transitin f the CHG frm fur independently gverned entities int ne single rganisatin. - Enduring activities in leading the Nursing functin in the newly established single rganisatin. Purpse f the Rle The primary purpse f the CDON rle is t prvide prfessinal leadership fr all aspects f nursing practice in the CHG. The CDON will fcus n imprving the quality and standards f nursing care, ensuring the prvisin f the best pssible patient and family experience, supprting the develpment and management f the nursing wrkfrce, and establishing an atmsphere and culture where excellence can flurish with strng multidisciplinary cllabratin. Principal Duties and Respnsibilities Enduring The key enduring duties and respnsibilities f the CDON are utlined belw. Crprate and clinical leadership Wrk in partnership with the CMO, Clinical Directrs and Paediatric Netwrk Manager t develp and implement a priritised clinical strategy fr the CHG which places integrated care at its cre and wrks thrugh the acute paediatric netwrk f services. Define, develp and implement the strategic visin and directin fr nursing acrss the CHG. Take the lead rle in setting the CHG s strategy fr patient and family experience. Be accuntable fr ensuring maintenance f prfessinal standards and statutry requirements as laid dwn by the Nursing and Midwifery Bard f Ireland (NMBI) and relevant Statutry Bdies. Prvide advice and assurance t the CHG executive and bard n all issues relating t nursing plicy, statutry requirements and prfessinal practice. In cnjunctin with the CEO, the Clinical Directrs, and ther members f the executive team, ensure that the strategic directin taken by the CHG is applicable t, and takes int accunt, all f the rganisatin s crprate and clinical risks. Develp and maintain effective wrking relatinships with Directrate Nurse Managers within the Clinical Directrates prviding prfessinal advice, caching and mentring n all issues relating t nursing. Establish cllabrative prfessinal relatinships and netwrks with health service prviders external t the hspital grup (Primary Care and Cntinuing Care) t ensure an integrated and seamless patient experience fr recipients f scheduled and unscheduled care acrss the hspital grup. Participate in frums and netwrks at a natinal level influencing the directin f plicy, leading n initiatives and ensuring an apprpriate Paediatric and nursing vice is represented, e.g. Natinal Nursing and Midwifery Frum, Senir Children s Nursing Netwrk. In cllabratin with Divisinal Nursing Managers, facilitate strategic wrkfrce plans, including leadership, successin planning, educatin and training and new ways f wrking. Act n behalf f the CHG in shaping directin and influencing natinal bdies in this regard. In cllabratin with the CHG Chief Academic Officer, wrk clsely with educatin and training bdies t ensure the prvisin f a highly skilled nursing and health care assistant wrkfrce t meet the current and future requirements f the Children s Hspital Grup. Fr example playing an active rle in the Centre fr Children s Nurse Educatin. Be accuntable fr all pre and pst graduate nurse educatin, training and develpment in bth prfessinal and managerial cntexts. Prmte a perfrmance management culture acrss the nursing prfessin and, in cnjunctin with the Clinical Directrs, supprt the develpment f a perfrmance management system and apprpriate measures fr nursing. Ensure the develpment and implementatin f innvative cntinuus prfessinal and practice develpment initiatives in line with the strategic aims f the Children s Hspital Grup. Develp the detailed design and future ways f the wrking fr the nursing prfessinal team Transitin and appint, as apprpriate, a Nursing Directrate team that will supprt the needs fr high quality and effective nursing care acrss all the hspital sites in the CHG. Single rganisatin management structure Fster senir level cllabratin and engagement t influence and fster a single rganisatin management structure including appraches t nursing practice, gvernance, quality and safety. Supprt and champin the safe transitin frm hspital based nursing activities t integrated ways f wrking via the crss city clinical directrate structure. Terms and Cnditins f Emplyment Chief Directr f Nursing Grade: HOSPITAL GROUP DIRECTOR OF NURSING & MIDWIFERY Duratin f pst Remuneratin This is a permanent pst. Remuneratin is in accrdance with the salary scale apprved by the Department f Health: Chief Directr f Nursing (cde 0041) Current salary scale with effect frm 1 st April 2017: Rising by annual increments frm 93,363; 97,468; 101,573; 105, 676; 109,782; 112, 652 Annual Leave Annual Leave entitlement is 30 days (222 hurs) per annum. Wrking Week The hurs allcated t this pst are 39 hurs per week with 7.8 hurs as a standard wrking day. The allcatin f these hurs will be at the discretin f the Department Head and in accrdance with the needs f the service. HSE Circular 003-2009 Matching Wrking Patterns t Service Needs (Extended Wrking Day / Week Arrangements); Framewrk fr Implementatin f Clause 30.4 f Twards 2016 applies.
