... HPC makes - Securty, ACC offcals nvestgate allegatons by Tom Hay Senor S ta ff Reporter The Notre Dame securty offce and the ACC management are nvestgatng allegatons that Unversty personnel acted volently and abusvely toward t-shrt vendors at last Thursday s REO Speedwagon concert. n a letter to the edtor publshed n yesterday s Observer, Alan Howard, professor of mathematcs, accused the ACC offcals of usng storm trooper tactcs n expellng certan vendors outsde the ACC after the concert. Howard sad that he had wtnessed three adult subjects subjectng the vendors to both verbal and physcal abuse n what he consdered a vcous manner, consderng the nature of the offense. n an ntervew yesterday, Howard agan sad that he ddn t feel the conduct of the ACC offcals was justfed. They were beng qute rough and nasty, he sad, and from what saw, the vendors were not puttng up any resstance. n an ntervew yesterday, Howard agan sad that he ddn t feel, the conduct of the ACC offcals was justfed. They were beng qute rough and nasty, he sad, and from what saw, the vendors were not puttng up any resstence. Howard descrbed the offcals as n ther 40 s or 50 s whle the vendors were n ther early 20 s. One of the adults nvolved was dentfed by Howard as Joseph Sassano, assstant drector of the ACC. Mr.Sassano refused to make any comment concernng the ssue. John Plouff, managng drector of the ACC, sad the vendors dd not have thepermssonof the Unversty to sell goods n connecton wth the concert. He ponted out that certan groups have legtmated contracts wth the ACC to sell at concerts, but that the persons n queston were actng ndependently. Only the people who work for the ACC are allowed to sell, sad Plouff. These were bootleg salespeople outsde, and we have ND securty to get rd of them. t was unclear as of yesterday whether ND securty offcers were nvolved n the alleged conflct. Plouff sad he could not comment on those alleged storm trooper tactcs" of those nvolved because he dd not have all the facts at hand. Tm not certan myself what happened, but am conductng nvestgaton nto these matters, he sad. We certanly don t condone volence n these matters, but we also don t condone sellng n competton wth legtmate contrctual agreements, Plouff sad. Joseph Wall, ND drector of securty, echoed Plouffs asserton that the vendors were unauthorzed to sell, and were therefore asked to leave the grounds. Accordng to Wall, t was only because they refused ths request that they were escorted away. We dd receve some complants from vendors about alleged volence, sad Wall, but rghnow t s only an allegaton. Both Wall and Plouff expressed concern about gettng nformaton from all the partes nvolved. Wall sad he hope to have all the facts straght by Frday. He ndcated that the evdence would then be turned over to the Admnstraton for further consderaton. Best photos ever MOUNTAN VEW, Calf. (AP) - Poneer 11,; after blazng a tral other spaceshps wll follow, left excted scentsts porng over ther fve best-ever pctures of the gant moon Ttan yesterday. 1 feel really very good about the fact we have the data (and pctures) at all: and even better that t looks lke the data are gong to be useful n probng the atmosphere of Ttan, a unque and fascnatng world n ts own rght, sad Martn Tomasko of the Unversty of Arzona. Poneer flew past Saturn on Saturday, then swung wthn about 220,000 mles of the mother planet. Because Ttan s the only moon n the solar system known... r to have an atmosphere, some scentsts have speculated t mght harbor some form of lfe. Recent Earth based measurements, however, suggest ts surface temperatures may be nearly 300 degrees below zero. That would consderably dm the prospect of lfe there. Poneer s pctures and measurements, stll beng analyzed, should provde new clues of Ttan, ts cloudy atmosphere and temperature. One of the frst pctures,, dsplayed on televson screens at the Natonal Aeronautcs and Space Admnstraton s Ames Research Center, showed a fuzzy, reddsh-yellow ball. Tomasko stressed the mage represented very raw data that an ndependent student newspaper servng notre dame and sant mary s 1 ; The Notre Dame ACC was the ste o f alleged brutalty 'aganst vendors last week. Florda beachfront absorbs Davd COCOA BEACH Fla. (AP) - Hurrcane Davd spared populous southeast Florda yesterday, but then surged nland to carve a path of destructon through beachfront condomnums and tralers south of the naton s space-launch complex. Furous wnds blew refrgerators and televson sets out of wrecked apartments lke toys and tossed runed tralers a quarter of a mle along wndswept beaches, polce sad. Forecasters sad the storm would lkely return to the sea before the end of the day and track toward Georga and the Carolnas; possbly reachng those coasts by tonght. Though fve deaths were ndrectly attrbuted to storm condtons, evacuaton along Florda s beachfronts appeared to have averted hgher loss of lfe. Wnd scoured beaches from Cape Canaveral - where mssles already on launch pads were lashed down - south as Davd swung nland at mdday shortly after passng the manson enclave of Palm Beach. Untl then, the gant 'storm had remaned weakened snce stunnng the Carbbean slands of Puerto Rco, Domnca and the Domncan Republc wth at least 640 deaths. Then near noon ts eye Poneer data p had not gone through the long processng operaton to refne ts colour and remove problems wth the rado transmssons, whch traveled nearly 1 bllon mles from Ttan to Earth. There s a hnt of somethng n the pcture s, but t s too early to tell whether t s real features (on the moon) or data dropouts, he sad. Poneer, meanwhle, hurtled from Saturn at more than 23,000 mph yesterday. t found weak radaton zones around the : planet, n contrast wth the dangerously harsh envronment ofjupter. Ponneer sustaned some radaton damage when t saled past Jupter n 1974. But at Saturn, sad James Van Allen of the Unversty of owa, there s no radaton hazard whatever for spacecraft and ther electronc apparattus." Chef Poneer scentst John Wolfe, assessng the msson s prelmnary result, sad,: Thngs are gong very, very well...better than anyone could have expected. n terms of Poneer s scoutng or pathfndng msson, t has more than fulflled ts dutes, he sad. Tralng behng Poneer are two even more sophstcated spaceshps - Voyagers 1 and 2. Both made spectacular flghts past Jupter earler ths year and are due at Saturn durng the next two years. curved ashore. t s the frst tme the eye has been gong drectly over land areas n Florda, sad forecaster Paul Hebert at the Natonal Hurrcane Center. t s just been nchng off to the west but t, looks as f t wont go far nland. Power outages were wdespread and Martn County resdents were told to expect no electrcty untl today. At 6 p.m. EDT, a hurrcane warnng was extended north of daytona Beach to Fernandna Beach, at the Georga border, and remaned n effect to Boca Raton and the Northwestern Bahamas. A hurrcane watch was n effect alonghe coasts of Georga and South Carolna. The storm s center at 10 p.m. was at lattude 28.1 north and longtude 80.5 west, or nearly over Melbourne. t was movng north at 8 to 10 mph wth pe 2 wnds of 90 mph. t was expected to contnue that course for several hours, whch would take t back over water and allow t to mantan or ncrease ts strength. The Natonal Hurrcane Center was also keepng a close watch on Hurrcane Frederc, whch could follow n Davd s path. Hurrcane Frederc at 9 p.m. EDT was located near lattude 18.3 north, longtude 64.0 west, about 50 mles east of the sland of St. Martn and 130 mles east of San Juan, Puerto Rco. t was expected to pass about 30 mles north of St. Thomas about mdnght and 50-60 mles north of San J uan about daybreak. T e J? Possble lot expanson may solve parkng woes by Robert G. Powers Despte the problems of lmted parkng to students, faculty, and staff at Notre Dame, solutons may well be forthcomng. Accordng to Joe Wall, drector of securty, funds are now avalable for expanson. At present, however, the drecton n whch the expanson wll occur remans uncertan. Wall explaned that parkng problems are not uncommon for a major unversty. Most unverstes tear down old buldngs to create addtonal space, he sad. Others, such as the Unversty of llnos, have parkng on resdental streets or n metered parkng lots. Notre Dame, n fact, should consder tself fortunate when compared to other unverstes. Dan Ryan, a transfer student from Boston College, s surprsed at the parkng problem at Notre Dame. DC has a lot more commuters than Notre Dame, he sad, but they seem to have solved ther problem. BC utlzed ther space much more effectvely than Notre Dame. Wall suggested that no one n partcular s at fault: everyone contrbutes to parkng complcatons. One of Wall s concerns s the complance wth regulatons. Often tmes someone wll overstay ther parkng permt, or park n a reserved secton, Wall sad. Ths leads to someone else takng another s lace and the problem just ecomes worse. Adherence to parkng regulatons s not Wall s only concern. Some students feel the Unversty just does not want them to drve on campus However, safety s a factor. Lake Road, for examle, s geared for pedestran traffc, Wall contnued, yet many do not obey the speed lmt or stop sgns. We re lucky nothng serous has happened. About three years ago plans were proposed to expand parkng lot secton D-l at a cost of approxmately $4000. The plan was rejected, and the overcrowdng was temporarly allevated by re shufflng parkng assgnments to nearby lots. Wall envsons the creaton of a Trafc and Parkng Commsson to help organze possble solutons. He beleves expanson of exstng facltes near the ROTC buldng s a defnte possblty. By openng an unmanned gate on the west sde, traffc off US31 could be dverted and also provde more parkng for Pangborn and Fsher Halls, Wall observed. [Photo by Tm McKeogh\ Domey optmstc: HPC plans more actve role by Carol Buzzard Ellen Dorney, the new Hall Presdents Councl Charman, s optmstc about the HPC and the role t wll play ths year. There are a lot of very sharp people n the councl who are nterested n seeng thngs done, Dorney sad. Dorney stated that Dean Roemer s alcohol drectve and the new campus party gudelnes wll be hgh on the HPC agenda. Dean Roemer ssued an alcohol drectve prohbtng kegs on campus and lmtng the locatons of secton partes to specfc party rooms. One of Dorney s major concerns wth the new gudelnes s that many dorms do not have adequate areas for partes. There s a great dversty n the qualty of socal space, Dorney remarked. Some dorms, such as Planner & Grace, have good party facltes, whereas others, lke M orrssey, have vrtually none. She beleves that there should be as much opportunty for socal nteracton as possble. Accordng to Dorney, the HPC wll also soon be dealng wth the ssue of off-campus students beng nvolved n nterhall athletcs. Some halls want off-campus students to play n nterhall sp o rts, Dorney states. At ths tme, that would requre a complete polcy change. The HPC wll approach many of the usual ssues such as paretals, and new ones as they arse. Dorney beleves that the drecton that the HPC wll take ths year depends upon how the ssues arse. Dorney beleves that the HPC wll take a more actve role n student ssues ths year. The HPC wants to see some changes done n order to better student lfe, she sad. Dorney s very enthusastc about the new hall presdents and feels that they are more nterested n the genune needs of the student body than n socal actvtes. Dorney beleves that there can be a good, personal workng relatonshp between the admnstraton and the HPC. There s a great deal of mutual respect and admraton between Dean Roemer, Fr. Van W olvlear, Bll Roche, and m y self, she remarked. Dorney was pleased wth Dean Roemer s efforts to obtan student nput for hs alcohol drectve over the summer. Roemer sent rough drafts of the drectve to Van Wolvlear, SBP Bll Roche, and Dorney herself for comments. Dorney stated that she thought last year's HPC had a very dffcult year, much hampered by the falure of the student rghts forum, whch she beleved put a damper on the mood of the whole organzaton. But even f there was not a great deal of progress on the w h o le, remarked Dorney, the people were a very good group who handled the stuaton and worked excellently together and n connecton wth other groups. The frst meetng of the HPC s tomorrow nght. The speakers nclude Jm O Hare, the judcal co-ordnator; concernng the alcohol drectve; and Dr. Rom Kelly, drector of non-varsty athletcs; concernng off-campus nterhall ath letcs. Experts don 7 know everythng Well, maybe they know somethng don t. But, after watchng the team practce and seeng the scrmmage on Saturday, thnk there s a few thngs the experts don t know. (Q: How do you drve an expert crazy? A: Tell hm there s somethng he doesn t know.) So wrote them a letter to set the record straght. To: Experts, nc. From: Frank LaGrotta Dear Mr. Experts, How are you? read your magazne, and, well, guys- thnk you re underestmatng Notre Dame. True, the rsh play a devastatng schedule ths year and m fully aware of the fact that four of ther opponents, USC (1), Purdue (6), Mchgan (7) and Mchgan State (10) are ranked n the top ten of most preseason polls. (Not to brag, but were you aware of the fact that no other team n the country can make that clam? Of course, probably ho other team would want to.) But the schedule doesn t seem to bother Devne or hs players. W e ll play em just lke Moose Krause schedules em, Devne joked at a recent press conference. Everybody laughed but hm. t s a tough schedule, he sghed. Surely the understatement of the year. But, hey Mr. Experts, we lke t that way at Notre Dame. The players work harder, the pregame keggers are better and Saturday afternoons are more exctng than games aganst Podunk or East Cupcake U. At least, no one wll be able to accuse us of beng complacent. The next thng you menton s how Notre Dame lost 12 of 22 starters from last year, and have to admt that looks a lttle dsheartenngon paper. Out on Carter Feld, however, tne names may have changed but the talent s stll plentful. mean, where does t say that a starter can t be replaced? (Besdes on page 23 of your magazne, that s.) And have any of you bothered to look at those replacements? Take quarterback, for nstance. One of your swan songs bemoans the fact that no one can ever replace Joe Montana. Well, hate to rewrte the lyrcs but they sad that about Clements, too. And Thesmann and Hanratty and...well, thnk you get the pcture. t s a cop-out to say what Rusty Lsch wll never do. But how about takng a look at what he s dong. Damn t guys, Rusty Lsch looks good. He s throwng well, movng the team, and as a result, they have confdence n hm. Rusty s a great athlete and everyone on the team knows he can do the job, Tm Foley told a gatherng of wrters. Usch s statstcs from Saturday s scrmmage bear wtness to that; eght of 15 for 97 yards. And the fact that he can roll out and run when he has to adds an extra dmenson to the rsh attack. (Hey, dd any of you experts ever hear of Fran Tarkenton?) But Stockton refused to fold. He came out chargng n the second set, attackng the net effectvely and wnnng the frst three games to take command. When Stockton broke servce to wn the openng game of the thrd set, Borg suddenly found hmself behnd n the match-a most unusual poston for the Swedsh star. He responded lke a champon.
