About the Speaker: Greg Horn serves as MoDOT s Project Director for the New Mississippi River Bridge connecting Missouri and Illinois in St. Louis City. The $640 million project is the largest bi-state project in the region s history. In his position, he is responsible for coordinating property acquisition, design, and construction to ensure the project is built on time and within budget. Greg, a native of Webster Groves, Mo., is a registered professional engineer. He received his Bachelor of Science in Civil Engineering from the University of Missouri, Columbia. Upon graduation, he started his career at MoDOT in 1984 in MoDOT's St. Louis construction department. Three years later, he was asked to serve as a Resident Engineer to build the Highway 40 Missouri River Bridge between St. Louis and St. Charles counties. Topic: Talk of a new Mississippi River Bridge, to relieve traffic congestion in the St. Louis area, started in the 1990's. Construction work on the bridge has finally begun. The new Mississippi River Bridge is the first bridge built connecting downtown St. Louis and southwestern Illinois in more than 40 years. Thanks to all those who helped plan and execute the many facets of the events, especially John Weiland (for the second year) and Michelle Meier and Matt Harper (for even more years) who put so much work into the events. My first experience with the St. Louis Section was chairing the Annual Dinner for several years. It was both an enjoyable and stressful experience, and so I truly appreciate the effort that goes into a successful event. My ASCE career started in college where I was our Section Reporter, Secretary, Canoe Paddler, and, oddly, ASCE Homecoming Court nominee. (Believe it or not, I ended up getting elected to the Homecoming Court-along with two good friends who were also Civil Engineering majors.) I ve been involved locally in EWRI and have presented papers at National EWRI conventions, chaired other committees, and held many local offices since that first Annual Dinner (including surviving a year as treasurer with a 4-yr old, 2-yr old, and baby which was interesting). Knowing firsthand how well our capable volunteers run our organization, I can honestly say that I look forward to serving as your Section President this year. One of my fellow board members recently remarked to me that if the Past-President, President, or President-Elect fail to remember something from years ago, then we ve got problems. Fortunately, our rite of succession ensures continuity of leadership and keeps that institutional memory going. As we bid farewell to Adam s presidency, I thank him for a job well done and look forward to his advice and guidance as we move forward. And Steve Randolph, as you take over as President-Elect, I m sure you will fill the memory gap left by Past-President Neil Palmer. (Neil certainly seemed happy at his last board meeting!) Many of our committee chairs and board members gathered in August to discuss our updated Section Handbook and review our Strategic Plan. I was struck, as always, with what dedicated and innovative volunteers we have. So many past-presidents have commented to me that really, our section runs itself with a few pushes in the right direction. And I ve learned that it s true. Our section is in a position enviable by some other groups. However, we were able to identify some areas for improvement during our August planning meeting, such as committee membership. Have you ever served on a committee or volunteered in some capacity? If not, please consider doing so. One of our biggest strengths is our strong core of leaders, which may be contributing to one of our largest weaknesses and opportunities-a need for committee members. Too often our committees are a one-man or one-woman show. Joining a committee doesn t necessarily require a big time commitment. Can you judge a science fair or give a presentation at a school? Can you help plan an event or organize information? Do you like to contribute to community service events? Community service isn t just for younger members-we all have a role to play. A committee membership commitment can be as big or small as you want it to be. Take a look at the committee listings in this newsletter and check out the newly updated committee pages on our website. If something seems interesting to you, please contact the committee chair, one of the Directors, or myself and we ll find a place for you and thank you for stepping up. We have many new committee chairs this year, and others who are changing roles. Consider giving them a hand, however big your contribution. Our next luncheon meeting is October 11th. 2011 ASCE St. Louis Section Annual Dinner Awards Presented at the 2011 Annual Dinner The 2011 ASCE St. Louis Section Annual Dinner was held September 23, 2011 at Moulin Events and Meetings. Several section awards and scholarships were presented at the dinner. Otto Nuttli Lifetime Achievement Award Gregory L. Hempen, PhD, PE, RG This year s Otto Nuttli Lifetime Achievement Award is awarded to Dr. Greg Hempen. Dr. Hempen is retired from the USACE, St. Louis District, where he worked as a geophysicist since 1973. At the District, Greg served as the District s technical expert on geophysical and seismological studies. His experience included Earthquake resistant design and evaluation of structures; Review of studies for the St. Louis District, other Federal agencies, and diverse local/state offices; Liquefaction assessments; Corps earthquake research review panel membership; and Geological or geotechnical duties. He conducted building damage assessments and was a hazard mitigation team member for the 1989 Loma Prieta EQ. Greg has written and reviewed journal papers on Midwestern US Earthquake Studies. Greg is a member of Earthquake Engineering Research Institute, Missouri Seismic Safety Commission, Engineering Geology member of the Missouri Dam and Reservoir Safety Council, and the Readiness and Homeland Security Committee In addition Greg has served in academia as Adjunct Professor at Washington University and teaching courses at other universities. Greg is now a consultant with URS in St. Louis. Project of the Year Award - St. Louis Harbor River Training Structures This year s St. Louis Section Project of the Year award goes to the St. Louis Harbor River Training Structures, located in St. Louis, Missouri. The owner and engineer of the project is the U.S. Army Corps of Engineers, and the contractor is Patton Tully. The project was completed in November, 2009. The project was designed to alleviate a chronic dredging problem, improve dangerous navigation conditions through several bridge crossings, and assist local facilities with shoaling problems all in an environmentally sensitive manner. The project consisted of constructing three Chevrons through a shoaling area, raising and extending an Project of the Year Award presentation. These structures are expected to have a life cycle of 50 years, and expected to need minor repairs only after extreme flood or ice events. Considering the average annual dredging costs, the project is expected to pay for itself in 13 years. In addition, further cost savings are expected with the anticipated reduction in accidents and disruption due to a more reliable and aligned navigation channel. 2011 ASCE St. Louis Section Annual Dinner This project was the first of its kind to use chevrons to split the main navigation channel into two separate selfsustaining navigable channels, alleviating deposition problems in the main channel and along the bankline, the latter improving local business access to their riverbank facilities. During normal flow conditions, the chevrons provide habitat benefits including plunge pools, fast and slow water velocity areas, and sandbar habitat. Since the construction of the chevrons, fisheries diversity has more than doubled and includes many desirable species that were not present before construction. Accepting for the US Army Corps of Engineers was Dawn Lamm, US Army Corps of Engineers. Accepting for Patton Tully was Baxter Southern. Young Engineer Award - William Stahlman, PE This year s Young Engineer Award for Professional Achievement goes to William Stahlman. Bill received his Bachelor s degree in Civil Engineering from Southern Illinois University Edwardsville. While at SIUE, he was a member of ASCE and Chi Epsilon. While a member of his ASCE student chapter, Bill served as the Chairman of the 2005 Mid-Continent Regional Conference as well as serving as president and vice-president and was very active on the university s steel bridge teams. In Chi Epsilon, he served as vice president and was a delegate to the 38 th National Conclave. With the St. Louis Section of ASCE, he serves as the Membership Committee Chair and as the Practitioner Advisor for SIUE. He has also been very active on the Young Engineers Committee. Outside of ASCE, Bill serves on the Board of Directors for the Southwestern Madison County Chamber of Commerce. He participates in the Granite City High School Job Shadow Program. He developed and internship/assistantship program with the SIUE Department of Civil Engineering and has guest lectured for Washington University s Engineering classes. He is a licensed engineer in Illinois. Bill is currently a Project Engineer for Tri-City Regional Port District where he is responsible for managing all maintenance contracts, developing contract documents for Port projects, managing consultant contracts, overseeing construction, managing the Port Internship program with SIUE, overseeing the Port s GIS, preparing budget proposals and engineering cost estimates, planning, reporting to the Port Executive Director and Commissioners, among many other responsibilities. He has been instrumental in nearly all construction projects at the Port over the past eight years. He is responsible for managing an annual $3M capital improvement program as well as several multimillion dollar construction projects using federal and state grants. ASCE St. Louis Section Announcements Younger Member Events October 8 Engineering Career Day at the St. Louis Science Center From their website: Experience engineering through hands-on activities, cool engineering-related exhibitors and demonstrations. Visit the INNOVENTOR s Young Inventors Exploration Station where students of all ages will be inspired to bring their ideas to life, and get a glimpse into a career in engineering with recruiters from the area s top engineering schools. We will be manning a booth with our display board, a penny bridge exercise, and a cable stay UPS Box bridge activity. This is a great outreach opportunity for our group to show middle and high school students what can be done with civil engineering. We need at least 3-4 more people for this. If you're not already aware, in July, ASCE released its first-ever report on how the U.S. economy and family budgets will fare if America fails to fund surface transportation improvements. The report, "Failure to Act: The Economic Impact of Current Investment Trends in Surface Transportation Infrastructure," clearly shows that we are at a fork in the road; it paints a picture of a very different America in the next 10 to 30 years and it s not a pretty picture. If investments in surface transportation aren't made, families will have a lower standard of living, businesses will be paying more and producing less and our nation will lose ground in a global economy. However, the report does tell us what we need to do to go from transportation deficient to transportation sufficient. So, what can you do? ASCE has many resources and tools to help raise the grades on America s failing infrastructure. With as little as five or 10 minutes, you can make a difference: Contact your legislator and urge them to support infrastructure investment. Join ASCE's Key Contact Program; it helps make contacting legislators easier. Write a brief article with a local angle for the opinion page of your local newspaper for help with this, check out a letter to the editor published in the Pittsburgh Post-Gazette by ASCE s Pittsburgh Section in response to the report. Post a comment on a news site or blog calling attention to the report s findings. Join ASCE's online community for updates and inspiration: Learn about infrastructure concerns in Missouri. ASCE St. Louis Section Announcements December 15 th Time: 7:00 PM On the 200 th anniversary of the New Madrid Fault Earthquake the Engineers Club presents Produced by the History Channel Could a massive earthquake strike America's heartland? If history repeats itself, the answer is yes. Pioneers of New Madrid, Missouri, were thrown from their beds in the early hours of December 16, 1811, by an estimated eight-point earthquake. Multiple shocks were experienced over the next three months, the largest of which caused the Mississippi to flow backwards. We know that a system of earthquake faults lurks beneath the Mississippi River Basin, stretching for more than 160 miles. These faults remain seismically active, and experts expect a repeat quake-the only question is when. No cost to members or their guest. University Announcements Considering Returning to School for a MS or a Ph.D. in Transportation Engineering? Take a look at SIUE. Eleven different transportation engineering courses are available to graduate students, including Transportation Security, Advanced Geometric Design, Intelligent Transportation Systems (ITS), Transportation Safety Systems, Computer Simulation in Traffic Engineering, Transportation Planning, and Traffic Studies, for example. SIUE Student Chapter Update We are in the sixth week of classes here at SIUE and our ASCE Chapter has been busy thus far. This semester is a transitional period for the officers; our terms are switching from school years to calendar years, which will make writing the Annual Report much easier. Membership has grown to over 50 students and keeps rising. We will be taking tours of American Bottoms Wastewater Treatment Facility in Sauget, Illinois, the Mississippi River Bridge Project, and the installation of a railroad diamond at America s Central Port. SIUE will also be hosting the Order of the Engineer Ring Ceremony later this school year. Our Steel Bridge and Concrete Canoe Teams are well on their way in the design process for the 2012 Mid Continent Regional Conference in Lincoln, Nebraska and our hopes are high on making it to Nationals at Clemson University. My goal as president for this semester is to give our members better networking skills by going to more ASCE sponsored events, as well as hosting a wide variety of engineering professionals to talk to our group about different aspects of engineering. This will hopefully help the members better understand what to expect once we graduate from SIUE and look into starting a career.
