Background Terms of Reference (ToR) Expression of Interest (EoI) for inviting Agencies to Implement NTR Sujala Pathakam in Andhra Pradesh Government of Andhra Pradesh has taken a policy decision to implement NTR Sujala Pathakam to provide potable water of 20 ltrs for Rs.2.00 to each household. Accordingly, Government has issued guidelines vide G.O.Ms.No.127, PR & RD (RWS.II) Department, dt.30.8.2014. Further to this different models were implemented across the state of Andhra Pradesh, broadly categorized into two models, Decentralized small plants and Centralized big plants. The Centre for Economic and Social Studies (CESS) was requested to make an assessment of both types of plants and CESS recommended centralized model implemented by NTR Memorial Trust at Kuppam. Based on this Government of Andhra Pradesh issued guidelines for up scaling the scheme vide G.O.MS.No. 18 of PR&RD (RWS.II) Dept Dated: 08-03-2016. Now, GOAP intends to scale up the scheme as per the guidelines mentioned in the G.O.MS.No. 18 of PR&RD (RWS.II) Dept. Dated: 08-03-2016. The Government is keen on implementation of NTR SUJALA to enhance the quality and achieve the objectives of the scheme within given time frame. In this context, the Department of RWSS, GoAP has analysed the various models and issued guidelines for implementation mentioned in the G.O.MS.No. 18 of PR&RD (RWS.II) Dept, Dated: 08-03-2016. Government after careful examination accorded administrative sanction for establishing 103 cluster based NTR Sujala Hub & Spoke Models with an estimated cost of Rs.402.40 Crores under NTR Sujala Pathakam Grant over a period of two years i.e from 2017-19 vide G.O.Ms.No.60, PR &RD (RWS.II) Department, Dt.29.01.2018. Call for Expression of Interest As part of the above mentioned initiative, Letters of Expression of interest (EOI) are invited from qualified and experienced implementation agencies, who wish to implement NTR SUJALA Pathakam across Andhra Pradesh as per the comprehensive Sujala Cluster Model guidelines to be issued by the Department of Rural Water Supply & Sanitation, GoAP.
Objectives The objectives of this Expression of Interest are to prequalify the implementation agencies, who can bid for the establishing and maintaining the Sujala Clusters across the State of Andhra Pradesh under BOT (Build- Operate-Transfer) model. Eligibility Criteria for implementation agencies to send Expression of Interest (Eol): The Agencies who are interested for implementation of NTR SUJALA should fulfill the following criteria to be eligible for sending their Expression of Interest (EoI): 1. Registered Individual / Company/ Partnership Firm/ Proprietary Firm/ Trust/ Society. 2. Experience of working with the moralized communities for a period of minimum three years in any of the government schemes and donor funded programmes in establishing of water treatment plants in India. 3. Proven track record of minimum one year of experience in implementation of water and sanitation related activities 4. Minimum turnover of Rs.1000 lakhs per year. 5. Should have executed Water Treatment Plants with a cumulative capacity of 50,000 LPH during last three financial years. 6. Be willing to undergo specified trainings and capacity building programs as prescribed by the Department of RWS&S, GoAP. 7. Have established systems and procedures in ensuring high standards with regard to financial management, governance and human resources management. 8. Be in statutory compliance with the laws of the land as applicable to the Implementation Agency. 9. Not blacklisted by the government or resource agencies.
