Hagan and Peter Lawson Jones were in attendance. The March 13 th meeting resulted in the following actions: INFRASTRUCTURE & DEVELOPMENT 1. County Engineer, requesting authority to prepare an amendment (Subsidiary No. 1) to Contract No. CE0601088-01 with Cuyahoga Bridge & Road, Inc. for rehabilitation of Harvard Road Bridge No. 82 over the Cuyahoga River in the City of Cleveland and the Village of Cuyahoga Heights for additional funds in the amount not-to-exceed $193,220.72. 2. County Engineer, submitting specifications and estimate of cost; requesting authority for the Director of the Office of Procurement & Diversity to advertise for bids: RQ# ITEM ESTIMATED COST a) RQ11086 Cuyahoga Community College $895,380.00 Eastern Campus Road Improvements in the Village of Highland Hills 3. Department of Development/Squire, Sanders & Dempsey, L.L.P., requesting a public hearing and the issuance and sale of County of Cuyahoga, Ohio Multifamily Housing Revenue Bonds in the amount not-to-exceed $30,000,000.00 for the Willo Arms Apartments Project; authorizing the execution of various documents required in connection with said bond issuance and approving related matters. (Resolution No. 074203 intent to issue.) Commissioner Jones opened the public hearing for this project at 11:12 a.m. by recognizing bond counsel, who spoke briefly to the project. Commissioner Jones then called for public comment and, hearing none, the public hearing was closed at 11:13 a.m. 7. Department of Development/Airport Division, submitting specifications; requesting authority for the Director of the Office of Procurement & Diversity to advertise for bids: RQ# ITEM a) RQ11136 Year One Pavement Maintenance Program ADMINISTRATION & FINANCE 8. Administrator s Office, recommending appointments to boards. No recommendations were offered for consideration. 9. Administrator s Office, recommending travel authority and staff development for various County employees and authority to pay expenses for dues for elected officials memberships and County memberships.

10. Clerk of the Board, recommending various agreements, contracts and amendments for approval in accordance with Resolution No. 071152 dated 3/15/2007, which authorized the County Administrator to sign various documents approved by the Board. The agreements, contracts and amendments follow as Items #10A 10Q. 10A. County Engineer, submitting an amendment to Contract No. CE0400154-02 with Dick Corporation, Inc. for construction management and construction support services to change the terms, effective 2/11/2008, and for additional funds in the amount not-to-exceed $20,000.00. 10B. Department of Development, submitting a contract with HzW Environmental Consultants, LLC, in the amount not-to-exceed $66,500.00 for a brownfield environmental site assessment of property located between Euclid Avenue, Carnegie Avenue and East 69 th Street, Cleveland, for the period 3/13/2008 3/13/2009. 10C. Department of Development/Airport Division, submitting a contract with Stephen Hovancsek & Associates, Inc. in the amount not-to-exceed $2,100.00 for land survey services for the period 3/24/2008 5/30/2008. 10D. County Treasurer, submitting a contract with Brink s U.S., a Division of Brink s Incorporated in the amount of $4,224.00 for armored car services for the period 1/1/2008 12/31/2008. 10E. Information Services Center, submitting contracts with various providers: 1) APM Cabling in the amount of $6,756.75 for maintenance on Liebert equipment for Common Pleas Court for the period 1/29/2008 1/28/2011. 2) BMC Software Distribution, Inc., sole source, in the amount of $163,935.00 for maintenance on Control Products software for the period 1/31/2008 1/30/2011. 3) BMC Software Distribution, Inc., sole source, in the amount of $31,860.00 for maintenance on Mainview software for the period 1/11/2008 1/11/2011. 4) Compass Computer Group, Inc. in the amount of $4,155.84 for maintenance on DEC equipment for the County Coroner for the period 2/1/2008 1/31/2009. 5) idata Consulting Services, Inc. in the amount not-to-exceed $19,000.00 for consultant services on the Synapse Publisher Web Content Management System and CommLink System for the period 1/11/2008 1/10/2009. 10F. Administrator s Office, submitting a contract with LNE Group in the amount not-to-exceed $81,480.00 for state legislative liaison and advisory services for the period 2/1/2008 1/31/2009. 10G. Department of Workforce Development, submitting a contract with Ford Motor Company in the amount not-to-exceed $49,542.24 for consultant services for the Incumbent Worker Training Program for the period 4/29/2008 12/31/2008.

10H. Department of Central Services, submitting a lease with C. O Donnell for use of the County Courthouse on 10/25/2008 for a fee to the County in the amount of $3,175.00. 10I. Probate Court, submitting a contract with Eastman Kodak Company in the amount of $3,689.80 for maintenance on 2-microfilm cameras for the period 1/1/2008 12/31/2008. 10J. Department of Justice Affairs, submitting amendments to contracts with various providers for the Community Collaborative for Employment Services for Youth Offenders Project for the period 10/1/2005 9/30/2007 to extend the time period to 9/30/2008: 1) No. CE0501134-01 with Union Construction Industry Partnership-Apprenticeship Skills Achievement Program and for a decrease in the amount of ($200.00). 2) No. CE0501140-01 with Catapult Learning, LLC, to change the terms, effective 10/1/2007, and for additional funds in the amount not-to-exceed $48,416.40. 3) No. CE0501189-01 with Lutheran Metropolitan Ministry to change the terms, effective 10/1/2007, and for additional funds in the amount not-to-exceed $129,725.24. 4) No. CE0501139-01 with Youth Opportunities Unlimited to make budget line item revisions, to change the terms, effective 10/1/2007, and for additional funds in the amount not-toexceed $54,697.69. 10K. Administrator s Office/Health & Human Services, submitting contracts with various providers: 1) JRS Group, Ltd. in the amount not-to-exceed $96,000.00 for consultant services for the Cuyahoga Tapestry System of Care for the period 1/1/2008 12/31/2008. 2) Michelle A. Katona in the amount not-to-exceed $16,500.00 for consultant services for the Invest in Children Program for the period 10/1/2007 3/31/2008. All items were considered and adopted by unanimous vote, unless otherwise noted. 11. Office of Human Resources, submitting personnel requests. 12. Department of Workforce Development, in partnership with City of Cleveland as designated Local Workforce Investment Area No. 3, requesting authority to seek proposals from various providers on RQ11139 for employment connection services for adults and dislocated workers for the period 7/1/2008 6/30/2009; requesting authority for the Director of the Office of Procurement & Diversity to advertise for proposals. 13. Department of Central Services, recommending to amend Resolution No. 075078 dated 12/13/2007, which approved specifications and estimates of cost on RQ10172 for main building packages for the Cuyahoga County Juvenile Justice Center Project and which authorized the Director of the Office of Procurement & Diversity to advertise for bids, by adding the item Combined Masonry/General Trades and estimated cost in the amount of $39,704,000.00. 14. Department of Central Services, recommending to amend various Resolutions, which approved various Addenda to the specifications on RQ10172 for main building packages for the Cuyahoga County Juvenile Justice Center Project, by adding the item Combined Masonry/General Trades: a) No. 080761 dated 2/14/2008. b) No. 080848 dated 2/21/2008.

15. Department of Central Services, recommending to cancel an item on RQ10172 for main building packages for the Cuyahoga County Juvenile Justice Center Project: ITEM a) Laundry Equipment 16. Department of Central Services, recommending to reject all bids received for an item on RQ10172 for main building packages for the Cuyahoga County Juvenile Justice Center Project: ITEM a) Combined Masonry/General Trades 17. Department of Central Services, recommending to reject all bids received for various items on RQ10172 for main building packages for the Cuyahoga County Juvenile Justice Center Project; submitting revised specifications and estimates of cost on RQ11247; requesting authority for the Director of the Office of Procurement & Diversity to readvertise for bids: ITEM ESTIMATED COST a) Site Development $ 2,666,000.00 b) Staff Parking Lot $ 1,020,000.00 c) General Trades $ 36,800,000.00 d) Plumbing $ 5,050,000.00 e) Fire Suppression $ 2,343,000.00 Item #17e was placed under review for consideration at a future meeting. Items #17a-d were considered and adopted by unanimous vote. 18. Department of Central Services, recommending to reject all bids received on RQ8527 for the Prospect and Huron Buildings Asbestos Abatement and Demolition Project in connection with development of an administrative complex for County government. 19. Department of Central Services, recommending an award on RQ10398 to 1033 Water Street, LLC and Water Parking Associates, Ltd. for the sale of County-owned property no longer needed for public use, located between West 3 rd and West 9 th Streets, Cleveland, part of Permanent Parcel No. 101-08-008, for a fee to the County in the amount of $29,760.00. Considered and adopted by majority vote, with Commissioner Hagan recusing himself from the vote.

20. Office of Procurement & Diversity, recommending to cancel RQ10251 for specifications and estimate of cost in the amount of $390,000.00 for roof asset management for various County facilities for the Department of Central Services for the period 3/1/2008 2/22/2011; submitting revised specifications on RQ11212 for the period 6/1/2008 5/31/2011; requesting authority for the Director to readvertise for bids. 21. Department of Justice Affairs, submitting amendments to various grant applications to Ohio Department of Alcohol and Drug Addiction Services for the period 7/1/2007 6/30/2008 to make budget line item revisions: a) in the amount of $704,539.00 for the Treatment Alternatives to Street Crime Program. b) in the amount of $300,000.00 for the Greater Cleveland Drug Court Project. 26. Department of Justice Affairs, recommending a payment in the amount of $55,139.57 to State Justice Institute for reimbursement of grant funds in connection with the Justice System Reform Initiative. 27. Department of Justice Affairs/Emergency Services Division, recommending to amend Resolution No. 075098 dated 12/13/2007, which made an award on RQ9352 to General Physics Corporation in the amount of $52,028.00 for Population Protection Training for Shelter-in-Place and Evacuation, by changing the time period from 12/13/2007 3/12/2009 to 2/21/2008 5/21/2008. 28. Department of Justice Affairs/Emergency Services Division, submitting an amendment to a grant agreement with Ohio Emergency Management Agency in the amount of $7,000.00 for the FY2006 Citizen Corps Program for the period 7/1/2006 12/31/2007 to extend the time period to 6/30/2008.
