References: a. Manual: DoD 4160.28-M, Volume 3, Category IX, paragraph (a,b) a. b. Applicable DOT/ADR regulations with Security Controls. c. DoD I 6055.1, DOD Safety and Occupational Health Program, Enclosure 1-8. d. DoD Instruction 2030.08, Trade Security Controls on DoD Excess and Surplus Personal Property. e. Applicable OSHA Regulations and Host Installation requirements f. DTID: FB64824057C501 g. NSN: 6930-01-555-8064 f. Quantity: 1 each 2. Description: constructed mainly of steel and aluminum. Contains small amounts of gold, silver and copper. 624 L x 480 H x 192 W 3. Property Locations: DLA Disposition Services Letterkenny. 4. Demilitarization Code: C is verified. 5. Demilitarization/Mutilation Statement: Demilitarization/Mutilation as a condition of sale is the most economical method. It is cost prohibitive to ship items to Centralized DEMIL Division. Demilitarization/Mutilation will be accomplished on Government premises. 6. Method and Degree of Demilitarization: a. Demilitarization on government premises, DLA DS Letterkenny, Chambersburg, PA. b. Demilitarization with a certifier/verifier present.

c. Contractor must completely destroy material that will result in destruction of the item to prevent reuse, recognition or reconstruction of the item to the satisfaction of the government appointed Certifier/Verifier. d. No parts removal. Harvesting of parts is forbidden. e. The use of precision torch fixtures, precision cutting saws or precision tools of any kind to minimize demilitarization is forbidden. f. All military marking and data plates are to be completely obliterated or destroyed. 7. Equipment Required: Contractor will supply all equipment required to perform the demilitarization of all material. Equipment may include a mobile and/or stationary shear, scrap knuckle boom, shredder, oxy/acetylene torch cutting, plasma cutter and Personal Protective Equipment. 8. Removal and Processing Timeframe: a. Removal and processing of property will begin no later than 5 days following approval. b. Contractor will be required to completely remove and demilitarize in 15 days. 9. Certified government scale is available. In the event it is not, a certified commercial truck scale may be used. Weight tickets are required to be included with DLA Form 1367. 10. Demilitarization Timeframe: a. Same day property removed b. Removal and demilitarization of material must be accomplished Monday thru Friday from 0730-1500. Any property that cannot be demilitarized the same day as removal must be secured. 11. Purchaser is responsible for any clean up and removal of and all environmental spills that may arise from the demilitarization and or removal process. 12. Contractor is responsible for obtaining and providing all required permits to accomplish demilitarization and transportation. 13. Supervisor is responsible for ensuring that employees performing surveillance have been briefed on the applicable safety procedures as outlined in DoD I 6055.1, DoD Safety and Occupational Health Program, Enclosure 1-8. 14. Government contract personnel will perform as DEMIL certifier and government personnel only will perform as Verifier with written appointment in accordance with accordance with DoD 4160.28-21M. DEMIL Coordinators and applicable SCOs are responsible for the terms and conditions of the sale, including informing the buyer of their responsibilities. Title to property will not pass to the purchaser until demilitarization/mutilation has been completed and the SCO has received an approved demilitarization/mutilation certificate.

15. Surveillance Plan: a. Government Representative will ensure that proper loading and weighing methods are used. b. Certifier/Verifier will survey 100% of material being demilitarized and ensure that the material is being properly demilitarized. Any residues of material not fully destroyed will require further processing until proper destruction is accomplished. c. Verifier/Certifier will examine demilitarized residue. Certifier and Verifier will determine if residue has been completely destroyed. Once material has been inspected to ensure proper demilitarization, the certifier and verifier will complete and sign the demilitarization certification. Sales Contractor Officer will ensure the contractor has the required DOD demil training in order to perform certification duties.
