CARRIED. 5.3 Quality Assurance Committees PNHR Strategic Plan Pillar & Goal: Quality &Safety Fan explained that the region has a number of committees, part of whose responsibilities are to deal with critical, sensitive matter in relation to patient care in a quest to determine the root cause of any identified problems in order to address the issues and prevent recurrence. It is not about finding fault or placing blame, but improving the quality of care and services. In this context of Quality Assurance, Section 10 of the Saskatchewan Evidence Act provides the legal basis for these committees to have frank discussion without the fear of such discussion being subpoenaed by the courts.

Page 10 of 11 In accordance with the Act, Fan went on to advise that the region s legal counsel is suggesting the Board pass a formal motion declaring the Quality Assurance activities of the following committees in order to protect the minutes of said committees: Practitioner Advisory Committee Medical Advisory Committees in Lloydminster, Meadow Lake and North Battleford Continuous Safety & Quality Improvement (CSQI) Committee 2013/01.011 Moved: Leanne Sauer Seconded: Trevor Reid THAT the above-noted committees be categorized as Quality Assurance Committees effective immediately as provided by in Section 10 of the Saskatchewan Evidence Act. CARRIED. 6.0 REPORTS 6.1 FINANCIAL STATEMENTS Chief Financial Officer Rhonda Derkatz presented the Financial Statements for the period ending December 31, 2012 which marks the end of the third quarter in the region s fiscal year. CARRIED. 6.2 BOARD CHAIR REPORT Board Chair O Grady presented her report as circulated with nothing new to add. 6.3 ADMINISTRATIVE REPORTS PNHR Strategic Plan Pillar & Goal: Outcome & Monitoring CEO Report David Fan presented his CEO Report, noting that the next Visual Wall Walk will be presented at the February Board meeting. Board members suggested actually going to the wall to have a visual aid to go along with the report. In response to a question from Board member Sauer, Fan noted that the suggestions that the CEC be staffed by an RN/LPN combination rather than an RN/Paramedic team came from the RNs and LPNs in Maidstone. Fan further indicated that the LPNs are worried they will lose their skills if they are not part of the CEC. The paramedics, however, bring with them very specific training that deals with trauma; LPNs do not have that training. VP Quality & Learning Fan presented Irene Denis report as circulated in her absence. With regard to the WCB update appended to her report, Board member Trevor Reid commented that the status of WCB hours is a wonderful change in trend.

Page 11 of 11 VP Primary Health Services VP Vikki Smart presented her report, adding that the clerical staff from Population Health and Primary Health participated in a 5S to revamp their space. It was a big success and very well received by staff. VP Integrated Health Services Gloria King presented her report as VP of Integrated Health Services. She commended all staff dealing with the outbreaks in some of the region s long-term care facilities. VP Finance & Operations VP Lionel Chabot presented his report with nothing new to add. 7.0 COMMUNICATION/CORRESPONDENCE Communication/Correspondence was provided for informational purposes. 8.0 NEXT MEETING The next regularly scheduled PNRHA meeting will be held on Wednesday, February 27, 2013 in Lloydminster. 10.0 ADJOURNMENT 2013/01.013 Board Chair Bonnie O Grady declared the regular meeting adjourned at 1500 hours CST/1400 hours MST.
