REQUEST FOR QUALIFICATIONS CONSULTING EXECUTIVE LANDSCAPE ARCHITECT FOR HOPKINS LANE BIKE & PEDESTRIAN IMPROVEMENT FD&C Project No. 4952 Proposals due THURSDAY, JUNE 4, 2015 Issue Date May 19, 2015
I. INTRODUCTION Hopkins Lane is at the heart of UC San Diego s campus, located in the University Center neighborhood in between Eleanor Roosevelt College, Warren College and North Campus. At its northern terminus is Hopkins Parking Structure and southern end is Library Walk. Library Walk itself is one of the campus foremost activity centers, typically packed with students between classes. It s because of its high use levels that Library Walk is a bicycle dismount zone--mainly to reduce the possibility of cyclist versus pedestrian conflicts. Currently, there are no existing suitable direct facilities for cyclists or pedestrians between Eleanor Roosevelt College, North Campus and Warren College. This project proposes to improve this connection via Hopkins Lane enhancements. The main improvements include new sidewalks, accessible routes, bicycle lanes as well as open space improvements to the existing infrastructure of the area. II. PROJECT DESCRIPTION The proposed two acre project looks to improve the overall circulation and safety of vehicular, pedestrian and cyclist traffic on Hopkins Lane based on the analysis of the 2012 Bicycle and Pedestrian Master Plan Study. Sidewalks would be added to both sides of the road to encourage pedestrian traffic to move out of the street as well as to connect existing pedestrian and accessible sidewalks west of Geisel Library. Bicycle lane striping (sharrows) would be added to the road to indicate bicycle sharing with vehicles. The road would also be widened to accommodate the new shared bicycle lanes, sidewalks, and parking stalls. Overall safety would also be improved by the addition of new light fixtures, new painted crosswalks, new street traffic and bicyclist's signage. There is also possibility a 1/2 acre ADA voluntary upgrade improvement that will be considered south of the Geisel loop. III. SCOPE OF SERVICES UC San Diego will be selecting an Executive Landscape Architect to lead a design team to perform verification of existing conditions, planning, design, bid and construction phase services. The design team will have available to them the Open Space, CCPC and DRB committee comments regarding the pre-design/programming phase of work already completed. The proposed project will be schedule driven and phased in construction. See attached proposed project schedule for key milestone dates. IV. JOINT VENTURES/ASSOCIATIONS The University will not entertain Joint Ventures or Associations on this project. REQUEST FOR QUALIFICATION 1 1
V. PROJECT DELIVERY METHOD The project delivery method will be Design/Bid/Build. VI. CONSULTANTS The University is only selecting the Executive Landscape Architect at this time. All sub-consultants, such as, but not limited to, structural, mechanical, electrical, plumbing, civil, etc. will be selected later by the Executive Landscape Architect in collaboration with the University. VII. SUBMITTAL REQUIREMENTS AND SELECTION CRITERIA The University of California, San Diego, requests the following submittal material for use in the selection of a professional design firm to perform the Scope of Services described in Section III. A. Demonstrated experience and excellence in design and construction administration of comparable landscape/open space renovation project of similar square footage in an institutional or business park setting with compressed time schedule with limited site conditions. Firms should consider that the proposed project location is very prominent in the center of UC San Diego s campus with phased construction in a constrained site area. B. Demonstrate proven capabilities for providing design solutions on the above project types. Proposed firms are asked to provide graphic materials supporting design creativity and excellence. Please identify the proposed lead designer. Work accomplished by the lead designer while in employ of other firms should be clearly noted. C. Qualifications of Project Team Members, including a clear definition of primary responsibilities of each. Proposed team members in the RFQ should not change through the duration of the project. D. Proven technical, scheduling, quality control and cost management capabilities for a project of this size and scope. E. Outline of basic work plan/schedule to accomplish the Work. VIII. STATEMENT OF UNDERSTANDING All Short-listed firms will be required to sign a Statement of Understanding. By signing the document it is acknowledged that a draft copy of the standard Executive Design Professional Agreement (EDPA) has been read, and with reservation of rights, the terms and conditions are generally agreed upon. Additionally, notwithstanding this is a qualification based selection process, it is understood that fees for basic services are expected to fall within a limited and commercially reasonable range for work as referenced in the Executive Design Professional/Fee Guideline provided to short-listed candidates. PROCEDURES FOR SUBMISSION Architectural firms wishing to be considered should submit electronic materials, under a coversheet, indicating their past experience in the programming and renovation of university buildings or other comparable institutional facilities including references, Standard Forms 330, University of California Consultant Experience Form (Attachment A) and University Statement of Qualifications (Attachment B). One electronic copy on CD or flash drive, in pdf format, should be submitted, with any graphic images, spreadsheets or pages larger than 8.5 x 11 submitted in landscape view. No paper copies requested. Proposals are due no later than 4:00 p.m., Thursday, June 4, 2015.
