WDA OI/SOP 1-1 KDDC (9 Sep 15) CHAPTER 1- GENERAL INFORMATION REFERENCES 1.1. For all Regulation Drill events, the most current version for each service: (Army) TC 3-21.5, Drill and Ceremonies; (Marine Corps, Navy, and Coast Guard) MCO P5060.20, Marine Corps Drill and Ceremonies Manual; (Air Force) AFM 36-2203, Drill and Ceremonies. CONCEPT 1.2. The competition is on Saturday, 7 May 16 beginning at 0800, at Carowinds. The judge s meeting is at 0730. Handle all questions/comments from teams/coaches through email/phone. Carowinds will answer all questions regarding the park and forward all questions to the DMD that are specific to the competition. 1.2.1. Participating teams are required to meet all scheduled events as outlined in the itinerary. Allowances will be made for teams, who have members participating in two events at the same time or near same time. Bring this fact immediately to the attention of the DMD. All competing teams should be present for the awards/closing ceremony. 1.2.2. The instructors and/or coaches/advisors of competing teams will arrange for all matters associated with travel, billeting, feeding, emergency procedures, security of personal belongings, and accountability of personnel and equipment while at the meet. Carowinds and Cedar Fair Entertainment are not responsible for item loss. INCLEMENT WEATHER 1.3. In the event of light rain, all competition will continue as scheduled- judges will be conscious of the rain and will not downgrade a performance because of wet uniforms/slipping. In the event of severe storms or lightning, competition will be immediately stopped and moved indoors as much as possible. Judges and coaches will move to the Equipment Staging Area (see map) for instructions as soon as cadets are under positive control. At which time a weather decision will be made based on weather reports. If the competition must stop, the following rules will apply. 1.3.1. Any event that is more than half completed the results to that point will stand and awards will be given to the teams placing up to that point. 1.3.2. Events that are less than half-completed results will not be scored and awards will not be given. Page 4 of 48

WDA OI/SOP 1-1 for KDDC (9 Sep 15) 1.3.3. Due to the nature of the event, all funds are used to purchase awards. Carowinds will not be in a position to reimburse schools if the inclement weather procedures are utilized. SAFETY 1.4. Instructors and their cadre at every level are responsible for conducting a continuous, rigorous safety program. Cadre must ensure that adequate provisions for safe physical standards are incorporated into all aspects of training and performance. 1.4.1. There will be emergency care and water points (see map) available throughout the competitions. If anyone requires emergency care, see a Carowinds employee immediately. RESPONSIBILITIES: 1.5. Drill Meet Director: 1.5.1. Overall responsibility for the meet. 1.5.2. Coordinates judge assignments. 1.5.3. Ensures each Timing and Penalties judge has a stopwatch and that all judges have clipboards and pencils/pens. 1.6. Instructors and/or Team Coaches/Advisors. 1.6.1. Prepare teams/individuals for competition IAW provisions of this instruction. 1.6.2. Upon arrival at the meet site, or sooner if possible, notify the DMD or their designated representative of any last minute changes affecting the teams' competition schedule. ELIGIBILITY: 1.6.3. Cadets at schools on 4 X 4 block schedule may compete as long as they spent one term of the current school year in JROTC. 1.6.4. Only current active cadets are allowed to compete. Current and active cadets are cadets who are enrolled as a cadet during current school year. They are not previous year cadets or future year cadets. 1.6.5. Competing cadets should remain in an appropriate uniform throughout the day, including the awards/closing ceremony. Page 5 of 48

WDA OI/SOP 1-1 KDDC (9 Sep 15) 1.6.6. Prior to departing meet site, notify DMD that all personnel and equipment are accounted for. Ensure all weapons have physically been accounted for and are under positive control of JROTC cadre. 1.6.7. Ensure teams/individuals follow the meet schedule. 1.6.8. Supervise cadets at all times, especially in latrine areas and dressing rooms. ENTRANCE FEE 1.7. The flat fee of $100 for each school covers all events; schools may enter events as they wish. There is an admission fee: $41.00 per performer and $34.00 per observer. In addition, for every 15-purchased admission tickets, the school receives one complimentary ticket. Each school can make checks payable to Carowinds. 1.7.1. The entrance fee includes: All events (see next), drill down ( knockout ) for the whole team 1.7.2. WDA OI/SOP 1-1 for KDDC (9 Sep 15) CHAPTER 2 COMPETITION OVERVIEW GENERAL 2.1. Teams should arrive at Carowinds well before the start of their competition time. Park vehicles in designated parking areas and accomplish changing on buses, in rest rooms or at the Equipment Staging area (see map at website, https://www.carowinds.com/performance-programs/jrotc-cadet-corpscompetition ). The awards/closing ceremony TBD. COMPETITION PHASES 2.2. The following competitive phases are on offer. 2.2.1. Armed and Unarmed Inspection 2.2.2. Regulation Drill Color Guard (with casing and uncasing sequences) Armed Platoon/Flight Regulation Unarmed Platoon/Flight Regulation Unarmed Drill Down ( Knockout ) Armed Drill Down ( Knockout ) 2.2.3. Exhibition Drill Armed Platoon/Flight Unarmed Platoon/Flight Solo Armed Solo Unarmed Tandem Armed Tandem Unarmed TEAMS 2.3. The DMD determines the sequence of competition and times. Local teams will be scheduled to compete first and teams with farther to travel scheduled later in the morning. It is the responsibility of each coach/advisor to ensure teams are available for scheduled events. 2.4. Team makeup 2.4.1. Soloist- one cadet 2.4.2. Tandem- two cadets Page 7 of 48

It will be held immediately after the last performance and will be at the Armed Exhibition Drill area. Unarmed first and armed after that. 2.5.1. For the armed portion, authorized rifle are demilitarized or replica versions of the M1 Garand, M14, M1903, M1917. 2.5.2. Armed movements are IAW TC 3-21.5 for Army and Air Force teams and MCO P5060.20 for Navy, Marine Corps and Coast Guard teams. AWARDS (TBD) 2.6. Carowinds will present the following awards. Upon completion of the competition and at the designated time, teams will assemble at the pavilion. Armed and unarmed team commanders with a guidon bearer form up on stage at the back. One commander and the guidon bearer advance to the fron (see attachment) to receive awards. 2.6.2. All teams should arrive with a team guidon that includes a campaign streamer holder (or the awards will be tied to the top ferrule underneath the spade). Guidon Page 8 of 48

WDA OI/SOP 1-1 for KDDC (9 Sep 15) streamers are 1.37 inches wide by 24 or 36 inches in length with a swallow tail end and a grommet at the top. 2.6.3. To facilitate an expedient awards ceremony, all three placements for each category will be announced. As each school is called, the commander and guidon will proceed to front and center- quickly and in the most direct route. Bring all three of the guidons to Present and competition officials will attach all three placements streamers at the same time. The competition official photographer (there will not be time for other pictures until after the ceremony) will take pictures of each award presentations. Solos and tandems will be announced in the same way with the awardees coming front and center- quickly and in the most direct route for award of the medals. After streamers/medals are awarded, awardees then proceed back to their original place. Overall trophy winners (commanders only) will come front and center one at a time. EQUIPMENT 2.7. Rifles. All rifles must have an attached sling. Taped slings/rifles are not appropriate for color guard; tape the rifle slings for regulation and/or exhibition events if desired. Male and female cadets may use facsimile, modified or standard-weight rifles as long as all rifles are the same in the same formation. Army and Marine female cadets must use standard-weight rifles when in the same formation as males. 2.7.1. Color guard teams may not use side arms, swords/sabers or bayonets. 2.7.2. Color guards should use authorized equipment. For your information, no assessment of penalties. 2.7.2.1. Wood guidon flagstaffs: either eight foot (for 3x4 colors) or nine foot six-inch (for 4x5 colors). 2.7.2.2. Flagstaff ornaments. The spear, also called the Army Spade is the only authorized ornament for all services except the Navy and Coast Guard, which may use the battle-axe. 2.8. HQ Army JROTC authorizes female-only color guard teams to use aluminum staffs. TIMING 2.14. Platoon/Squad Armed Regulation: 8 minutes maximum 2.14.1. Platoon/Squad (Flight/Element) Unarmed Regulation: 8 minutes maximum 2.14.2. Platoon/Squad Armed Exhibition: 6-9 minutes 2.14.3. Color guard: 8 minutes maximum Page 9 of 48

WDA OI/SOP 1-1 KDDC (9 Sep 15) 2.14.4. Solo/Tandem Exhibition: 2-3 minutes REPORTING-IN AND OUT 2.15. Cadets will report-in to the Overall Effect Judge (traditionally the Head Judge) when in the drill area, but the Timing and Penalties judge will handle all logistics and motion to the soloist/team commander when the judges are ready for the performance to begin. 2.15.1. Drill Teams/Solos. Time for regulation and exhibition drill events begins when the soloist/first member of the drill team enters the drill field and ends when the soloist/last member of the drill team exits the drill area. There is no need to request permission, simply report. The commander/soloist will report-in with, a minimum, Sir/Ma am or [RANK], [school name] reports for regulation [exhibition] drill and upon completion will report-out with a minimum, Sir/Ma am or [RANK], [school name] has completed our [my] drill. Keep pre-entry sequences/chants to 10 seconds or less once the team receives the go ahead from the Timing and Penalties judge. 2.15.2. Color Guards. Time for the color guard begins when the team enters the drill area and ends when the team leaves the drill area. The color guard commander (U.S. Color Bearer) will report-in with, a minimum, Sir/Ma am or [RANK], [school name] reports for color guard drill and upon completion, report-out with a minimum, Sir/Ma am or [RANK], [school name] has completed color guard drill. DRILL AREAS 2.16. Ready Area. Teams will form in the ready area (near the performance area) prior to the scheduled competition time. Team commanders will ensure their teams are properly formed and that silence is maintained while other teams are performing. 2.16.1. Exhibition Drill: Drill teams, squads, soloists and tandems can enter the drill area from anywhere. Once in the drill area the team commander will report to the head judge. Once the judge acknowledges the report, the commander may continue with the sequence. No lists of commands or other assistance may be used; violation of this will result in disqualification. Upon completion of drill, the report-out and upon the direction of the head judge, the drill Page 10 of 48

Entering Regulation Drill: Color guards must enter the drill area to the right of the judge and the drill teams must enter the drill area to the right of the judge- the drill area box s right side. 2.16.3. Only cadets performing in individual events or competing team members in team events are allowed on the drill field, violation of this will result in disqualification. 2.17. Drill area dimensions 2.17.1. All armed/unarmed platoon/flight drill areas: 100 feet X 100 feet 2.17.2. All squad/element drill areas: 100 feet X 100 feet (for future use) 2.17.3. Color guard area: 55 feet X 55 feet 2.17.4. Solo and tandem exhibition area: 33 feet X 33 feet DRILL TEAMS 2.18. Platoons/flights consist of no less than nine members -- team commander and three squads of four cadets. Penalty points will be assessed for each cadet under the required minimum. COLOR GUARD TEAMS 2.19. Color guards will consist of four cadets and will carry the flag of the United States, either the state, service or service JROTC flag and two rifles. 2.19.1. The head judge will perform a short inspection of the team before the sequence commences. 2.19.2. At the direction of the Timing and Penalties Judge, the color guard will come to attention, carry colors and enter the drill area to advance and report-in. 2.19.3. Only the color guard commander (US Color Bearer) gives commands. 2.19.4. The colors will be uncased and cased as part of the Army color guard sequence. All service teams follow this sequence for uncasing/casing the colors and where applicable, must follow their service s standards. 2.19.5. Service manuals state that flagstaff ornaments must be at the same height, however; high school cadets can vary greatly in height, so the US flag can be higher. Page 11 of 48

WDA OI/SOP 1-1 KDDC (9 Sep 15) 2.19.6. When traveling throughout the competition and not actually competing, teams must carry cased (or at least furled) colors but never in the harness. No penalty, but you will receive an earful. MOVEMENT THROUGH EACH PHASE 2.20. Inspection. There is one time for a school s armed and unarmed inspection, both happening simultaneously. Commanders will move their teams (teams will consist of a total of all competing cadets from that school: one armed and one unarmed team) into their respective inspection area on stage when directed by their Head Judge. Timing begins when the commander gives the first command to move the team into the inspection area. Commander has one minute to: March the team into the inspection area, Center their team on the Head Judge, Give the team Open Ranks (and Dress Right, Dress) no alignment check, Give the team Ready, Front (Cover- only for MC, N & CG), and Execute an about face and report-in to the Head Judge and stand fast throughout the inspection. 2.20.1. The stage is the location for the Inspection phase. Commanders must follow a military procedure to bring the cadets up the stairs and back down after the inspection is finished ( Fall out and fall in is not an acceptable method). It is up to the team commander and the squad/element leaders to figure this out upon arrival to the park. The team s entrance and exit will be judged! 2.20.2. One judge will remain with the team commander and one judge each will inspect the three squads/elements. Teams must enter the area with squad/element leaders leading. The whole team will remain at Attention for the inspection. Both unarmed and armed inspections will take place at the same time. Commanders: center your team on the Head Judge with enough room for Open Ranks and all will be well. 2.21. Exhibition Drill. A 100 x 100-foot drill pad will be marked off for teams (see map). 2.21.1. Teams may not perform to music. 2.21.2. Entry can be from anywhere around the drill area box. Once in the drill area the soloist/team commander will report to the head judge. Once the judge acknowledges the report, the commander may continue with the sequence. Time begins upon entering the drill area and ends when the last individual(s) exits the drill area anywhere. 2.22. Regulation Drill. 100 x 100-foot drill pad marked off for teams (see map). WDA OI/SOP 1-1 for KDDC (9 Sep 15) 2.23. Upon giving Dress Right Dress or Open Ranks, depending on the service, commanders must verify alignment. 2.24. References: the applicable service manual is the reference governing individual and team movements during all regulation drill and color guard phases. The manual of arms for all weapons will be IAW the manual of arms for the M1903A3 for A/AF and MCO P5060.20 for MC/N/CG. SCORING PROCEDURES 2.25. Score sheets will be verified for administrative accuracy while the team is in the ready area. The competing team's score sheets will be completed prior to the beginning of competition by the next team. The head judge will give the score sheets to the runner who will take all score sheets to the tabulation room. When the tabulation process is completed for each team's performance, the team coach/advisor may review the score sheets for his team. Only written appeals will be considered by the DMD. The decision is final. 2.25.1. Protests and Appeals: Should any protest, discrepancy in scoring, dispute or appeal of a judge's scoring or any other similar circumstance arise, it will be the responsibility of the DMD to decide on the question. No further appeal is available. Submit protests in writing to the DMD within 30 minutes of the conclusion of the protested event. Failure to observe the DMD's decision may result in disqualification. It is the responsibility of the judges to judge each team. If judges make a blatant mistake, the chief/head judge or the DMD will immediately determine the necessary corrective action. 2.25.2. Score sheets are from the World Drill Association (WDA). 2.25.3. Solos, tandems and color guard are not part of the overall score. 2.25.4. The WDA Adjudication System is centered around visual adjudication in four categories (called Captions ) 1. Overall Effect 2. Composition Analysis (used only in exhibition drill and also when WDA Open Regulation and/or WDA Open Color Guard are offered as phases) 3. Movement 4. Equipment (used only during armed phases of competition or when a guidon is carried) Page 13 of 48

WDA OI/SOP 1-1 KDDC (9 Sep 15) TABULATION 2.26. Judges add up their own scores on their sheets but do not tabulate. This is to make sure numbers are correct and that nothing is overlooked. As noted above in Scoring Procedure, Tabulators tally scores for each category (Exhibition Drill, Regulation Drill, Color Guard, Tandems and Solos, both armed and unarmed). 2.26.1. Tabulators will place all score sheets for each school in a folder for the school to take with them at the end of the competition. 2.26.2. The formula for calculating each phase is different and, when using paper, is laid out before the Tabulator on the Overall Effect score sheet. When using the WDA Tabulation program for the computer, all the tabulator has to do is input the correct numbers received from each of the judges into the appropriate places and all calculations are immediate. 2.26.3. If a computer fails or electricity is cut, hand tabulation with calculators is the backup. Tabulators will then follow the hand tabulation procedure and apply all formulas to scores. 2.26.5. Tabulators will work throughout the day with a computer that has an official copy of the WDA Tabulation program (or by hand). Tabulation may be broken down into separate computers/program instances for each. 2.26.6. In the event of tie scores: 2.26.6.1. The winner is the team with the least amount of penalties. 2.26.6.2. If a tie still exists, the winner is the team with the highest Overall Effect score. 2.26.6.3. Missing judge. The tabulator will add the raw scores from the present judges in the particular phase and divide by that number to reach an average score for the Page 14 of 48

WDA OI/SOP 1-1 for KDDC (9 Sep 15) missing judge. This average will be used as the placeholder for the missing score. Then add all four scores to arrive at a final score/percentage. The normal tabulation then continues. PENALTIES 2.27. Penalties will be assessed accordingly: 2.27.1. Ready Area. Less than 5 minutes late in reporting to the ready area (the general vicinity) 10-point penalty. Six or more minutes late disqualification from that performance. 2.27.2. Too few/too many team members 20-point penalty per missing/extra team member. 2.27.3. Discharge of weapons or possession of or igniting pyrotechnic devices - disqualification. 2.27.4. Boundaries. Failure to stay within the prescribed drill area 5-point penalty per cadet per occurrence. Touching a boundary line constitutes a boundary violation. 2.27.5. A Drop. Dropped weapon in the drill area by a competing unit. Unintentional complete loss of control 10-point penalty points per cadet per occurrence. 2.27.6. A Hit. A Hit means the rifle is out of the control of the Driller, a fumble, for a moment, and is immediately recovered. Unintentional temporary loss of control - 5- point penalty per cadet per occurrence. 2.27.7. Slamming equipment (flags and rifles) is not authorized in Regulation Drill or Color Guard phase. Rifle butt slams are only for Exhibition Drill. Five-point penalty per occurrence. 2.27.8. Color guard/regulation Drill: Any kind of step style other than what is outlined in your service s drill and ceremonies manual, (i.e. slap-step, where the whole foot slaps the ground) or exhibition drill moves (spinning a rifle, extra movements, etc.) are not authorized and will not be displayed during the competition. Any team performing anything other than what is specifically prescribed in each service drill and ceremonies manual will be cause for disqualification. TEMPO/CADENCE 2.28. For the Regulation Drill and Color Guard phases, the Increased Tempo penalty deals with the transition from quick time to half step or mark time and back to quick time. Page 15 of 48

WDA OI/SOP 1-1 KDDC (9 Sep 15) Failure of a team to maintain a consistent tempo during these transitions will result in a 10-point penalty per occurrence. 2.29. For the Regulation Drill and Color Guard phases, Tempo penalties deal with up to three samples of the team s cadence during the performance. A team s failure to maintain a consistent tempo within the service s range will result in a 10-point penalty per occurrence. Service Cadence Ranges (SPM-steps per minute) Army: 116-124 MC/N/CG: 112-120 AF: 100-120 BAD COMMANDS 2.30. Omitted, extra or commands given out of sequence - (Regulation Drill and Color Guard only, from Report-in to Report-out) 10-point penalty per occurrence. 2.30.1. Cadence calling is not allowed in any phase except during the Regulation Drill sequence when teams come from Double Time and go to Quick Time. Cadence calling at this time is authorized in two segments of four, but is not required. Calling cadence at any other time is considered calling extra commands and will result in a 10-point penalty per occurrence. COLOR GUARD-SPECIFIC PENALTIES 2.31. Commands not given by the color guard commander (US Color Bearer) - 20 points. 2.31.1. US Flag touching ground during any part of the drill sequence - 25 points. 2.31.2. There will be a 25-point penalty if the height of the US Flag is lower than the accompanying flag at any time. Colors must be even in height, the only exception to this is cadets may have the US higher. 2.31.3. Color guards that have flags in the wrong position (US Colors and other flag reversed) is immediate disqualification, there is no opportunity for a redo. TIMING 2.32. The Timing and Penalties Judge will assess one penalty point per second that a team competes over the maximum allowable time in Regulation Drill and color guard and under or over the prescribed time limits in Exhibition Drill. In any case of unsportsmanlike conduct involving team members or coaches/advisors, the DMD will determine the severity of the infraction and may assess any penalty starting at -15 points up to and including disqualification. 2.33.1. Any team coach/advisor or team member approaching a judge with the intent to influence the competition will cause that team immediate disqualification. 2.33.2. A non-competing individual who enters the drill area without permission will cause his or her team to be immediate disqualification, except in the event of an emergency (e.g. a cadet faints). 2.33.3. Failure to observe the DMD's final decision on a protest will result in immediate disqualification. Page 17 of 48

WDA OI/SOP 1-1 KDDC (9 Sep 15) CHAPTER 3 JUDGES/ADJUDICATION The adjudication system, tabulation program and score sheets are used with the permission of the World Drill Association. UNIFORM 3.1. Military judges (Active Duty, Guard Reserve and SROTC cadets) will wear their service utility uniform. Judges will be well versed in all service drill and ceremonies manuals, and the Manual of Arms for all authorized equipment (rifle, guidon, sword/saber and flagstaff) for competition. 3.1.1. Law enforcement officials and firefighters should wear their duty uniform to be as comfortable as possible throughout the day. 3.1.2. Judges for the inspection phase should be in service dress and if needed for another phase should change into utilities. ADJUDICATION SYSTEM 3.2. World Drill Association score sheets will be used (see Attachments) and judges will use the WDA judge s tote sheet to keep track of scoring. 3.2.1. Captions. The WDA captions: Overall Effect & Composition Analysis Movement & Equipment Timing and Penalties 3.3. The WDA uses a 5-Box Criteria Reference System (Box 6 is added for World Class) on all adjudication sheets (see the WDA Adjudication Manual). Each box includes a range of numbers that move upward during the season. Sample sheets are available in the Adjudication manual. WDA OI/SOP 1-1 for KDDC (9 Sep 15) 3.5. JUDGES: Inherent to any competition are the judges. The WDA works to train and certify all judges. If you choose to train and certify, judges training takes place yearround and is at the individual s pace. Certification comes after the prospective judge completes the training and trials and passes the finals test. The final test is to attend a competition, record comments and give scores; going through all of the motions of a certified judge. The comments and scores are not part of the competition (not given to anyone), but are reviewed by the Director of Education. When the prospective judge passes the final test, he/she is then certified to judge that caption. 3.5.1. Judges who are not certified are always welcome to participate in judging the competition and are encouraged to train and certify. See the Drill Meet Director for more information on certification. PHILOSOPHY OF THE SCORING SYSTEM 3.6. This system is a means to encourage and reward new standards of creativity, artistry and excellence in design and performance while providing a vehicle that will educate beginners in such a way that they will grow to understand and evolve to the greatest level of their potential. It is our intent that this system will encourage, reward innovation, and acknowledge the tasteful and aesthetic appeal of good design through quality composition. 3.6.1. The system acknowledges the joint efforts of instructors/coaches and Drillers through understanding that excellence and skill are displayed through the design of the routine and that those designs are recognized and credited through the performance. 3.6.2. It uses a method of subjective evaluation based on objective standards that rewards the achievement of positive qualities and offers continued encouragement to strive for greater achievement. This is a positive system rewarding successful efforts at every level and designed to encourage units to develop, maintain and project their own styles. Therefore, we emphasize creativity, originality, taste, and excellence. Growth and innovation are rewarded and must be achieved with quality to receive a maximum score. 3.6.3. The use of the criteria-reference guide will tell all units the essence of the qualities they must achieve in order to receive their projected "number-grade" goal. Numbers assigned by a judge reflect the successful achievement of certain criteria and no longer equate such ideas as poor, fair, good, etc. The system is educational and rewards Drillers and designers based on accomplishments. 3.6.4. Judges will have breakfast, free water throughout the day (provided by runners) and free lunch. Other thank-yous will be given to the judges. Page 19 of 48
