For the Regular component, the report includes tabulations of program participation and benefit usage, type of educational program entered, and time between separation and start of education benefits. For Reserve and Guard components, the report includes tabulations by benefit eligibility status, VA training time type, and type of educational program entered. Updates of ARI Databases for Tracking Army College Fund (ACF), Montgomery GI Bill (MGIB) Usage for 2012-2013, and Post-9/11 GI Bill Benefit Usage for 2015 Introduction The provision of educational benefits is an important and expensive Army program designed to aid recruiting and to address larger social goals. Accordingly, the US Army Research Institute for the Behavioral and Social Sciences (ARI) collects and analyzes program participation and benefit usage information and provides it to Army G-1 (Deputy Chief of Staff for Personnel) to support its reporting to Congress. The ARI educational benefits usage database pulls source data from Army personnel records, the Defense Manpower Data Center (DMDC), and the Veterans Administration (VA) Program. The source data includes participation and benefit usage rates for Army College Fund (ACF), Montgomery GI Bill (MGIB), and Post-9/11 GI Bill Benefit programs, calculated separately for each accession cohort. Three databases were processed, updated, analyzed, and archived in this effort. The ACF database contains data on individual Soldiers who enlisted between fiscal years 1981 and 1986; the MGIB database contains data on individual Soldiers who enlisted after 1 July 1985 and enrolled in the Montgomery GI Bill program. A third database is the Post-9/11 Veterans Educational Assistance Act of 2008 (Chapter 33) or Post-9/11 GI Bill. It contains information on a new veterans benefit program that went into effect on 1 August 2009. This program provides a vehicle for Soldiers who served after 11 September 2001 to receive educational benefits and also an option to extend such benefits to their spouse and dependents. Background Army College Fund Database The ACF/Chapter 32 database was updated on an annual basis from 1986 to 2002. The database was created originally using the Army Accessions data files from the U.S. Military Entrance Processing Command (MEPCOM). The database was divided into three separate cohorts: the FY81 and FY82 (FY81/82) accessions cohort, the FY83 and FY84 (FY83/84) accessions cohort, and the FY85 and FY/86 (FY85/86) accessions cohort. The data for each cohort were updated annually using the latest information on benefits usage from VA Chapter 32 data until 2002. At each update, critical information was first extracted from the VA data file and then merged into each of the three cohort files. A different set of variable names by time period and cohort was used for each update to support longitudinal analyses. At the end of each fiscal year, DMDC provides ARI with a de-identified (i.e., with all PII information removed) copy of the VA Chapter 32 data for selected record types. Nearly 3.9 million records were received on the FY10 VA benefit usage data file. These records are cumulative and contain information on contributions and benefit usage, educational objective and level, and related facility and training information. 1

Previous efforts from 1986 to 2002 used the most recent VA Chapter 32 data to update information on the ACF FY81/82, FY83/84, and the FY85/86 accessions cohorts. In this latest update, a decision was made to no longer request additional Chapter 32 data from DMDC. All DMDC ACF data from FY03 through FY10 were archived to facilitate future updates when there is such a need. Soldiers who enlisted before 1985 would now be close to 50 years old so continued benefits usage would be expected to be minimal. Background Montgomery G.I. Bill Database The MGIB database was started in 1991 and was originally updated on an annual basis. Since March 1993, ARI has received updates from DMDC each quarter. This allowed the analysis of MGIB usage on a quarterly basis. Around the fall of 1999, DMDC began to convert the existing legacy system into the Defense Enrollment Eligibility Reporting System (DEERS). As a consequence, no MGIB data were available from DMDC until April 2002. The first quarterly data containing Regular Army records received from DMDC after the conversion was as of September 2001, with a new record layout, data dictionary, and more variables than previously provided on the earlier quarterly files. With the help of DMDC staff familiar with the database, we were able to identify the variables needed for analysis. In April 2002 we also began receiving quarterly data files for Soldiers in the Army Reserve and National Guard. Prior to that point, data were only available for Soldiers in the Regular Army. Files Ten quarterly MGIB data files were processed for the current effort: September 2012 through December 2014, as the previous study ended with tabulations based on September 2011. Upon the processing of each quarterly de-identified data set, three sets of tabulations were created one for the Regular Army, one for the Army Reserve, and one for National Guard. Four quarterly MGIB data files were selected to be used to produce the tables: September 2012, December 2012, March 2013, and June 2013. The remaining six MGIB quarterly files that were not used for reporting were archived to CD. Preliminary Analysis While creating the March 2010 tabulations in the previous study, we discovered a problem with the MGIB Chapter 1606 (Reserve and Guard) data. There was a dramatic increase in cases where the VA Training Time Type Code (byte 55) and VA Training Category Code (byte 54) were coded as unknown. The VA Training Time Type Code described whether a Soldier used the benefits on a less than half-time, half-time, three-quarter time, or full-time basis. The VA Training Category Code variable described the type of education a Soldier pursued, such as undergraduate, graduate, or vocational/ technical. Overall, an alarming 94% of the cases had a value of "Z" for Unknown in one or both of these fields. This situation was reported to DMDC. Further inspection of these data indicated that the VA has erroneously updated the replication table with unknown values in these two variables. Over time, the VA Training Time Type Code variable has returned to a more acceptable 2

range of 81% of the unknown value instead of 94%. However, the VA Training Category Code remains missing for all cases. This resulted in the inability to generate Table 3 (Type of Educational Program Entered) in the current effort. Only Table 3 for the Reserve and National Guard tabulation was affected by this problem. The tabulations for the Regular Army were not affected. Analysis for Tables For the Regular Army component, this report includes tabulations of program participation and benefit usage, type of educational program entered, and time between separation and start of education benefits. For Reserve and Guard components, tabulations are provided by benefit eligibility status, VA training time, and type of educational program entered. The tabulations are presented by entry cohort, going back to the 1985 entry cohort for all three components. Benefit usage figures for recent cohorts in the Regular component are small / low as would be expected for this type of program. As each cohort ages and members leave the Service, usage rates pick up. An estimate of steady state usage rates can be inferred from the older cohorts. An additional set of tables was created under this effort for Regular Army that focuses on time between separation and MGIB benefit usage for veterans. Instead of using entry cohort, separation cohort from 1988 to 2013 was used in the analysis of benefits usage rates. Entry cohort included all Soldiers who entered the Army; the separation cohort is a subset of the entry cohort. The separation cohort was chosen because the purpose for this research was to only include cases who were separated from the Army. Benefit usage is reported for Veterans with three or four years of service and also for those with years of service greater than four years, and for those who took advantage of the program within first two years after separation and within 10 years after separation. Background Post-9/11 GI Bill Database On 1 August 2009, the newest GI Bill officially known as the Post 9/11 Veterans Educational Assistance Act of 2008 (Chapter 33) became effective. This new program provides Soldiers who served after 11 September 2001 the opportunity to receive full tuition and fees, a new monthly living stipend, as well as a books and supplies stipend. The Bill also extends these benefits to the spouse and/or dependents of the Soldiers who are qualified to participate in the program (benefits must be transferred before the Soldier separates from the military). The Post 9/11 GI Bill payments are based on the amount of creditable active-duty service since 10 September 2001. These benefits are also available to the Reserve and Guard members. Since 2009, DMDC has been charged with the task of capturing, processing, and extracting the Post 9/11 GI Bill data transferred from the VA. Based on a draft record layout available from DMDC in 2012, the Chapter 33 database contains about 150 data elements, although not all the data elements were populated at the time the record layout was created. The data elements include information about the Soldier, including paygrade, personnel status, entitlement condition, incentives taken, VA education program and payment information, as well as information about benefit transferability and the transferee (dependent). 3

ARI received the Post-9/11 research data from DMDC in December 2015. The files captured the benefit data from 2009 to September 2015. A total of three data files with associated record layouts and data documentation were received from DMDC: a file associated with the Sponsor, a file associated with the transfer of benefits from Soldier to dependent, and a file associated with the dependent (transferee, if any). Preliminary Analysis Preliminary descriptive statistics were run on all three files and all the relevant variables to verify the accuracy of the layouts and coded values. The Sponsor file has 538,290 cases and 96 variables. Based on the descriptive statistics, there were eight variables that have all zeros or missing data (see Table 1). This file contains transaction records regarding the transfer of benefits from Army active service members and veterans to their 5

dependents. This file contains one or more transaction records per sponsor; about 38% of the cases only have one record in the transfer file, 27% have two records, 22% have three records, and about 0.01% have 10 or more records. The average is about 2.17 records per sponsor. Preliminary analysis also showed that most of the dependent transferees were children (69% of the cases), with spouses (26%) and step-children (5%) also being dependent transferees. We focused our initial analysis of the Post-9/11 data on the sponsor file in an attempt to replicate analyses similar to those from Chapter 30 and Chapter 1606. One of the key factors in those analyses was to compare the eligibility sample against the user sample to estimate the percentage of eligible who make use of the benefit. After much discussion with DMDC staff familiar with the Post -9/11 data files and records, we learned that the sponsor file only contains current users who have signed up and used the benefits. The file does not contain cases that are eligible but have not applied for and used the program. Unfortunately, it is not possible to identify the eligible sample within the scope of this effort. After several initial attempts in generating meaningful statistics, we identified a new set of tabulations for these data. Analysis for Tables The final set of tables was developed in coordination with the U.S. Army Human Resources Command Army Continuing Education Division (HRC-ACES). Active Army Tables. Three tables were created focusing on the Active component. The first table (Table E1) used Active component category code for those who used Post-9/11 benefit and was separated by Time in Service and VA Benefit Year from 2009 through 2015. Benefit usage was further broken down separately for Enlisted, Warrant Officers, Officers, and Cadets (Tables E2- E4). The second table is similar to the first table with two additional variables added: VA Payment Percentage Rate Code and VA Payment Benefit Amount. For VA Payment Percentage Rate Code, we used the Post-9/11 tiers of 40%, 50%, 60%, 70%, 80%, 90% and 100% (Tables E5-E16). The third table presented similar information as the first table but was restricted only to those sponsors who had been approved for transfer with Transferability Service Representative Verification. Reserve Tables. An additional three tables were created focusing on the Reserve component. The first table used Reserve component category code for those who used Post-9/11 benefit and grouped into four categories: Selected Reserve (SELRES), Individual Ready Reserve (IRR), Standby, and Retired. The table was separated by Time in Service and VA Benefit Year from 2009 through 2015. Benefit usage was further broken down separately for Enlisted, Warrant Officers, Officers, and Cadets. The second table is similar to the first table with two additional variables added: VA Payment Percentage Rate Code and VA Payment Benefit Amount.
