WELCOME to THE JOINT SECRETARY, OFFICIALS OF MHRD & OFFICERS AND STAFF FROM THE PARTICIPATING STATES

The State Government made provision of MDM to students of Class IX and X also. The State Government has provisioned an additional cooking cost of Rs.1/- per day per child to provide two eggs a week to each child in MDM thus adding protein content of the meal. From 01.01.2015, the State Government is supplying Super Fine variety of Rice for MDM scheme additionally bearing an amount of Rs.97.72 crores per annum approximately. Material pertaining to Standard Operating Procedure (SOP) in the form of books and calendars have been printed and supplied to all the schools in the state for effective implementation of MDM.

Training is being organized to all the personal from state level to school level including cook-cum-helper involved in implementation of Mid day meals scheme in collaboration with UNICEF. In the State Level Steering cum Monitoring Committee(SSMC) meeting conducted under the Chairmanship of the Chief Secretary, Government of Telangana, it was decided to introduce Green Channel for making payments under Mid day meals from next financial year. A State level 3 rd party Monitoring Committee is constituted with the members from National Institute of Nutrition, Home Science Collage, CESS and One representative from NGO to visit the schools and furnish report about the steps to be taken for effective implementation of Mid Day Meal Scheme.

The District formats have been communicated to all the DEOs in the State. An Orientation will be held shortly.

The MDM Rules, 2015 were communicated and discussed with all the DEOs in the State. State guidelines are being finalised as per the feedback received from DEOs.

Quotations have been called for from accredited testing labs. Testing of food samples will be taken up after finalising the firms.

An amount of Rs. 10169.93 lakhs ( Central : Rs. 7837.69 lakhs & State: Rs. 2332.24 lakhs ) received. An amount of Rs. 9449.34 lakhs is utilized. Out of 2457000 children, 2013000 children (82%) are taking Mid Day Meals in the State. Payments are being made regularly to the Food Corporation of India. However an amount of Rs. 81,14,634/- is to be paid to the FCI in Hyderabad District towards cost of food grains. The amount will be paid to the FCI as soon as the 2 nd instalment is received.

Jawahar Bala Arogya Raksha (JBAR) is being implemented in the State in convergence with SSA and Health Department to cover all children.

In Phase-I, Out of 19316 sanctioned, 5592 are completed and 2895 are in progress. In Phase-II, 10698 sanctioned. Due to increase of material cost and labour cost the unit cost of Rs. 1.5 lakhs is not sufficient for construction. Proposals are under active consideration of the State Government to increase the unit cost as Rs. 2.5 lakhs. Kitchen Devices: An amount of Rs. 746.95 lakhs pertaining to Telangana State was released to Govt. of AP. The State Government is pursuing the matter.

Data has been entered into MIS portal regularly and 100% completed till Oct.2015. The same is completed for 88% schools for the month of Nov.2015. Services of SSA data entry operators at District/Block level are being utilized for updating the data in the MDM MIS web portal.

The Nodal officer, Monitoring Institutes of NIRD & PR has furnished 2 nd half yearly Monitoring Report of MDM covering the period 1 st Oct.2014 31 st Mar.2015. Following are some of the findings of NIRD: In each district monitoring cells are to be established for better implementation. Reply:- Monitoring cells are constituted in all districts and also a dedicated landline is set up for receiving feedback and information on the implementation of the Scheme.

Menu boards should be displayed along with the entitlements of the Mid Day Meal Scheme in prominent places of the school for better awareness among students and parents. Reply: Menu boards are displayed in all the schools. In this office Proc.Rc.No. 265/MDM/2015, dated: 30.10.2015, instructions have been reiterated to all the DEOs to display the Menu, MDM LOGO, Details of food grains received, utilized and other items pertaining to Mid Day Meal Scheme on the notice board. Kitchen utensils are to be replaced immediately in the entire State. Reply: An amount of Rs. 746.95 lakhs pertaining to 10 districts of Telangana was released by the GoI to the GoAP after bifurcation of the State. The State Government is pursuing the matter with Government of AP.

Regular awareness generation program for teachers, community members and cooking agencies are to be organized for effective implementation Reply: Training program has been conducted to the HMs on Guidelines on Food safety and Hygiene in the month of June.2015 Kitchen sheds should be constructed as per the strength of the students and norms of MDM immediately in all the schools. Reply: The cost of construction material and labour charges increased, due to which unit cost of Rs. 1.5 lakhs is not sufficient for construction of kitchen-cum-stores. Hence proposals have been submitted to the State Government to increase the unit cost and the same is under active consideration of the State Government.

Evolve mechanism for reducing the delay of payment of remuneration to Cook-cum-helpers as well as the cooking cost. Reply: Efforts are being made to include the payments under MDMS in Green Channel mode. Proper monitoring mechanism has to be established from mandal to State level for better delivery of Mid Day Meal Scheme. Reply: At Mandal level the MEO and the CRPs are regularly visiting the schools. Similarly the Dy. EOs, DEOs and RJDs are also visiting the schools. In this office Proc.Rc.No. 265/MDM/2015, dated: 29.9.2015, instructions have been issued to the State Level Officers keeping as in charge for the District to review the Mid Day Meal Scheme including payments to the cooking agencies and CCH by the MEOs and payment of Rice cost and Transportation charges by the DEOs.

The department should ensure regular monitoring of Centralized Kitchens, wherever it is operational. Reply:- The Centralized Kitchens are serving MDM in Hyderabad District, part of urban area in Rangareddy District and Part of urban and rural areas in Medak District. The District Educational Officer, Medak has been requested to explore the possibility of engaging the MDM responsibility to the Self Help Groups in the rural areas where kitchen sheds are available. In Hyderabad district also the DEO, Hyderabad is instructed to review the supply plan with the Implementing Agency to reduce the distance and time of supply.

The services of 108 ambulances and Primary Health Centers are being utilized in cases of emergency. Instructions are also issued to display the Child Right Cell toll free help line number (1800-425-3525) along with the phone numbers of MEO, District Educational Officer and Primary Health Center in prominent places in the school premises to contact them in case of emergency. A toll free number 1800-425-7462 has been installed in the office of the Director of School Education, TS, Hyderabad to receive calls on all issues including MDM.

A meeting has been convened with the Society for Social Audit Accountability and Transparency, Dept. Of Rural Development to make arrangements for conduct of social audit at least in 1 Mandal in each District.
