Mary E. Kelly is an Administrative Law Judge II with the California Unemployment Insurance Appeals Board (CUIAB). Judge Kelly is Chair of LACBA s Healthcare Law Section, and Chair-elect of the National Conference of Administrative Law Judiciary, a conference within the American Bar Association s Judicial Division. She is an ex-officio Commissioner of the California Commission on Access to Justice, and Chair of its Administrative Agency Committee. She is a founding member and past president of The American Association of Nurse Attorneys (TAANA). Judge Kelly has published and lectured extensively on legal issues impacting health care providers and their lawyers. Her programs on hate speech, racial issues surrounding policing, and voter access laws have been chosen for the education showcase portion of the ABA s annual meetings. Judge Kelly holds a BSN cum laude from the University of Illinois at the Medical Center and a JD with honors from DePaul University. A member of the DePaul law review, Judge Kelly clerked for the Honorable Arthur L. Alarcon of the Ninth Circuit Court of Appeal (deceased) and the Honorable David Linn of the Illinois Appellate Court (deceased), and she was a supervising trial deputy for the Los Angeles Federal Public Defender. Judge Kelly also served as an adjunct professor of law at Southwestern University, and had a private practice litigating employment and criminal law cases. She is the past recipient of TAANA s Outstanding Advocate Award, and has been admitted to the bar of the United States Supreme Court. She serves on the California Delegation to the ABA s House of Delegates and is a member of the California Conference of Bar Associations.
