What is the NLx? A partnership between two non-profits, the National Association of State Workforce Agencies and DirectEmployers Association, working together to create and operate a systemic tool which offers a high quality feed of job openings. Mission: To provide the most accurate and comprehensive collection of real online job openings in order to achieve the highest level of efficiency for the nation s labor exchange - at no additional cost to state workforce agencies, employers and job seekers.
How Does the NLx Work? The NLx collects openings only from three types of sources: corporate job sites, state job banks, and USAjobs.gov This means jobs are unique The NLx indexes and refreshes job feeds daily This means job-links are current The NLx staff validates each participating employer This means there are no scams

The NLx & VEVRAA Compliance Through OFCCP regulations implementing the JVA o o Listing employment openings with the state workforce agency job bank or with the local employment service delivery system where the opening occurs will satisfy the requirement to list jobs with the appropriate employment service delivery system. In order to satisfy the listing requirement described herein, contractors must provide information about the job vacancy in any manner and format permitted by the appropriate employment service delivery system which will allow that system to provide priority referral of veterans protected by VEVRAA for that job vacancy. 41 CFR 60-300.5 (a) (2)
Furthermore.The employment service delivery systems shall provide OFCCP, upon request, information pertinent to whether the contractor is in compliance with the mandatory job listing requirements of the equal opportunity clause. 41 CFR 60-300.84 And finally under Examples of outreach and recruitment activities such as The Local Veterans Employment Representative in the local employment service office (i.e. the One-Stop) nearest the contractor s establishment 41 CFR 60-300.44 (f) (2) (i) (A)

VetCentral VetCentral is a tool designed to assist federal contractors comply with OFCCP s mandatory job listing requirements: Daily email delivery alert Compliance reports for employers and approved State Workforce Agency staff
State staff receive emails Review all veteran registrations in that center looking for matches Outreach to veteran job seeker must follow USDOL policy o o DVOPs serve only veterans with Significant Barrier to Employment or within a specific category defined by the Secretary as listed in VPLs 03-14, 03-14 Change One, 03-14 Change Two, 04-14 and 08-14 LVERs do not provide services to individual veterans role of outreach to employer community & capacity building Priority of service applies to all one-stop center staff
Why am I getting this email? o To let you know that DirectEmployers member company (also a federal contractor) in your area has added a job to the NLx and in your state job bank. o Federal contractors/subcontractors are required by law to list their jobs with the state workforce system. You may be contacted by OFCCP to verify. What am I supposed to do with this email? o Notify qualified veterans of the new job opportunity, in accordance with your defined job responsibilities in the one-stop career center.

RETURN RECEIPT
Return Receipt: In a Nutshell States receive and process a daily job feed from DirectEmployers. This feed includes jobs employers have LISTED with the NLx, and documents VEVRAA requirements have been met by the federal contractor/subcontractor. States participating in Return Receipt send a file BACK to DirectEmployers indicating they have received the employers listings. This file the return receipt - shows these jobs may have been POSTED to their state job bank.
