Operational Coordination Description: Implementing an Incident Management System during an emergency is the capability to effectively coordinate the various response and recovery activities associated with the emergency. Activity 1: Implement Incident Management Activity Description: In response to an incident, begin response operations; carry out management, planning and coordination of the incident. 1.1 Establish Incident Management. Activity 2: Communications Activity Description: Communications capabilities are maintained and reliable for the purpose of communication of incident management activates to students, faculty, staff, response agencies, the media and the community at large. 2.1 A system of communicating timely and accurate information was established and maintained. Activity 3: Implement and Maintain Site Security Activity Description: Provide initial safety and security during the fire suppression phase then maintain the capability to secure access to the damaged building. 3.1 First responders establish an appropriate site perimeter to ensure the safety of students. 3.2 The University implements and maintains a system designed to prevent un-authorized access to the dormitory. Activity 4: Survivor Identification Activity Description: The ability to identify the individuals that are displaced due to a disaster and determine their current location. 4.1 A system is in place to account for displaced students and determine their current status and location. Activity 5: Transportation Activity Description: In the aftermath of a disaster the capability to provide mass transportation to meet the needs of survivors. 5.1 Establish and maintain the capability to support the transportation needs of disaster survivors. Activity 6: Coordinate Survivor Support Activity Description: In coordination with various government agencies and community based organizations coordinate the support being provided to disaster survivors to ensure all needs are being met. 6.1 Identify and coordinate with appropriate agencies and organizations. 6.2 Establish and maintain a system to manage and distribute financial and gift in-kind donations to meet the needs of survivors. 6.3 Establish and maintain a system to manage spontaneous volunteers. Activity 7: Continuity of Operations / Education Activity Description: Determine the extent of disruption caused by the disaster and develop an Incident Action Plan to maintain operations and the ability for students to continue their learning experience. 7.1 Identify mission essential functions that have been interrupted due to the disaster. 7.2 Develop an Incident Action Plan designed to ensure Continuity of Operations and Education.
