Mitchell, Chief of Police Warrant Round Up The Temple Police Department conducts two annual Warrant Round Ups per year. The first of these are generated in conjunction with the statewide Warrant Round Up. The second is done in the Fall, in the same manner as the statewide Warrant Round Up. Every other month, Mini Warrant Round Ups are conducted. These are not advertised. These have half the number of defendants as the two annual Warrant Round Ups. All Warrant Round Ups are based on Class C Warrants held by the Municipal Court. Our city has a policy that arrests on Class C Warrants are made only during the Warrant Round Ups. The Court Security Officer is the coordinator for these events.
Searching for Defendants A list of wanted subjects is provided by the Municipal Court. The list provides: Names Dates of Birth Case Numbers Offense Titles Choose the offense titles that are more serious in nature. DWLI Possession of Drug Paraphernalia Theft under $100 Assaults Etc. Remember that the defendant may go to the press and provide a news story about being arrested for Jaywalking. Searching for Defendants Using the court s database, the warrants are confirmed prior to making packets for their arrest. This is because warrants, especially Class C, are very fluid. Once a defendant has been chosen, use a variety of data bases to locate the most recent address. The address should NOT be more than a year old. If the address is outside of the department s jurisdiction, the defendant should NOT be put into the Warrant Round Up. If a defendant has been arrested prior to the warrant being issued: The address is given to a court clerk. Paperwork may be sent to the defendant to have the case time served. If a defendant resides outside of the jurisdiction: The address is given to a court clerk. Paperwork may be sent to the defendant to contact the court to address the warrant. Arrest Packets A defendant s record from the Municipal Court database is printed. This should show the active Class C warrants. These should be highlighted. A rap sheet is printed from the Temple Police database. On the front cover, the most recent address is highlighted. The most recent date of the address should also be highlighted. Vehicle information should also be on the front cover. A photo should be printed on the front cover. If there is no photo, one might be obtained from the DPS Image Retrieval System. The Municipal Court record should be attached to the back of the rap sheet. If higher level warrants are discovered, they should be highlighted on the front cover as well. Warrant Service Assistance The Municipal Court schedules a day for the Warrant Round Up. The Municipal Court runs the packets the day before the Red Tag Day to insure that the warrants are still active. The Community Oriented Police Service Unit provides two functions: They perform notification duties on the Red Tag Day. They perform the arrests on the Warrant Round Up Day. The Bell County Communication Center provides a dedicated dispatcher on a back channel. The Bell County Sheriff s Office provides transportation to the county jail for defendants who will serve their time. Red Tag Day The Community Oriented Police Services Unit is provided the packets. They go to the addresses on the packets attempting to make contact with the defendants. They advise defendants or household members of the warrants. If there is no answer, they leave a Red Tag on the door. This provides the name of the defendant and the fact that warrant(s) have been issued. The officers make notes on the packets as to: Contact was made and the address is good. Contact was made and the defendant no longer lives there. No contact was made and a red tag was left on the door. Officers return packets to the Court Security Officer. If higher level warrants are listed, they are to be confirmed and the arrest made immediately.
RED TAG Printed on RED paper. Attached by a rubber band through a hole. Warrant Round Up Day The Court Security Officer discards all of the packets that have been marked as having bad addresses. The remainder are used again the next week for the Warrant Round Up Day. The day before the Warrant Round Up Day, the Municipal Court runs the packets again to pull any that may have been recalled since the Red Tag Day. The Community Oriented Police Service Unit goes out again to attempt arrest on the remaining packets. The defendants will be brought directly before the city judge in the courtroom. Conclusion The Court Security Officer submits an after action report to the Municipal Court Administrator and the Chief of Police. This details all of the efforts of the agencies, units, and the Court Security Officer. This also provides the statistics on: The number of packets. The number of contacts.
