Upgrade chiller-condensing units Remove/demolish individual chillers, packaged air-conditioning (A/C) units, and air-handling units Install newer energy efficient equipment Conversion of constant volume system to variable air volume (VAV) system Conversion of air-cooled system to water-cooled system Modify HVAC accessories, air ducting, chilled water pipe lines, and electrical controls Retrocommission Repair and modernize mechanical systems, lighting systems, controls, and building envelopes of multiple buildings Repair, test, and adjust building systems to meet the original design intent and/or optimize the control systems Measurement and verification (M&V) - Utility Data Analysis after completion of repairs and adjustments. Usage will be measured based on long-term whole-building utility meters 13

FY12 NDAA Summary Issue Section 2207 restrictions on use of funds affects DOD s ability to proceed with the Guam military realignment. Conditions Prior to the expenditure of GOJ or MILCON funds: 14 CMC provides Congress with preferred force laydown in the Pacific; SECDEF submits a master plan, with a detailed description of costs and schedule, supporting the above; SECDEF certifies that tangible progress has been made with the FRF; Delivery of a coordinated federal agency plan for addressing non-military infrastructure and utilities requirements on Guam Completion and delivery of an independent assessment of the U.S. force posture in the Pacific region, as required in NDAA, Sec. 346. Exceptions SECDEF may use funds to carry out: Complete NEPA analysis for a LFTRC SEIS Ongoing analysis on the impacts to coral reefs in Apra Harbor In addition, Section 2830 prohibits use of MILCON funds to achieve LEED Gold or Platinum certification
