VILLAGE OF BELCARRA REGULAR COUNCIL MEETING MINUTES MONDAY, JANUARY 24, 2011 Minutes of the regular Meeting of the Municipal Council for the Village of Belcarra, held Monday, January 24, 2011, at the Municipal Hall, 4084 Bedwell Bay Road, Belcarra, BC. Council in Attendance: Deputy Mayor Bruce Drake Councillor Jennifer Glover Councillor Colin Richardson Councillor Jamie Ross (arrived at 8:03 pm) Council Absent: Mayor Ralph Drew Staff in Attendance: Chief Administrative Officer, Lynda Floyd Public Works Superintendent, Larry Scott Administrative Assistant, Catherine Guerin 1. CALL TO ORDER Deputy Mayor Bruce Drake called the meeting to order at 7:34 pm. 2. APPROVAL OF THE AGENDA 2.1 Regular Council Meeting Monday, January 24, 2011 That the Agenda for the regular Council Meeting Monday, January 24, 2011 be approved as circulated. 3. ADOPTION OF MINUTES 3.1 Regular Council Meeting Monday, December 13, 2010 That the Minutes from the regular Council Meeting held Monday, December 13, 2010 be adopted.
4. DELEGATIONS AND PRESENTATIONS No items presented. 5. REPORTS 5.1 Appointment of Chief Election Officer and Deputy Chief Election Officer - 2011 General Local Election Lynda Floyd, Chief Administrative Officer, provided a report dated January 18, 2011, regarding the appointment of the Chief Election Officer and the Deputy Chief Election Officer for the 2011 general local election. That: 1. Sarah M. Morden be appointed Chief Election Officer, and Lynda Floyd, Chief Administrative Officer, be appointed Deputy Chief Election Officer for the 2011 General Local Elections in accordance with s.41(1) of the Local Government Act; and 2. The Deputy Chief Election Officer be authorized to enter into service agreements as may be necessary in respect of the 2011 local elections. Discussion ensued relative to: Sarah Morden having several years of experience in the BC local government sector, including appointment as Director of Corporate Services for the Town of Ladysmith and Chief Election Officer for the Village of Anmore s 2010 byelection; and Given the current workload of municipal staff, and the need for additional resources to run the general election while maintaining the day-to-day administrative services. 5.2 Appreciation Night for Volunteers and Belcarra Day 2011 Lynda Floyd, Chief Administrative Officer, provided a report dated January 17, 2011, regarding Appreciation Night for Volunteers and Belcarra Day 2011. Discussion ensued relative to staff having communicated the proposed date with the Village of Anmore. That Council: 1. Host an Appreciation Night for Volunteers on Thursday, April 14, 2011; and 2. Declare Sunday, June 12, 2011 as Belcarra Day in the Village of Belcarra and host a community event.
6. REPORTS FROM MAYORS AND COMMITTEES 6.1 Mayor s Report Agenda varied Item 6.1.2 was considered at this time. 6.1.2 2010 SVFD Call-Out Statistics Discussion ensued relative to 50% of the calls being medically-related and the remaining 50% being fire and non-fire-related call-outs. 6.1.1 2011 Property Assessment 6.1.2 2010 SVFD Call-Out Statistics Item 6.1.2 was previously considered following Item 6.1. 6.2 Public Works & Planning Councillor Ross No items presented. 6.3 Treaty Advisory Committee & Special Projects Councillor Richardson Discussion ensued relative to the Lower Mainland Treat Advisory Committee s first meeting of the year taking place on Wednesday, January 26, 2011. 6.4 Protective Services Councillor Drake 6.4.1 First Aid Course Contribution to Sasamat Volunteer Fire Department Discussion ensued relative to on-going support from the Village. That the Village of Belcarra contribute directly to Sasamat Volunteer Fire Department (SVFD), $50 of the course cost for each Belcarra resident who confirms they are prepared to assist in the event of a declared emergency in the Village and enrols in a SVFD sponsored First Aid Course, such contribution to be limited to the first six residents enrolled in the course, who meet the criteria, in order to cap the maximum expenditure to $300. That the Village of Belcarra provide support to the Sasamat Volunteer Fire Department for future first aid courses in the amount $500 per year. 6.5 Environmental Affairs Councillor Glover No items presented.
7. BYLAWS 7.1 Village of Belcarra Council Indemnity Bylaw No. 434, 2010 That the Village of Belcarra Council Indemnity Bylaw No. 434, 2010 be adopted. 8. CORRESPONDENCE/PROCLAMATIONS That correspondence items 8.1-8.6 be received. REQUEST FOR ACTION 8.1 Tracey Kaye, Pink Shirt Day, December 20, 2010, requesting Council proclaim February 23, 2011 as Bullying Stops Here Pink Shirt Day in the Village of Belcarra. That Council proclaim February 23, 2011 as Bullying Stops Here Pink Shirt Day in the Village of Belcarra. 8.2 Stuart Billings, President, Association for Co-operative Education BC/Yukon, requesting Council proclaim March 21-25, 2011 as National Co-operative Education Week in the Village of Belcarra. INFORMATION ITEMS 8.4 Mayor Ralph Drew, Chair, Lower Mainland Treat Advisory Committee (LMTAC), December 10, 2010, regarding LMTAC Discussion Paper on the First Nations Commercial and Industrial Development Act (FNCIDA) and the First Nations Certainty of Land Title Act (FNCLTA) Legislations. That Council endorse the Lower Mainland Treat Advisory Committee Discussion Paper on the First Nations Commercial and Industrial Development Act and the First Nations Certainty of Land Title Act Legislations. 8.5 Jay Gilbert, City Clerk, City of Coquitlam, December 22, 2010, regarding Eagle Ridge Hospital. That the Village Becarra: 1. Call on the Fraser Health Authority to quickly and publicly address all 127 recommendations, placing the highest priority on clarifying and communicating the role and mandate of Eagle Ridge Hospital (ERH), and developing and filling medical leadership positions for and within ERH; 2. Call on the Municipal Councils of Anmore, Coquitlam, Port Coquitlam and Port Moody to pass similar resolutions, in our common community interest; and 3. Invite the executive of the Fraser Health Authority and the Municipal Councils of Anmore, Coquitlam, Port Coquitlam and Port Moody to discuss these matters at a future date and time to be determined. 8.6 Village of Belcarra Official Community Plan (OCP) Review Committee meeting, December 9, 2010 minutes. 8:03 pm Councillor Ross arrived at the meeting. 9. NEW BUSINESS 9.1 Belcarra Potable Water Infrastructure Project (BPWIP) Grant Audit Discussion ensued relative to: The Village having recently undergone an audit on behalf of Western Economic Diversification pertaining to the Municipal Rural Infrastructure Fund grant; and The auditors recognizing staff s thorough and comprehensive financial recordkeeping systems. 10. PUBLIC QUESTION PERIOD Jim Chisholm, 4505 Belcarra Bay Road, queried: Council remuneration; and The Lower Mainland Treat Advisory Committee Discussion Paper.
Fraser MacDonald, 4903 Robson Road, queried about issues with road maintenance and possible deterioration. 11. RESOLUTION TO CLOSE MEETING 12.
