Definitins Incident Cmmand System (ICS): ICS prvides a flexible cre mechanism fr crdinated and cllabrative incident management, including cmplex incidents with natinal implicatins (such as an emerging infectius disease r a biterrrism attack). Natinal Incident Management System: this system prvides a flexible natinal framewrk within which gvernment and private entities at all levels can wrk tgether t manage dmestic incidents, regardless f their cause, size, lcatin, r cmplexity. This flexibility applies acrss all phases f incident management: preventin, preparedness, respnse, recvery, and mitigatin. Hmeland Security Exercise and Evaluatin : An annual cmprehensive Training and Exercise based n the Hmeland Security Exercise and Evaluatin (HSEEP) mdel has been instituted fr bth the Charles River and Medical campuses at BU as well as fr the Natinal Emerging Infectius Diseases Labratries (NEIDL). This exercise prgram will cnsist f drills (plans and prcedures); exercises (tabletp exercises, full-scale exercises); and the develpment and executin f an afteractin reprt and crrective imprvement plans. Hazard Vulnerability and Risk Assessment: An annual Hazard Vulnerability and Risk Assessment, based n the Kaiser-Permanente HVA mdel, is cnducted with members f the Management Planning Cmmittee.

Rles and Respnsibilities Planning Divisin is respnsible fr: Develping, implementing, and maintaining a cmprehensive emergency management prgram fr BU and the NEIDL; Cnducting a yearly Hazard Vulnerability and Risk Assessment fr BU and participating in the Hazard Vulnerability and Risk Assessment fr the NEIDL; Develping emergency respnse plans fr BU; Assisting schls, clleges, and departments at BU with the develpment f site-specific emergency plans; Develping an Incident Cmmand Team framewrk n bth the Charles River and Medical campuses; Prviding training in emergency management t BU staff in the areas f emergency respnse and incident cmmand; Mnitring ptential and nging threats against BU and the NEIDL; Develping Cntinuity f Operatins Plans fr BU schls, clleges, and departments ; Serving as a liaisn between public sectr emergency management and respnse agencies and BU; Maintaining the BU Cmmunicatin System autmatic ntificatin system; and Maintaining the WebEOC Incident Management System. Office f the Executive Vice President (EVP) The EVP and the Vice Presidents f Administratin and Operatins serve as Incident Cmmanders and assemble the Incident Cmmand Team t mitigate majr emergencies at Bstn University. The Cmmand Staff cnsists f the Safety Officer ( /EHS), the Security Officer (Public Safety), Infrmatin Officer (Crprate Cmmunicatins/Media Relatins) and Academic Affairs Officer (Prvst). The General Staff cnsists f the Planning Chief ( Planning), the Lgistics Chief (Facilities), and the Administratin and Finance Chief (Human Resurces r Finance). NEIDL Administratin Cnsisting f the Chief Operating Officer, the Directr, and the Cre Leadership, the NEIDL Administratin wrks tgether t implement a culture f safety and emergency respnse t ensure safe research. Bstn Medical Center Preparedness This ffice wrks clsely with the Bstn Medical Center s Crdinatr f Preparedness in emergency respnse planning, systems develpment, training, and exercise design. EHS cnsists f five divisins: Safety (Respnsible Official); Radiatin Prtectin (Radiatin Safety Officer); Envirnmental Management (Envirnmental Officer); Campus and Clinical Safety (Safety Officer); and Planning ( Management Directr). Upn ntificatin, members f these directrates wuld respnd n-scene, and, depending n the incident nature, wuld assume r supprt incident cmmand at an Phase A and B, thereby assessing the situatin, crdinating the respnse with ff-site emergency respnders, and keeping University leadership aware f the incident situatin. will cmmunicate with regulatry agencies as required in accrdance with the EHS Ntificatin Matrix (attached). Facilities Management & Planning (FMP) Respnding t direct facility- r utility-type incidents (e.g., pwer utages, water leaks) r t indirect incidents (e.g., labratry incidents requiring HVAC shutdwn) n bth campuses, Facilities Management and Planning

While mnitring the building autmatin systems, and receiving reprts frm the field, FMP technicians can transmit either a SITREP (situatin reprt) n the Charles River Campus r an emergency alert declaratin at the Medical Campus. The Department f Public Safety and the Bstn University Plice Department are part f the initial respnse t emergency incidents n bth the Medical and the Charles River campuses. The first arriving fficer makes an assessment f the situatin and radis that assessment back t the dispatcher and supervisr, wh then initiate the prper respnse, determine the emergency phase level, and make apprpriate ntificatins. As with the Facilities Department n the Charles River Campus, Public Safety and the BUPD may prduce SITREPs (situatin reprts) t dcument and share infrmatin abut incidents with relevant persnnel. 5. Building peratin and maintenance, the BU Plice Department, Student Health Services, and many ther campus units and activities require input and directin frm the Planning Divisin in rder t ensure cmpliance with a variety f envirnmental regulatins.

Pst-Incident Critiques and Plan Updates Fllwing every declared emergency (regardless f the emergency level) r fllwing a campus-wide drill r exercise, Planning shall cnvene an After Actin Meeting with the Incident Cmmander and representatives f bth Bstn University and ff-site emergency respnse departments. Fllwing current emergency respnse best practices, will prduce a written After Actin Reprt and als, based n the lessns learned frm the incident, a Crrective Imprvement Plan. Any and all changes t the Bstn University Plan and individual hazard-specific emergency respnse plans shall be distributed t the BU Incident Cmmand Team and respnding departments. Each prgram is respnsible fr ensuring that apprpriate crrective actins have been develped and implemented t prevent the reccurrence f such incidents. 9.
