In accordance with the references, the detachment assembled for a general membership meeting on 14 August 2018 at the Kern Pitts Center, 5375 North Virginia Dare Trail, Southern Shores, North Carolina. 2. A roll-call of detachment members and staff members was conducted, with those in attendance at the meeting identified as Present in the remarks column at enclosure (1). 3. The meeting commenced at 1900. As the quorum prescribed in reference (b) was not met, formalities were dispensed and only information was passed to those present. 4. Guest Speakers. None. 5. New Members. None. 6. Staff Reports. (a) Commandant. None. (b) Senior Vice-Commandant. N/A (c) Junior Vice-Commandant. N/A (d) Judge Advocate. Russ Laney reported that on 27 August, the state's insurance commissioner will be at a meeting at the Baum Center in Kill Devil Hills to provide information about Medicare and available cost savings health programs. The meeting will begin at 1000 and will last about one and a half hours. Following that meeting, there will be a Medicare 101 class that will be given from 1200 to 1400. In addition, on 7 September there will be a meeting, also at the Baum Center, covering the various Tricare plans. This meeting is scheduled from 1300 to 1500. Anyone interested is either event is welcome to attend, however registration is required. Those interested should register by contacting Emily Gould at 252-475-5638. (e) Junior Past-Commandant. N/A (f) Adjutant. reported that we have 48 members on the rolls at this time. Since our last meeting we have added no new members and the percentage of those who are current in their dues remains at 93.8-percent.

Subj: MINUTES OF GENERAL MEMBERSHIP MEETING FOR AUGUST 2018 (g) Chaplain. None. (h) Paymaster. Jorge Diaz briefed his financial report, including a detailed list of all income and expenditures since our last meeting as well as the detachment s current account balance. Jorge's written financial report was examined, discussed, and accepted. (i) Quartermaster. reported that the detachment has most sizes of polo shirts and jackets currently in stock and available for purchase. Polo shirts are available at a cost of $23 each, along with nylon jackets in the size of M to XL. Nylon jackets in sizes 2XL through 4XL are available at a cost of $27. (j) Sergeant-at-Arms. N/A 7. Old Business (a) Awards Presentation. Adjutant reported that a Certificate of Appreciation was awarded by Commandant Hudson to local resident, Manning, at our Leatherneck Breakfast social event at the Jolly Roger on 7 August 2018. Mister Manning received this certificate in recognition of his efforts to return a lost identification tag that he found on the Outer Banks to its Marine veteran owner. Photographs of the presentation were taken by the adjutant and subsequently posted on both our website and Facebook page. In addition, Adjutant also submitted a press release with an accompanying photograph to our two local newspapers, The Outer Banks Sentinel and The Coastland Times. (b) Recruiting and Retention. Adjutant reported that three members remain delinquent in their dues. All three have moved out of our area and will be dropped from the rolls in late-august and early-september unless their dues payment is received. (c) Grants and Donations. Paymaster Diaz reported that he received and deposited the Walmart Foundation Volunteerism Always Pays grant for the second quarter of the fiscal year. (d) Sickbay. Adjutant reported that he and Paymaster Diaz visited member John Dozier and his wife, Betty, today at Spring Arbor. The visit lasted about and hour and John was happy to see us, despite the fact that he was sore from sitting too much. In addition to this visit member Frank Russano also visited John and Betty the previous week. (e) Marine in Need. None. (f) Website and Marketing. Adjutant reported that our website and Facebook pages are upto-date, including photographs and news about recent events. Our Facebook page continues to be received quite well by the public and the number of those who follow our page has increased from 497 to 556 followers since last month's meeting. (g) Social Activity. Adjutant reported that on 7 August, nine members and three guests met for the free breakfast social offered to veterans at the Jolly Roger restaurant in Kill Devil Hills. He added that everyone in attendance enjoyed both the food and company. Next month s breakfast social will be on 4 September 2018 at 0900. All hands are invited and encouraged to attend. (h) Administration. Adjutant provided Commandant Hudson and Paymaster Diaz with a copy of the Permanent Life Member (PLM) audit. This audit will need to be completed and submitted to the Department of North Carolina (DoNC) paymaster no later than 30 September 2018. This audit is required to be signed by both the detachment commandant and paymaster. In addition, Adjutant 2

Most of this report is already completed, and he will ensure it is submitted as required. (i) Correspondence. Paymaster Diaz reported that he received a letter of thanks from the Women Marines Association for our donation that was made a number of months ago for the Opah May Johnson grave Marker. Adjutant will ensure that the letter is added to our website. (j) Adopt-A-Beach Cleanup. Adjutant reported our cleanup activities at the West Third Public Estuarine Access will resume on Tuesday, 18 September 2018 at 1000. Any member available to assist is encouraged to participate in this community service effort. (k) Calendar of Upcoming Events. A calendar of upcoming events for this and for the three following thee months is provided at enclosure (2). (l) Annual Dues Notices. Adjutant reported that annual dues renewal notices were e-mailed to the required members on 7 August 2018. Thus far, 11 of our 41 dues-paying members have paid (26.8-percent). Commandant Hudson inquired as to whether a plan was in place to follow-up should members not respond in the near future. Adjutant replied that those members who fail to respond by the last week in August will receive a letter, via the U.S. Postal Service, asking them to renew their membership. Included with the letter will be a self-addressed stamped envelope for their convenience. (m) Summer Belk Charity Sale. Commandant Hudson reported that thus far we have performed three of the five ticket sale events and raised a total of $482. With two ticket sales events remaining, Adjutant estimated that, based on historical data, we will net a total of approximately $700 from this cycle. Commandant Hudson expressed his thanks to the eight members who have participated especially in light of the fact that this event was unplanned and put together on very short notice. The schedule for this event, displaying the remaining days and those who have volunteered to assist, is provided at enclosure (3). (n) Detachment Picnic. Quartermaster inquired as to any update concerning the detachment picnic. Unfortunately, due to the high operational tempo, Adjutant reported that he has made no progress on this issue. 8. New Business (a) Outer Banks September Eleventh Commemoration Ceremony. Judge Advocate Laney reported that the fourth annual ceremony commemorating the terrorist attacks on 11 September 2001 will be held at the Nags Head municipal complex on 11 September 2018 at 1730. The event is being sponsored by our local Veterans of Foreign War post and all members are invited to attend. At the recommendation of Judge Advocate Laney, Commandant Hudson authorized, per reference (b), a donation in the amount of $150 to our local Veterans of Foreign War post to assist in defraying their expenses in hosting this event. 9. The meeting concluded at 1950 without ceremony until 11 September 2018, when the detachment s membership will reconvene for the transaction of official business. DISTRIBUTION: A J. J. Adjutant 3
