Strategic Goals: II (a) Introduction: The Jammu and Kashmir Entrepreneurship Development Institute defines its Strategic Goals as anchored in the Mission, Vision, Guiding Philosophy and Core Values of the organization. The strategic goals represent the core of transformational interventions towards achieving and sustaining excellence in entrepreneurship development in the State. All the strategic goals described in the subsequent sections of this plan are designed to meet the various challenges of creating, maintaining and increasing distinctiveness of JKEDI as an institution of Entrepreneurship Development. Strategic Goal 1: Community Mobilization and Engagement Make efforts to develop entrepreneurial attitudes, life skills, behaviours and mind-sets so as to inspire and motivate youth of J&K to take-up entrepreneurship as their first career choice. Strategic Goal 2: Entrepreneurship, Education & Training Imbibe enterprising qualities such as initiative, innovation, creativity and risk taking capabilities amongst the youth; develop their skills and capacities through structured and targeted Business Training Programs and other specialised interventions. Create and develop professional human capital for development of entrepreneurship as a distinct body of knowledge and practice, by offering various academic courses in Entrepreneurship. Strategic Goal 3: Sustained, Easy and Hassle free Access to Start-up Finance Offer and facilitate linkages to entrepreneurs across a range of financing options available from the Government, Financial Institutions, Banks and Institutional Investors. Strategic Goal 4: Business Assistance & Support (BAS)/ Business Development Services (BDS) Design and offer BAS/ BDS to help micro, small, and medium enterprises (MSMEs) so as to overcome barriers to enterprise creation, improved productivity; increase their profitability and facilitate access to high value markets. Strategic Goal 5: Entrepreneurship Research & Development Design a Research and Development framework for entrepreneurship and innovation, suitable for creating information and knowledge products & services essential for holistic approach to Entrepreneurship Development in the State. Strategic Goal 6: Policy Formulation Inputs and Recommendations 2

Provide inputs and recommend interventions for Policy Making at the State as well as the Central Governments level regarding matters of economic development of the State. Strategic Goal 7: Project Management & Implementation Liaise with Government & Non-Government stakeholders for being the choicest agency for management & implementation of projects related to sustainable economic development of the State. Strategic Goal 8: Organizational & HR Capital Development Attract, develop, reward and retain quality human resources. Develop and adopt such systems & processes that enhance transparency and accountability. Develop and maintain a functional organizational framework that creates a rational, cohesive and streamlined approach to the administration of the Organization. Strategic Goals Breakdown Structure: Strategic Goal 1: Community Mobilization and Engagement Make efforts to develop entrepreneurial attitudes, life skills, behaviours and mind-sets so as to inspire and motivate youth of J&K to take-up entrepreneurship as their first career choice. Strategic Task Make existing entrepreneurial success stories and potential entrepreneurial opportunities more visible through promotion of role models. Community Mobilization Promote successful youth and adult entrepreneurs as role models in the classroom, media, popular culture, public forums, speaker series, documentaries, local TV & radio shows, publications, etc. Devise and implement a regular calendar of mega entrepreneurial events, off-line and on-line PR-campaigns, competitions, quizs, contests, awards and knowledge about entrepreneurship. Engage and collaborate with media, including the business and youth pages of local dailies and magazines to provide more information about entrepreneurship in general. Ensure publication of news, stories and feature articles that detail local supply and demand. 3

Engage elders, purveyors of culture and faith like poets/ writers, filmmakers, clerics etc. to build youth awareness about the multitude of existing entrepreneurial opportunities and values in our culture. Structured Awareness Programs (SAPs) Awareness tools & publications Online Campaigning Youth Business Plan Competitions Adopt all such strategic tasks and objectives--called Intermediate Tasks (ITs) -- that would lead to the actualization of the strategic goal. Design & deliver time-bound, targeted and Structured Awareness Programs (SAPs) to School students (grades 8 th -12 th ); junior college, college and university students; Students of technical institutes; educated and uneducated unemployed youth in association with educational institutions and other stakeholder bodies and organizations thereby sensitizing various student & youth groups on financial literacy and personal planning, work readiness, social leadership and business entrepreneurship. Transform a passive body of information, knowledge, awareness tools and research base into a pro-active newsletter program and subsequently into a subscription magazine program aimed to: increase awareness and educate prospects. establish expertise and credibility and to serve as a networking tool. provide content for and traffic to web site and social media channels add value to the existing services positions of the Institute & its products and services as a brand Develop a vibrant interactive online campaign program through: dedicated and resourceful online portal dedicated social media channels like facebook, twitter, youtube, blogspot, etc.) web & Email versions of JKEDI Newsletter & publications Organize regular vanilla and sector-specific business idea and business plan competitions for youth so as to provide a platform to youth to develop and share their business ideas, receive training, support & access to finance and an opportunity to compete and gain useful knowledge and experience needed to translate a business idea into a successful business venture. Strategic Task Business Trainings --- Entrepreneurship Development Programme (EDP) Sectoral Trainings & Apprenticeships Business Incubation Program Entrepreneurship Education Develop and Administer comprehensive EDP curriculum to provide comprehensive Business Training to youth with little or no business experience Develop & administer training curriculum for creating, strengthening and supporting current and future entrepreneurs and delivering financial literacy for all. Develop curricula rooted in the experiential-learning methodologies through simulations, structured discussions, participatory exercises, and peer-learning techniques, experiential-learning methodologies Create learning that is relevant, immediately applicable and long-lasting. Organize sector-wise comprehensive training programs Customize training content & actual training to cater to the diverse & specific needs of aspiring entrepreneurs across different sectors and business activities. Design and integrate apprenticeship programs into the trainings, offering thereby real-life business experience to the aspiring entrepreneurs. Start a pilot business incubation program at JKEDI Campus in some convenient sectors to provide end-to-end services and solutions to the businesses registered so as to emerge as sustainable and profitable business ventures Foster linkage between entrepreneurship practice and entrepreneurship as an academic pursuit by offering shortterm certification courses in entrepreneurship and allied fields of study, extended to diplomas and post-graduate diplomas and finally into a full-fledged post graduate programs. Strategic Goal 3: Sustained, Easy and Hassle free Access to Start-up Finance: 5

Offer and facilitate linkages to entrepreneurs across a range of financing options available from the Government, Financial Institutions, Banks and Institutional Investors. Across the globe, as well as in J&K, lack of sufficient start-up finance is one of the most difficult impediments facing young start-up entrepreneurs. Young entrepreneurs in most countries rank lack of access to finance as the most severe perceived barrier to starting a business. In a European Survey, young entrepreneurs between the ages of 15-24 years ranked lack of access to finance as the number one perceived barrier even before an unfavourable market environment and administrative procedures/burdens. Interestingly, youth respondents to one of our Baseline Surveys ranked a lack of access to banks, financial institutions and services (loans, start-up capital, etc.) as the second most severe barrier to entrepreneurship after lack of entrepreneurship education and training. Globally, creditworthiness is often assessed on the basis of track record, business experience and expertise. One of the key concerns that financial institutions have about lending to youth start-up entrepreneurs is that youth lack business experience, exposure and skills. Despite the existence of strong financial institutions like J&K Bank Limited and the existence of numerous well-funded and well-intentioned government credit-linked sponsorship programs, young entrepreneurs find it hard to get the required finances for their start-up enterprises. Through this strategic objective, JKEDI intends to provide direct finance through various direct financing options as well as linkages to financial institutions to the aspiring entrepreneurs. Strategic Task Equity Finance Debt Direct Development & management of Specific Funds meant for financing business ventures in various sectors. Linkages to Financial Institutions Building and maintaining relationships with national and international Fund Houses for managing their funds that aim at economic development in the state. Direct Direct lending to entrepreneurs through various debt instruments like Term Loans and Working Capital Finance 6

Linkages to Financial Institutions Non-Fund Based Finance Creating and developing linkages with Financial Institutions to facilitate hassle free access to formal channels of Institutional finance for entrepreneurs. Creating and providing non fund based financial products to entrepreneurs to make their projects bank-worthy Strategic Goal 4: Business Assistance & Support (BAS) / Business Development Services (BDS): Design and offer BAS/ BDS to help micro, small, and medium enterprises (MSMEs) so as to overcome barriers to enterprise creation, improved productivity; increase their profitability and facilitate access to high value markets. Provide adequate and quality business assistance to a young start-up entrepreneur in the early stages of his / her entrepreneurial journey so as to increase the likelihood of success and survival of the enterprise. Business Assistance and Support (BAS), also often referred to as Business Development Services (BDS), are generally defined as: services that improve the performance of the enterprise, its access to markets, and its ability to compete. JKEDI has adopted a definition of BDS as a function that comprises all formal and informal non-financial services that can help young entrepreneurs starting up their businesses to transform their fledgling ventures into successful enterprises. Business assistance and support will include market support, consultancy, facilitating access to business enablers like technology, business information, business linkages, and infrastructure development. It will also include other non-financial support services like mentoring, support networks, business clubs, incubators, monitoring and evaluation initiatives. Strategic Goal 5: Entrepreneurship Research & Development Design a Research and Development framework for entrepreneurship and innovation, suitable for creating information and knowledge products & services essential for holistic approach to Entrepreneurship Development in the State. 7

JKEDI intends to establish a dedicated Centre for Policy Studies and Research so as to create a body of knowledge for informed policy interventions, advocacy and knowledge sharing. Strategic Task R&D Framework R&D Themes Publication & Advocacy Impact Analysis & Evaluation Defining an R&D Framework for Entrepreneurship and Innovation on Information Product Generation Key R&D themes will include: Entrepreneurial/new venture formation and performance Financial capital (types and importance; access to capital) Entrepreneurial intentions, decisions and ambitions Academic entrepreneurship & university spin-offs Small and medium-sized enterprises (SMEs) Sectoral Research Economic Potential Entrepreneurship from a gender perspective Performance Evaluation of programs Evaluation of training and academic curriculum for Entrepreneurship Based on the results and insights of R&D, JKEDI will be able to formulate and put forth reports, advocacy documents, a multitude of information products, proposed innovative financial products, best practices, etc. and ultimately contribute towards vibrant entrepreneurship development in J&K. This will enable the Institute to measure the efficacy of its various programmes and interventions so as to undertaken timely corrective measures. Strategic Goal 6 - Policy Formulation and Recommendations: Provide inputs and recommend interventions for Policy making at the State as well as the Central Governments level regarding matters of economic development of the State. JKEDI intends to position itself in an advisory role as an important player in the economic empowerment of the state and proposes to dispense advice and/or recommendations to Government of J&K, Central Government and other National Organisations on all matters related to sustainable economic development of the State of J&K in general and business, entrepreneurship development and livelihood creation, in particular. With a strong R&D base, JKEDI would be able to provide quality inputs and share findings for better policy frameworks and maximized policy impact. 8

Strategic Goal 7 - Project Management & Implementation: Liaise with Government & Non-Government stakeholders for being the choicest agency for management & implementation of projects related to sustainable economic development of the State. To achieve this objective, JKEDI intends to revise and develop its project management and implementation abilities and employ a scientific Project Management Approach to become a domain expert on Project Implementation thereby enabling the Institute to establish itself as the choicest agency to pitch for & fetch projects related to economic development of the State. The Institute will strive to create and develop Project Management (PM) competencies including sound knowledge of the project design and delivery process, planning and execution, contracting options, procurement strategies and monitoring & evaluation systems for projects. Strategic Goal 8 - Organizational & HR Capital Development: Attract, develop, reward and retain quality human resources. Develop and adopt such systems & processes that enhance transparency and accountability. Develop and maintain a functional organizational framework that creates a rational, cohesive and streamlined approach to the administration of the Organization. Develop and adopt such systems & processes that enhance transparency and accountability and maintain a coherent conceptual organizational framework that provides a rational and functional understanding of the ways in which different departments of the organization operate and thereby construct a cohesive and streamlined approach to the administration of the Organization. 9
