WA-20051 OPERATIONS INSTRUCTION 0-6 DRESS AND GROOMING STANDARDS 1. PURPOSE: This Operations Instruction (OI) outlines the dress and grooming standards that cadets must abide by including uniform wear, hygiene, and grooming standards. 2. GENERAL INFORMATION: The cadet AFJROTC uniform is practically the same as the USAF uniform worn by active duty, reserve, and National Guard personnel. As such, the AFJROTC uniform is a symbol of the proud heritage associated with the USAF. So, a cadet s dress and grooming must be impeccable and correct. When cadets wear their uniform, they are responsible for presenting a neat, clean, and professional military image. A professional military image has no room for the extreme, the unusual, or the faddish. The standards for wearing the uniform consist of five elements: neatness, cleanliness, safety, uniformity, and military image. The first four are absolute, objective criteria for the efficiency, health, and well-being of the Air Force (USAF). The fifth standard is also very important, subjective, but necessary. People, both military and civilian, draw conclusions as to the effectiveness of the USAF by how they perceive those in uniform. 3. HQ AFJROTC DRESS AND GROOMING POLICY: The Air Force blue uniform is the standard uniform for AFJROTC. Only students who are currently enrolled in AFJROTC can be issued uniforms. ALL cadets enrolled in AFJROTC must meet the minimum dress and grooming standards within 45 calendar days from the start of school (SASI directed that this day is 13 October 2017.) or their enrollment date or they will be disenrolled from AFJROTC. EFFECTIVE UPON ENROLLMENT, ALL CADETS, WITH OR WITHOUT AN ISSUED UNIFORM, MUST COMPLY WITH USAF PERSONAL APPEARANCE AND GROOMING STANDARDS ON UNIFORM DAYS STARTING 12/13 SEPTEMBER 2017. ALL CADETS MUST HAVE ALL OF THEIR UNIFORMS BY 13 OCTOBER 2017. 4. UNIFORM COMBINATIONS: (Refer to the Attachments located at the end of this OI.) The ASI will issue cadets various military uniforms. They must wear these uniforms in accordance with this OI, the AFJROTC Operations Supplement, HQ AFJROTC and USAF instructions. a. Blue Uniform Combinations: The ASI will issue every cadet a USAF blue uniform that consists of a pair of dark blue trousers; a light blue short- and long-sleeved shirt; a dark blue service dress coat; a dark blue, light weight jacket (aka Happy Jacket); a pair of black shoes; a pair of black socks; a blue belt with silver, metal tip and metal, silver buckle; a dark blue tie or tab (females); and a dark blue flight cap. Females can wear a dark blue skirt and black pumps (coordinate with ASI). Cadets can wear one shoulder cord on the left shoulder of any blue uniform combination. Drill team, color guard, and senior staff commanders can wear a team/commander style and color-designated beret and shoulder cord with the blue uniform. Drill/performance teams can wear ascots and gloves with the blue uniform during performances only. The blue uniform can be worn in different combinations: 1
2 (1) Class A Combination: dark blue service dress coat, light blue shirt (short- or long-sleeved), dark blue tie or tab (females), dark blue trousers or skirt (females), black socks, black shoes, blue belt with silver tip and buckle. This combination includes the appropriate ranks, patches, insignias and badges, ribbons, and shoulder cord. Cadets must wear a white, v-neck t-shirt, without any writing, underneath the light blue shirt. (2) Class B Combination: light blue shirt (short- or long-sleeved) ), dark blue tie or tab (females), dark blue trousers or skirt (females), black socks, black shoes, blue belt with silver tip and buckle. Wear the light weight jacket consistent with the weather. This combination also includes the appropriate ranks, patches, insignias and badges, ribbons, and shoulder cord. Cadets must wear a white, v-neck t- shirts, without any writing, underneath the light blue shirt. (3) Class C Combination: light blue, short-sleeved shirt, dark blue tie or tab (females), dark blue trousers or skirt (females), black socks, black shoes, blue belt with silver tip and buckle. Wear light weight jacket consistent with the weather. This combination also includes the appropriate ranks, patches, insignias and badges, ribbons, and shoulder cord. Cadets must wear only a white, v-neck t- shirts, without any writing, underneath the light blue shirt. (4) Uniform Days: Cadets must wear the designated blue uniform combination every Tuesday or Wednesday of each month unless directed otherwise by the SASI. No exceptions. Cadets must wear the physical fitness uniform on physical training days. (5) Field Trips: Cadets must wear the Class C combination uniform on field trips to military installations and on military aircraft unless the SASI designates otherwise. Even then, cadets must comply with USAF personal appearance and grooming standards. b. Airman Battle Uniform (ABU): consists of an ABU shirt, ABU pants, ABU garrison hat, tan or sage ABU crew-neck t-shirt, tan web belt, sage green socks, and only sage green combat boots. The ABU includes the AFJROTC white patch, unit patch, and name tapes (AFJROTC and Last Name). Battle dress uniforms from other military services are not authorized. Cadets cannot wear shoulder cords or ascots with the ABU. (1) The ABU inventory is extremely limited, so only the senior staff commanders and the corps executive officer can wear the ABU starting with the corps commander and working down. (2) Cadets must purchase their own t-shirts, socks, blousing straps, and their name tape. Wear only a crewneck, tan or sage-colored t-shirt underneath the ABU no writing on the t-shirt. c. Physical Fitness Uniform (PT): consists of a gray t-shirt, gray or dark blue trunks, gray sweat shirt, gray sweat pants, sweat socks, and tennis shoes. (1) This uniform must be worn during physical fitness training days (during class only) usually on Fridays. (2) Cadets must purchase their own tennis shoes and socks. (3) Do not mix this uniform with civilian clothes or military uniforms.
(4) Cadets, who do not have the PT uniform, because of inventory limits, must wear civilian clothes that allow them to safely participate in PT. d. Drill Team Uniforms: Includes an additional Class A uniform except shoes and socks. (1) Each drill team will wear the designated combination of the blue uniform. (2) Accessory items include, ascots, gloves, helmets, saber, harnesses, performance belts, can only be issued and worn for/during performances unless the SASI approves an exception. Berets and one shoulder cord can be worn with the blue uniform/abu as described above. 5. RESPONSIBILITY FOR AND MAINTAINING UNIFORMS: a. Responsibility for Uniforms: Cadets (parents/legal guardians) are responsible for ALL uniform items issued to them and will reimburse the USAF for the replacement cost of any uniform item issued to them that is lost, damaged, stolen or not returned. The ASI will place a fine on the student s account and parents will be billed. Graduation can be affected by fines and grades and transcripts will not be issued. The USAF will take appropriate action, if necessary, to obtain uniforms. b. Uniform Cleaning: Cadets must keep ALL uniform items issued to them clean and in good condition for health reasons and to prevent damage to the uniform. Dark blue uniform items and berets must be dry-cleaned. All of the other uniform items (including ascots) can be machine-washed. Cadets (parents/legal guardians) have to pay for the cleaning. All uniforms must be dry-cleaned or machined washed, as previously explained, before returning them to the ASI/SASI at the end of the school year, when the cadet leaves AFJROTC, or when the uniforms are turned-in as directed by the SASI/ASI. The ASI/SASI will only accept the dry-cleaning receipt(s) as proof that the uniform was dry-cleaned. In some circumstances, cadets/parents/guardians can have the ASI get the uniforms dry-cleaned at the end of the school year, when a cadet leaves AFJROTC or when the uniform is turned-in. In that case, the cadet/parent/legal guardian must pay the business office the final cleaning fee (determined by the ASI), bring the receipt to the ASI/SASI, and he will take the uniform and get it cleaned. Fines will not be cleared from a student s school account until all issued uniform items are returned cleaned as described above. 6. OTHER DRESS AND APPEARANCE RULES: a. Do not mix civilian clothes with uniform items. b. Do not carry bulky items in the uniform pockets. c. Back packs can be worn with uniforms but must not interfere with saluting or present a safety issue. d. Do not wear earphones or i-pod ear-pieces in ears when in uniform, because they look unprofessional and could pose a safety hazard. e. If possible, carry books and other items in the left hand or arm to keep the right hand and arm free to salute. 3
4 f. Cadets must wear the military blue-clutch design (plastic) nametag with the light blue shirt. USAF metal name tags must be worn on the service coat. The USAF will only purchase two blue plastic nametags and one metal nametag for each cadet during the course of the cadet s AFJROTC career. Cadets must purchase any nametag exceeding the authorized number. g. Only authorized ranks, badges, insignias, ribbons must be worn on the service coat in accordance with attachments at the end of this OI. Cadets who were previously enrolled in a sister service JROTC program may wear the badges or pins earned on their AFJROTC uniform in the location specified by the sister service. In a conflict, the AFJROTC badge location takes precedence over the sister service badge or pin. Other JROTC service ribbons (earned while enrolled in the services JROTC program) are worn below and to the right of the AFJROTC ribbons in the following order: Army, Navy, and Marine Corps. The senior staff can, with SASI approval, determine if the ribbons must be worn on the light blue shirt when not wearing the service coat. All other ranks, badges, and insignias must be worn on the shirt in accordance with the attachments at the end of this OI. h. Valor awards from all services are worn ahead of all other ribbons from any service. The AFJROTC Valor Awards are worn first followed by the other services valor awards and worn in the following order: Army, Navy, Marine Corps, and Coast Guard. i. Cadets cannot wear any Active Duty, Reserve or Guard patches, ranks, badges, insignias, or ribbons. j. Do not run, perform physical labor, or participate in sports activities while wearing the uniform. Do not sit on the ground when wearing the blue uniform. k. Physical displays of affection (PDA) are not allowed when wearing the uniform. Keep in mind that the school has PDA policies as well. l. Any behavior that denigrates the uniform or reflects a negative image is prohibited especially when in uniform. m. Cadets can wear their AFJROTC uniform while traveling to and from school unless the SASI directs otherwise. Do not wear the uniform on any mode of public transportation, while participating in demonstrations or partisan political activities, for crowd control, while hitchhiking, or during any other activity that may reflect negatively on AFJROTC or the USAF or suggests that AFJROTC or the USAF endorses or supports a particular cause, political party or candidate, etc. The SASI must approve wearing the uniform at any non-afjrotc activity. n. Do not wear the uniform as low riders. This alone is grounds for taking the uniform away. o. Do not wear medals and ribbons simultaneously except during special events and as designated by the SASI. p. Do not chew gum while in uniform because it looks unprofessional. q. Always tuck in uniform shirts into trousers and keep the blue service dress coat buttoned. The dark blue light-weight jacket must be zipped up at least half-way and the zipper tab tucked in. PT shirts may be worn out or tucked in.
7. MALE-SPECIFIC UNIFORM WEAR AND GROOMING POLICIES: (See Attachments) a. Handkerchiefs, pens or pencils, watch chains, pins, jewelry, wallets, combs, and sunglasses must not be exposed anywhere on the uniform. b. Sideburns must be neatly trimmed and tapered in the same manner as the haircut. They cannot extend beyond the lowest part of the outer opening. Sideburns must also be straight, even in width (not flared), and end with a clean-shaven, horizontal line. c. Hair must be kept clean, neat and trimmed and must not contain large amounts of grooming aids such as greasy creams, oils, and sprays that remain visible in the hair. Hair must not touch ears or eyebrows and only closely cut or shaved hair on the back of the neck should touch the collar. Hair should not exceed 1 ¼ inch in bulk (the distance that the hair projects from the scalp when groomed as opposed to length of hair) regardless of length and must not interfere with wearing any USAF headgear properly and must not protrude below the front band of the headgear. A tapered appearance is required e.g. when viewed from an angle, the outline of the hair on the side and back will generally match the shape of the skull, curving inward to the end point. Hair cannot contain nor have any visible foreign objects attached. Dyed hair must look natural in color no unusual colors that contrast with the hairs natural color. No extreme or faddish hair styles are allowed. See the figures below. d. Face must be clean-shaven. Mustaches are authorized; however, they must be neatly trimmed, must not extend downward beyond the lip-line of the upper lip, and may not extend sideways beyond an imaginary, vertical line drawn upward from the corner of the mouth. Handlebar mustaches are prohibited. e. Beards are not allowed except for medical reasons as directed by a physician. If authorized, beards must be trimmed symmetrically and the hairs of the beard cannot extend more than ¼ inch from the skin. Medical authorizations must be in writing and on file in cadet records. f. Do not wear wigs and hairpieces except for cosmetic reasons and they must conform with paragraph c above. h. No fingernail polish. 5

8 8. FEMALE-SPECIFIC UNIFORM WEAR AND GROOMING STANDARDS: (See Attachments) a. Wear appropriate undergarments (with a t-shirt) to present a modest, conservative, and feminine appearance. b. Handkerchiefs, pens or pencils, and jewelry, must not be exposed anywhere on the uniform. Ankle bracelets cannot be worn when in uniform. c. Cosmetics must be conservative and in good taste. d. Fingernails must be kept clean and well groomed. Fingernail polish must be a single color that does not distinctly contrast with the female cadet s complexion, detract from the uniform, or be extreme colors. Some examples of extreme colors include, but are not limited to, purple, gold, blue, black, bright (fire engine) red and florescent. Cadets must not apply designs to nails or apply two-tone or multi-tone colors. White-tip French manicures are authorized. Fingernails must not exceed ¼ inch in length and go beyond the tip of the finger. e. Hair: Minimum hair length is ¼ inch, to a maximum bulk of three inches from scalp and allows proper wear of headgear. Hair will end above the bottom edge of collar and will not extend below an invisible line drawn parallel to the ground, both front to back and side to side. Bangs, or side-swiped hair will not touch either eyebrow, to include an invisible line drawn across eyebrows and parallel to the ground. (See Figure 3.3) When in doubt, assess correct length of hair with Airman standing in the position of attention. The intent is for pinned-up hair to be styled in a manner that prevents loose ends from extending upward on the head. For example, when using a clip or hairpins, hair will not present the appearance of a rooster tail. When hair is in a bun, the bun must be a single bun; no wider than the width of the head and all loose ends must be tucked in and secured. When hair is in a ponytail, it must be a single ponytail; that does not exceed bulk and length standards and does not extend below the bottom of the collar (except while in the PTU). As with all hairstyles, a neat and professional image is essential. Hair accessories: If worn, fabric scrunchies, hairpins, combs, clips, headbands, elastic bands and barrettes must match the hair color (i.e., blonde, brunette, natural red, black, and grey). Hair must still comply with bulk and appearance standards. Headgear must fit properly. Headbands or fabric scrunchies will not exceed one-inch in width. Ornaments are not authorized (i.e., ribbons, beads, jeweled pins). Braids, twists, micro-braids, French braids, Dutch braids and cornrows are authorized. A braid or twist is two or more portions of interwoven hair. If adding additional hair, it must be a natural looking color, similar to the individual's hair color. It must be conservative (moderate, being within reasonable limits; not excessive or extreme) and not present a faddish appearances. Hair must not exceed bulk and length standards and must not extend below the bottom of the collar Headgear must fit properly. All braids/twists, when worn will be of uniform dimension, no wider than one inch, with natural spacing between the braids/twists and must be tightly interwoven to present a neat, professional and well-groomed appearance. When worn, multiple braids shall be of uniform dimension, small in diameter (approx. ¼ inches), show no more than ¼ inch of scalp between the braids and must be tightly interwoven to present a neat, professional appearance. A braid/
twist must continue to the end of the hair without design and following the contour of the head, and may be worn loose or in a secured style within hair standards in information above: Micro-braids or twists are not required to continue to the end of the hair. Unauthorized: Locs and shaved heads. Locs are defined as portions of hair that have been intentionally or unintentionally fused together to form a loc or locs. Shaved heads are defined as complete removal of all hair to the skin on the head or portions of the head. (See figure 3.5) Hair color, highlights, lowlights, and frosting will not be faddish or extreme and will be natural looking hair color, similar to the individual s hair color (e.g. black, brunette, blond, natural red, and grey). 9
10 g. Skirts: Females are authorized to wear USAF skirts. The length of the skirt may not vary beyond the top and bottom of the kneecap and should fit smoothly, hang naturally, and not excessively tight. Hosiery is required with a skirt and must be sheer nylon in a neutral dark brown, black or off-black, or dark blue shade that compliments the uniform and skin tone. h. Shoes: Females must wear the black issued shoes. They can, however, make arrangements with the ASI to purchase (at their own expense) the authorized USAF pumps. The pumps must be low cut and have a rounded throat (the top opening) with a raised heel no higher than 2 ½ inches (measured from the inside sole of the shoe to the end of the heel lift). The tip of the heel cannot be less than ½ inch in diameter or larger than the body of the shoe. Faddish styles (e.g. extreme toes, pointed or squared, or extreme heel shapes are not authorized. Pumps must be plain, clean and serviceable, and without ornamentation such as buckles, bows, or straps. The material will be smooth, scotch-grained or a manmade material. No Corfram, patent leather or high gloss pumps are authorized (using USAF funds). 9. JEWELRY, TATTOOS, BRANDS, BODY-PIERCING, EYEGLASSES, SUNGLASSES: a. Jewelry, Wristwatches, Bracelets, Earrings: While in uniform, cadets may wear a conservative style wristwatch and no more than three conservative style rings at any one time. Cadets can wear one bracelet if it is neat and conservative. However, the bracelet must not detract from a military image, must not be wider than one-half inch, and must not subject anyone to potential injury. Colored bracelets that support a cause are not allowed. No ankle bracelets while in uniform. Cadets cannot wear ornaments on their head or around their neck. Thumb rings are not allowed in uniform. Female cadets can wear earrings, while in uniform, if the earrings are conservative and kept within sensible limits. For example, cadets may wear one small spherical (diamond, gold, white pearl, or silver) pierced or clip earring on each earlobe that must match. Earrings should fit tightly without extending below the earlobes unless they are clip earrings. Male cadets cannot wear earrings while in uniform. b. Brands or tattoos that are obscene, advocate sexual, racial, ethnic, or religious discrimination harm good order and discipline or bring discredit upon the USAF cannot be anywhere on the body in or out of uniform. (1) Excessive tattoos or brands, even though they do not violate the prohibitions in the above paragraph, will not be exposed or visible (including visible through the uniform) while in uniform. Excessive is defined as any tattoo or brands that exceed one-quarter of the exposed body part, and those above the collarbone and readily visible when wearing an open-collar uniform. (2) The SASI may exercise discretion if a new cadet arrives and is not in full compliance with the tattoo branding rules. In which case, the SASI may allow the cadet to participate in AFJROTC as long as the brand or tattoo is covered with the skin-collared bandage while in uniform. (3) Cadets must understand that tattoos and brands may preclude them from serving in the US military. c. Body Piercing: Cadets, in uniform, are not allowed to attach or display objects, articles, jewelry, or ornamentation to or through the ear, nose, tongue, or any exposed body part (including anything that
might be visible through the uniform). This restriction applies to gages as well. Female cadets, in uniform, are allowed to wear conservative earrings, pierced or clip style, in their earlobes. Cadets can wear a clear piercing stud, while in uniform, if needed to maintain the piercing with SASI approval. e. Eyeglasses and Sunglasses: Glasses must not have any ornaments on the frames or lenses. Eyeglass lenses that are conservative, clear, slightly tinted or have photosensitive sensitive lenses can be worn indoors or while in military formation. If cadets are outside and in uniform, the lenses and frames of their eyeglasses or sunglasses must be conservative (not faddish or mirrored). Sunglasses are not allowed while in formation. No glasses can be worn around the neck when in uniform. 10. UNIFORM INSPECTIONS AND ASSOCIATED GRADING POLICIES: (See Uniform Inspection Rubric) a. Cadets must participate in all weekly uniform inspections. The SASI will designate the uniform inspection day (normally Tuesdays and Wednesdays). Some uniform inspections are associated with some mandatory activities. (Reference you class syllabus) Again, the uniform combinations are Class A, Class B, Class C, ABU, and PT uniforms and described at the beginning of this OI. b. Cadets must comply with all grooming standards by 13/14 September (first inspection) with or without a uniform. Dress and grooming standards inspections begin when a cadet has a complete blue uniform combination A, B, OR C. On 20 October 2016, all cadets must have a full set of blue uniforms, ABUs (as explained above) and PT uniforms. So, subsequent inspections will follow a Class A, Class B, Class C rotation. ABU inspections are on the 2 nd inspection of each month for the applicable cadets. PT uniform inspections are every Friday and will be incorporated into the regular weekly uniform inspection potentially lowering the cadets weekly uniform grade by a full grade. c. Cadets who need a required uniform item must obtain that item from the ASI or SASI the day before any inspection. So, cadets must plan ahead. d. The flight commander will pass out the inspection rubric and ensure each cadet fills out the rubric correctly before the inspection and has it in hand when the flight forms up for inspection. The cadet flight commander must, then, form up his or her flight properly for inspection and conduct the inspection in accordance with AFMAN 36-2203. Consequently, flight commanders and flight sergeants must get with the ASI to learn how to conduct inspections in accordance with this manual. The flight sergeant will follow the flight commander and record each individual cadet s inspection discrepancies on their individual inspection rubrics and return the rubric to the cadet. If flights are large, then the cadet flight commander can ask his or her element leaders, 4 th year cadets, or experienced drill team members to assist in inspecting cadets to shorten the time required for inspections. After the inspection, the flight commander will release the cadets to the classroom and have them record their over score on their rubric. The flight sergeant will collect all of the rubrics and ensure they were filled out correctly. The flight sergeant will file each cadet s inspection sheet in their cadet inspection folder. Inspections must take no more than 15 minutes. e. Cadets cannot wear service caps, Happy Jackets or sunglasses during inspections. They must wear their flight caps unless the SASI or ASI directs otherwise. 11
12 f. Cadets must familiarize themselves with the attachments in this OI which will help them better understand how to place all ranks, badges, ribbons, etc on the uniform properly. These attachments depict dress and grooming standards as well. g. Cadets can earn a Meets Standards grade for a perfect score. They must exceed 100 points to earn an Exceeds Standards score. If the SASI or ASI finds out (through an channels) that a cadet did not wear the appropriate uniform the entire school day or wore the uniform improperly (dress and grooming standards), then they will change that cadet s score to a 1 with no retake. h. All uniform inspection grades will count towards unit and national AFJROTC awards, participation on drill teams and attendance on field trips. j. PT Uniform Inspections: On each PT day, the flight commander and flight sergeant will ensure that each cadet is wearing their PT uniform (at least the shorts and t-shirt). They will then update that cadet s uniform inspection score that week s rubric by deducting 5 points (if not in PT uniform) from or adding 5 points (if in PT uniform) to the cadet s total point value and adjusting the cadet s inspection grade for that week. PT uniform inspections cannot be retaken. The flight sergeant/commander must return the cadets rubric to his inspection file. 11. BATTLE DRESS UNIFORMS (BDU)/AIR BATTLE UNIFORM (ABU) a. ABUs are described at the beginning of this OI. SASI-designated cadets can only wear the ABU on the second Tuesday or Wednesday inspection day of each month on military aircraft, if approved by the SASI, or during Cadet Leadership Courses and Joint Cadet Leadership Camps. b. ABUs must be worn in accordance with USAF policies and as directed by Holms Center guidance: proper boots, socks, hats, belts, t-shirts, etc. Cadets must wear the garrison ABU cap and sage green boots. Cadets cannot wear a shoulder cord or ascots with the ABU. c. Eventually we may be able to issue ABUs to everyone going to a leadership course or camp and, subsequently to 3 rd and 4 th year cadets who earn the privilege. d. Athletic shoes can be worn with the ABU if the SASI approves and is based on the activity being performed; otherwise, sage green ABU combat boot (at cadet cost) are required. e. Cadets must wear the tan ABU t-shirt (purchased by cadet) underneath the ABU shirt. There cannot be any writing or pictures on the t-shirts unless the writing is associated with AFJROTC i.e. leadership camps/courses. When directed by the SASI, cadets can wear the ABU without the shirt as long as the cadet is wearing the appropriate ABU tan t-shirt. f. ABUs must be worn during spring and summer leadership courses as directed by the camp commandant. g. ALL ABUs MUST BE RETURNED AT THE END OF SCHOOL, IF A CADET DROPS AFJROTC, AND AFTER ANY LEADERSHIP CAMPS. FAILURE TO DO SO WILL RESULT IN A FINE, DELAY IN GRADUATION AND TRANSCRIPTS, OR LEGAL ACTION IF NECESSARY.
12. PHYSICAL TRAINING (PT) UNIFORM: a. Each cadet will be issued a USAF-approved PT uniform as described at the beginning of this OI. b. PT gear must be worn on PT days and when directed by the SASI. Cadets do not have to wear the PT uniform the entire school day - AFJROTC class only. Cadets will be inspected for grade. c. PT t-shirts may be worn out or tucked in. d. Portions of the PT uniform may not be mixed with any combination of civilian clothes or the blue USAF uniform. e. The PT uniform is not to be substituted for the weekly uniform day. f. PT uniforms are required for all leadership camps/courses. 13. OTHER ITEMS: a. USAF Metallic Name Tags: Cadets must wear this name tag on the service dress coat. Units are authorized to purchase only one (the first) metallic name tag with USAF funds. If it is lost, damaged, or stolen, then the cadet has to replace the name tag at their own expense. Only the metallic nametag can be worn on the service dress. b. Blue Plastic Nametag: Cadets must wear this nametag on the short-sleeve or long sleeve shirts. c. Male or Female Service Caps: Cadet officers can wear these caps, when not in formation, but they have to purchase these caps using their own funds. d. The light weight blue jacket (Happy Jacket): Cadets can wear this jacket indoors or outdoors and must be zipped at least halfway. e. Women may wear the male version of the lightweight blue jacket, belt and flight cap. f. Shoulder Cords: Cadets can wear one shoulder cord on the left shoulder of the blue uniform dress coat or light blue shirt. Performance teams (white cord), senior staff commanders (silver, green cord with appropriate fob(s) depending upon their leadership position), and members of Kitty Hawk (light blue cord) can wear their color and designed-designated cords. g. Berets: Senior staff commanders and performance team members can wear their color and design-designated berets on their blue uniform or ABUs. Cords should be pinned to the shoulder with the pin hidden beneath the cord. h. Patches: The AFJROTC patch is mandatory on the left sleeve of all uniforms except the raincoat, overcoat, and all-weather coat. The unit patch is optional and should be worn on the right shoulder only. i. Other badge, insignia, and ribbon descriptions, earning criteria and uniform placement is described in the Awards and Decorations OI and shown in the picture attachments below. 13
14 j. Hats: The dark blue flight cap is the authorized hat that all cadets must wear with the blue uniform. The SASI can allow cadet officers to wear the USAF service hat, with plain visor, but the USAF cannot issue/purchase the hat and the hat cannot be worn in formation unless all of the other cadets in the formation are wearing the service hat. Cadets cannot wear the silver officer braid on your uniform or flight cap. k. Ties/Tabs: A USAF tie (males) and/or tab (females) must be worn when wearing the blue service dress coat and/or the long-sleeved light blue shirt. 14. RELIGIOUS HEADGEAR: a. Religious headgear (plain, dark blue or black, minimally conspicuous head covering) may be worn indoors upon the approval of the SASI, school principal, HQ AFJROTC Director, and the Holms Center. b. This headgear may be worn outside so long as it is not visible (i.e. the standard issue Air Force cap must conceal any religious headgear) upon approval of the SASI, school principal, HQ AFJROTC Director, and the Holms Center. c. Cadets can request a waiver by going through the SASI who will describe the waiver process and the associated documents and photos. d. Cadets cannot be issued or wear the USAF uniform until the Holms Center approves a waiver. 15. OTHER RELIGIOUS ITEMS: a. Other religious items (other than headgear) will not be visibly worn with any AFJROTC uniform unless approved by the SASI, school principal, HQ AFJROTC Director and the Holms Center. Like the religious headgear, cadets must go through the SASI who will describe the approval process. b. Cadets cannot be issued or wear the USAF uniform until the Holms Center approves a waiver. c. No item should be authorized that will have an adverse affect on the student s health, safety, or performance of their duties. d. Any other religious exception to policy (ETP) uniform wear or personal appearance accommodations, including but not limited to shaving, hair length, and jewelry or other worn items, which are not covered above will be handled on a case-case basis. Even then, approval must be granted by the SASI, school principal, HQ AFJROTC Director, and the Holms Center. Cadets cannot be issued or wear the uniform until the Holms Center approves a waiver. 16. PREGNANT CADETS: a. Female cadets are exempt from uniform wear requirements when a pregnancy progresses to the point where it is not possible to wear the standard blouse or skirt. However, personal appearance/grooming standards still apply. b. USAF maternity uniforms are authorized; however, the cadet must purchase the maternity uniform using their own money. Coordinate with the ASI.
14. UNISEX POLICY: uniform items designated for a particular sex will not be worn by members of the opposite sex except as authorized with USAF instructions. Female cadets are authorized to wear the male lightweight jacket (happy jacket) and male flight caps. 17. UNIFORM WEAR PROCEDURES: a. Cadets must not wear any USAF/AFJROTC uniform on any public transportation system or at any public or private non-afjrotc event or in any public facility or location without the SASI s prior approval. 1) If cadets use public transportation to get to and from school, then they will store their uniforms in the AFJROTC storage room and change into and out of their uniforms at the beginning and end of each uniform day respectfully. 2) Cadets are still required to wear the appropriate uniform combination all school day on uniform days no exceptions. So, cadets need to coordinate with their teachers to ensure they can comply with this policy. b. Cadets should coordinate with their PE teachers to see if they will allow them to store their uniforms in their offices during PE class. c. Cadets can wear their uniforms on their school bus. Parents/legal guardians and cadets must contact the SASI/ASI if there are any problems. If cadets have to walk a long distance alone to and from their bus stop, then they may carry their uniform in a suit bag and get into their uniform when they arrive at TBHS. However, they must coordinate with their first and fourth period teachers to allow time for them to put on or take off their uniforms. There is not enough room to store these cadet s uniforms so they should use a suit bag. d. Cadets can wear their uniforms to participate in AFJROTC activities as long as they are using their own vehicle (parent, SASI, ASI approval), using FWPS transportation and they are with a parent, one of their AFJROTC instructors, a district bus driver or a SASI- & district- approved chaperone. They must go directly to the activity and return immediately to TBHS or home. Wearing the uniform during intermediate stops are fine as long as the cadets stay with their AFJROTC unit, chaperones, and leaders. Intermediate stops are not authorized if cadets drive themselves to and from an AFJROTC event. e. Uniforms are required when participating in an official AFJROTC base visit; exceptions must be approved by the SASI prior to the visit. 15
