The new line of reporting will go through Professor Sue Hill, Chief Scientific Officer, NHS England. 20/16 NHSBT Core Systems Modernisation Presentation by Mick Burton on the Core Modernisation programme that is to replace all NHSBT platforms. Cost likely to be 30-35 million. This is a very large piece of work that will take several years and may impact on responsiveness of NBSBT to some other projects. NBTC recognised the upgrade was vital and would result in a robust and modern system. NBTC requested that consideration be given to making the systems flexible enough to allow clinical data collation and analysis for purposes of clinical bench-marking in the future. 21/16 HEV screening implementation Presentation from Stephen Thomas, NHSBT including overview of possible role for NBTC in planned SaBTO review Successes: SaBTO recommendation in July 2015 Testing implemented in Feb 2016 Components issued from Mar 2016 1 in 1030 donations confirmed positive (n = 73) Successful rapid implementation of a complex safety measure Challenges: Estimation of demand Revised numerous times Hospital challenges Imprecise clinical guidance, costs, LIMS restrictions Sample selection process in blood service testing labs Laborious process IT controls Developments time-consuming, limited by development cycle and change freeze Action: ST to ensure SB is invited to SaBTO meetings. Discussions on whether irradiation damages platelets. guidelines are being reviewed. ST confirmed the 22/16 Review of Work plan 2015/16 and NBTC Work plan 2016/17 NBTC EWG 20 June 2016 2

Updated workplan 2015-2016 was reviewed and agreed. annual report KP will prepare Reviewed 2016/17 plan Benchmarking needs to be reworded slightly. Possibility of running pilot indicator looking at red cell threshold. Also continuing to work on transfusion request specification. Need to specify which hospitals so data can be collected. 23/16 NBTC Working Groups update RTC Chairs Minutes Nothing raised. Royal Colleges and Specialist Societies Dr David Whitaker has stood down as representative of the Royal College of Anaesthetists and as Chair of the Royal Colleges & Specialist Societies Group Dr Susan Mallett will replace Dr Whitaker as RcoA representative and a new chair will need to be selected NB correct typo for date change from September to November. Action: CB TLM Working Group 2016/17: o Attempt to get UKTLC report commentary published in Biomedical Scientist. o Meeting with UKAS assessor manager proved helpful as a future contact. o Logistics of ffdna RHD testing reviewed. o Call BPL to account for supply shortages. o Review impact of increase supply of A Neg red cells to non-a Neg Pt groups (from increased platelet production). o Reviewed stock platelet group mix and overall platelet wastage by region. o HEV implementation. o Staffing numbers, quality and skill mix an on-going issue. Education Working Group Received report of last year s work and plans for 2016-2017 RCPath Transfusion Medicine 2016 symposium The biennial 2 day highly popular Transfusion Symposium Medicine symposium will be held on 24 th and 25 th November 2016 at the Royal Society of Medicine). KP gave overview of objectives highlighting that there is no mention of the training of laboratory staff. KP to ask SA to add on to next years plan. Action: KP NBTC EWG 20 June 2016 3

Patient Involvement Working Group CB to circulate minutes from the meeting held on Friday, 10 June once they are approved. Action: CB Patient Consent RG gave précis of meeting. PILs many updates, standardising wording and moving sites. Currently working with NHS England to obtain Information Standard which is a kite mark for PILs. Biddy Ridler had given presentation communicating views on transfusion, Public Knowledge and Perception of Blood: Transfusion and Conservation The Exeter Experience. Over 1000 people surveyed. Very positively received. Patient Blood Management Working Group The group meets twice per year in January and June. Current activities are focussed on providing the infrastructure to support implementation of PBM and include: 1. Contributing to the NHSBT PBM work plan and strategy 2. Completion of 2015 PBM survey (91% response rate); specific actions for NBTC identified 3. Updating of NBTC Indication codes to match latest NICE and BCSH guidelines 4. Standardisation of transfusion requesting with decision support (building on Oxford experience) 5. Exploration of options for clinical benchmarking 6. Proposal for QI project in PBM looking at red cell transfusion thresholds and single unit transfusions in stable non-bleeding patients 7. The Choosing Wisely Initiative 8. Participation in consultation for NICE quality standards for clinical transfusion 9. Delivery of PBM pilots 10. Supporting recommendations of Group O D Negative working group 11. Supporting national comparative PBM audits in surgery and haematology (linked to AFFINITIE study 12. Development of Smartphone App for PBM 13. Producing PBM implementation tools on hospitals.co.uk website http://hospital.blood.co.uk/patient-services/patient-blood-management/ 24/16 Blood Components Workshop 19 th Sept 2016 There is to be a workshop on components development as part of RTC Chairs meeting on Monday, 19 th September. The RTC Chairs and the Royal Colleges and Specialist Societies will be asked to provide feedback on prioritisation of component developments during a series of short presentations. 25/16 Serious Hazards of Transfusion (SHOT) An update was presented by PB-M 26/16 UK Transfusion Laboratory Collaborative Discussion led by SB and PB-M on next steps. The group agreed to take up the issues with Sue Hill, Chief Scientific Officer Telecon to be arranged between: JW/KP, SB, PB-M and Sue Hill to discuss findings of Collaborative survey which include the following: Problems with laboratory staff recruitment. Funding again is an issue with a lack of pay for out of hours. Biomedical Scientists are graduating with the necessary degree but lacking in hospital experience. Action: CB 27/16 NHSBT items Key items were presented by TA NHSBT KPIs Supply Chain Modernisation programme in the North there are ongoing stakeholder events. Leeds Sheffield Reorganisation 28/16 National Commissioning Group 29/16 AOB Update in advance of July NCG meeting. Red cell demand is reducing still; however % O D Neg issued is increasing. NHSBT would like to reconsider differential blood pricing for O D neg KP gave overview of new members:- Dr James Reid Representative for the Royal Collage of Physicians.
