UNIVERSITI SAINS MALAYSIA First Semester Examination 2013/2014 Academic Session December 2013 / January 2014 RQK 259 Cost and Value Management 1 (Pengurusan Kos dan Nilai 1) Duration: 3 hours (Masa: 3 jam) Please check that this examination paper consists of TWENTY pages of printed material before you begin the examination. SECTION A (BAHAGIAN A) Question ONE is COMPULSORY Soalan SATU adalah WAJIB - 2-1. In November 2013, your firm has been appointed Quantity Surveyors for the Bay Villa Townhouses project as indicated in the concept sketches in Lampiran A1. Details of the project are as follows:- Project : Residential Classification : 3 Level (Split) Townhouses (2 units) Place : Petaling Jaya, Selangor General project information: - Use the dimensions as indicated in the sketches to obtain the Gross Floor Area (GFA) - Both townhouse units are similar in sizes. - The townhouse comprise semi-detached like similarities - Land cost overall RM500,000.00 Based on the concept sketches (Lampiran A1) and referring to the Guide Cost Plan (Lampiran A2), together with the details provided under Lampiran B. (a) Prepare a complete elemental cost plan of the Bay Villa Townhouses using the form Lampiran C, advising the client on the following:- (i) (ii) (iii) Total Building Cost (Including Preliminaries and contingencies) Total Development cost per unit GFA computation in detail (25 marks) (b) Prepare a Building Economic Report of the Bay Villa Townhouses design, utilizing the elemental breakdown, to review the various building components and suggest generally how costs may be saved. (10 marks) 3/-

- 3 (c) Discuss the implications of the cost plan and design should the client limit the Cost/FS to RM200/= for Total Building Cost including Preliminaries & Contingencies; indicate also whether the project may be considered viable if the proposed selling price per unit is RM1 million including land cost. (10 marks) (d) Describe the various costing aspects of Total Development Costs. (5 marks) 2. (a) Describe the potential roles of the Quantity Surveyor with regards to (i) (ii) Green Building Environmentally Sustainable Design and list the costing activities by way of a project nomenclature. (12 marks) (b) Describe how Malaysia s Green Building Index (GBI) may influence the costing function of the Quantity Surveyor. (8 marks) (c) Provide a clear definition of Gross Floor Area (GFA) giving at least two (2) clear examples of its computation. (5 marks) 4/-

- 4-3. (a) Using flowcharts & diagrams, clearly indicate the costing functions of the future Quantity Surveyor, premised upon the recent RICS Futures report. (12 marks) (b) Estimates are information dependent. Discuss the statement above and suggest by way of sketches how relevant is the above statement. (8 marks) (c) Briefly describe the relationship of the Elemental Cost Malaysia (ECA) and Construction Indices. (5 marks) 4. (a) Describe the Cost Process and relate clearly the strategies roles of the Quantity Surveyor in this process. (10 marks) (b) Describe Ferry& Brandon stages of Cost Planning and the role of the cost planner within the context of the RICS New Rules of Measurement. (10 marks) (c) Briefly describe the main principles of Cost Planning. (5 marks) 5/-

- 5 1. Pada bulan November 2013, firma anda telah dilantik sebagai Juruukur Bahan untuk projek The Bay Villa Townhouses sepertimana lakaranlakaran konsep dalam Lampiran A1. Butiran-butiran projek adalah seperti berikut:- Projek : Perumahan Pengkelasan : 3 Aras (Split) Townhouse (2 unit) Tempat : Petaling Jaya, Selangor Maklumat Am Projek: - Gunakan dimensi-dimensi ukuran seperti yang tercatat dalam lakaran untuk mendapatkan Keluasan Lantai Kasar (KLK) - Kedua-dua unit Townhouse mempunyai saiz sama - Unit townhouse mempunyai ciri-ciri seperti rumah semi-d - Kos tanah RM500,000/= Berpandukan lakaran-lakaran konsep (Lampiran A1) dan merujuk kepada Pelan Kos Panduan (Lampiran A2) serta butiran-butiran lanjutan yang dibekalkan melalui Lampiran B. (a) Sediakan Pelan Kos Berelemen yang lengkap untuk Bay Villa Townhouse dengan mengisikan borang di Lampiran C dan nasihatkan klien tentang: (i) Kos Bangunan Keseluruhan (termasuk Preliminaries and Contingencies) (ii) Kos pembangunan keseluruhan seunit (iii) Perkiraan luasan Lantai Kasar (LLK) secara terperinci. (25 markah) (b) Sediakan suatu Laporan Ekonomi Bangunan rekabentuk Bay Villa Townhouse menggunakan pecahan berelemen untuk meninjau pelbagai komponen-komponen bangunan serta sarankan secara umum bagaimana kos-kos boleh dijimatkan. - 6 - (c) Bincangkan implikasi pelan kos serta rekabentuk sekiranya pihak klien menghadkan kos/kp ke tahap RM200/= untuk Jumlah Keseluruhan Kos Bangunan termasuk Preliminaries & Contingencies nyatakan samada projek ini dianggap berdaya hidup sekiranya cadangan harga jualan seunit adalah RM1.0 juta termasuk harga tanah. (10 markah) (d) Huraikan tentang pelbagai aspek pengkosan yang merangkumi Kos Keseluruhan Pembangunan. (5 markah) 2. (a) Bincangkan tentang peranan-peranan potensi Juruukur Bahan dari sudut: (i) (ii) Green Building Environmentally Sustainable Design (ESD) dan senaraikan kegiatan-kegiatan pengkosan dengan mengambilkira suatu nomenklatur projek. (12 markah) (b) Ulaskan bagaimana Green Building Index (GBI) Malaysia boleh mempengaruhi fungsi pengkosan Juruukur Bahan. (8 markah) (c) Berikan suatu takrifan yang jelas untuk istilah Gross Floor Area (GFA) serta berikan dua (2) contoh jelas perkiraannya. (5 markah) 7/-

(12 markah) (b) Anggaran-anggaran adalah bergantung kepada maklumat. Bincangkan ulasan di atas dan sarankan melalui sketsa-sketsa betapa relevennya pernyataan tersebut. (8 markah) (c) Dengan ringkas, jelaskan hubungkait diantara Elemental Cost Analysis (ECA) dan indeks-indeks binaan. (5 markah) 4. (a) Bincangkan tentang Proses Kos dan kaitkan dengan jelas peranan-peranan strategik Juruukur Bahan dalam proses ini. (10 markah) (b) Ulaskan tentang tahap-tahap Perancangan Kos seperti yang diajukan oleh Ferry& Brandon serta peranan perancang kos dalam konteks New Rules of Measurement (NRM) yang dikeluarkan oleh pihak RICS.
