TITLE: Victorian Government Department of Environment, Land, Water & Planning Internships INSTITUTION: Department of Environment, Land, Water & Planning, 8 Nicholson Street, East Melbourne 3002 RESEARCH PROJECT BACKGROUND The Victorian Government Department of Environment, Land, Water and Planning (DELWP) creates liveable, inclusive and sustainable communities that support jobs and growth in Victoria. It recognises the link between the built and natural environment in the quality of human life, and works to accommodate population growth while maintaining world-class liveability and protecting Victoria s heritage for future generations. To that end, its foci includes climate change science, greenhouse gas accounting methodologies, and even the social sciences. During the previous decade, the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories consist of five published volumes; Volume 1 General Guidance and Reporting, Volume 2 Energy, Volume 3 Industrial Processes and Product Use, Volume 4 Agriculture, Forestry and Other Land Use, and Volume 5 Waste. Additionally, ISO 31000 is a family of standards relating to risk management codified by the International Organization for Standardization. The purpose of ISO 31000 (2009 version) is to provide principles and generic guidelines on risk management. ISO 31000 seeks to replace the myriad of existing standards, methodologies and paradigms that differ between industries, subject matters and regions. RESEARCH PROPOSAL Two projects are on offer: A. Greenhouse Gas Monitoring and Reporting Framework, and B. Climate Change Knowledge Strategy Project One: Greenhouse Gas Monitoring and Reporting Framework SUPERVISOR: Kylie Goodwin, Senior Manager, Climate Change Division (9637 8123) RESEARCH FOCUS: Greenhouse gas monitoring and reporting RESEARCH PROJECT PROPOSAL: The aim of this project is to answer the following questions: i) What gaps currently exist under the National Greenhouse Accounts, which limit Victoria s ability to accurately measure and report its Greenhouse Gas (GHG) emissions and provide a full picture of emissions? ii) What gaps exist with the national accounts data, and are there any other significant issues (e.g. measuring conventions) that could limit the use of national data in a Victorian context? 1

The successful applicant will work on: 1) describing relevant international standards/approaches to greenhouse gas accounting and reporting, including the GHG Protocol (World Resources Institute), the 2006 IPCC Guidelines for National Greenhouse Gas Inventories, etc. 2) identifying the scope of data already collected in Victoria by government departments, agencies, local government, etc. 3) listing the gaps in data that Victoria can access/collects itself - what further data would need to be collected? 4) determining which options, advantages and disadvantages of reporting, accounting and monitoring could be/should be implemented in Victoria, taking specific account of issues such as complementarity with existing national carbon accounting; costs of developing and implementing a State-based system, and potential timeframes required for implementation. 5) investigating and comparing GHG monitoring and reporting frameworks in other jurisdictions. It is anticipated that this mini-project would entail a combination of desktop research and interviews with relevant officials and experts. DELWP will assist with identifying relevant information sources and contacts. NUMBER OF STUDENTS: One STUDENT ACADEMIC BACKGROUND PREFERENCE: Greenhouse gas accounting methodologies, and climate change science Project Two: Climate Change Knowledge Strategy SUPERVISOR: Dom Passaportis, Senior Manager, Climate Change Division (0400 521 492) RESEARCH FOCUS: Climate change knowledge Sources of climate change knowledge (e.g. scientific research, community understanding) Risk-based approach to prioritising and addressing knowledge gaps Policy-driven knowledge acquisition, i.e. acquiring knowledge to address clearly defined policy objectives. RESEARCH PROJECT PROPOSAL: The successful applicant will research and identify: 1) Best-practice (national and international) approaches to identifying climate change knowledge gaps. 2) Options for ranking these knowledge gaps against sound methodologies (for example, using the ISO 31000 Risk Management Standard) 2

3) Options for using a wide variety of evidence to address knowledge gaps. For example, scientific evidence and community knowledge. 4) Best practice approach to incorporate community knowledge into climate change policy development and decision-making. It is anticipated that this mini-project would entail a combination of desktop research and interviews with relevant officials and experts. DELWP will assist with identifying relevant information sources and contacts. NUMBER OF STUDENTS: One STUDENT ACADEMIC BACKGROUND PREFERENCE: Climate change science, social science PLACEMENT These mini-research projects are on a strictly volunteer basis, and are based at the DELWP building in East Melbourne. They can be undertaken either on a full-time or part-time basis (maximum total placement time of 80 hours). The preferred start date for both mini-projects is 29th March, 2016. Eligibility Eligibility Criteria To be selected for the Science Industry Placement Program, you need to meet the following criteria: 0 Be currently enrolled in a Faculty of Science course, must have completed at least 48 credit points and have no more than 48 credit points remaining in the course; and 0 Demonstrate a preparedness and capacity to complete a minimum of 30 hours or a maximum of 80 hours placement at an industry partner organisation without compromising their other science studies; and 0 Demonstrate work readiness (i.e. we are looking for evidence of personal qualities which equip you to function appropriately and autonomously in a professional work environment). Selection Criteria The selection criteria are the best fit match between your enrolled course, units you have completed, interest and experience with the particular project requirements. The industry partner has the final decision. Applicants who are closer to completing their course will be given priority if they meet the 'best fit' match.
