About NYeC New York ehealth Collaborative (NYeC, pronounced nice ) is a non-profit organization, working in partnership with the New York State Department of Health to improve healthcare collaboratively leading, connecting, and integrating health information exchange (HIE) across the state. NYeC s Healthcare Advisory Professional Services (HAPS) team supports providers in navigating the complex landscape of healthcare information technology provider assistance programs, incentives and penalties, vendor selection, attestation and quality measurement reporting, and health information exchange utilization. To date, the HAPS team has supported over 10,000 providers in practices of all sizes in implementing technologies and processes to improve healthcare delivery across New York State. 2

Program Introduction EP2 (Eligible Professional Program) is a state funded grant program that is designed to provide free consulting services to providers who are participating in the New York State Medicaid EHR Incentive program Along with our subcontractors who are strategically placed throughout the state, NYeC can help your practice achieve various stages of Meaningful Use In-person and web-based education events hosted quarterly to discuss best practices and keep you up to date on the MU objectives This program is slated to run from 2018-2022 3

Eligibility Must have begun participation in the Medicaid EHR Incentive program as of 12/31/16 and have an ONC certified EHR System in their practice. Active Medicaid Fee for Service (FFS) enrollment and have at least 30% Medicaid encounter volume *20% for pediatrics Not be hospital-based practitioners : Defined by CMS as those who furnish 90% or more of their Medicaid encounters in an inpatient and emergency department. Rest of State only. Our grant only covers providers who practice in the 57 counties in New York OUTSIDE of the NYC five boroughs. If your practice is within the 5 boroughs, NYC Reach can provide assistance. 4

Eligibility Continued Eligible Provider Types: Physicians (M.D. and D.O.) Nurse Practitioners Certified Nurse Midwives Dentists Physician Assistants who practice in a Federally Qualified Health Center (FQHC) that is led by a Physician s Assistant or Rural Health Clinic that is led by a Physician s Assistant. 5

Subcontractors and Partners To ensure providers receive the best service and the hand holding needed to achieve Meaningful Use each year, NYeC partners with technical agents throughout New York State to assist your organizations. Designated territories include but are not limited to: -Long Island (Nassau and Suffolk counties) -Westchester -Capital Region and Central New York -Rochester -Western New York 6

Program Milestones NYeC will offer continuous assistance throughout your Medicaid EHR participation. Program milestones are tied to each Meaningful Use attestation you complete each year. Milestone 1: Successful attestation to Meaningful Use Stage 2 (including modified Stage 2) for the provider s first time Milestone 2: Successful second or subsequent attestation to Meaningful Use Stage Milestone 3: Successful attestation to Meaningful Use Stage 3 for the provider s first time Milestone 4: Successful second or subsequent attestation to Meaningful Use Stage 3 *Please note that successful attestation means the provider is paid for MU in that particular payment year. 7

Process and Services offered Practice Signup Readiness Assessment Workflow Redesign & Documentation Preparation Attestation Audit Preparedness Sign PPA (Provider Participation Agreement prior to submitting your 2017 payment year Meaningful Use attestation. NYeC will work with your practice to ensure you are eligible for the program, develop workflow redesign if needed and help you attest. After, we will also work with your practice to ensure your providers are ready for a potential audit. 8

Dual Eligible Physicians and MIPS Reporting Dual Eligible Physicians may need to report MIPS if they meet the threshold requirements Who participates in MIPS? Medicare Part B clinicians billing more than $30,000 a year and providing care for more than 100 Medicare patients a year. These clinicians include: Physicians Chiropractors, Podiatrists, Dental Surgery, Dental Medicine Physician Assistants Nurse Practitioners Clinical Nurse Specialists Certified Registered Nurse Anesthetists 10
