NDRRMC Operations Center Continuously monitors and disseminates severe weather bulletins and 24-hour public weather forecasts to all RDRRMCs/OCDRCs through SMS, facsimile, and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibilities (AOR) On 13 July 2014, lead by Executive Director Pama, NDRRMC, ASEC. Vilma Cabrera, DSWD, and ASEC. RaymundLiboro, DOST, member agencies convened at the NDRRMC Operations Center for a pre-disaster risk assessment meeting in anticipation to Tropical Storm RAMMASUN s entry to the Philippine Area of Responsibility (PAR) On 14 July 2014, NDRRMC OpCen is raised to BLUE Alert Status effective 8:00 AM On 14 July 2014, a pre-disaster risk assessment meeting was convened at 11:00 AM and was presided by the Executive Director, NDRRMC and at 2:00 PM, a Press Briefing re Preparedness and Updates on TS GLENDA was held at the NDRRMC Conference Room, NDRRMC Bldg., CGEA, Q.C. 2. Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Continuously monitors of the situation and disseminate weather bulletins and flood advisories On 13 July 2014, conducted press conference to brief the public re TS Rammasun Provides media updates on TS GLENDA through series of briefings and interviews 3

Department of Public Works and Highways (DPWH) DPWH CAR Monitors road conditions Prepositioned road clearing equipment for possible clearing operations DPWH I Continuous monitoring the status of roads in AOR DPWH II Prepositioned road clearing equipment for landslide and flood-prone areas, ready for deployment DPWH IV-B Continuously monitoring the situation of national roads and bridges in their AOR 4

Department of Social Welfare and Development (DSWD) Prepositioned funds and F/NFI in all regional offices, national warehouse, and cluster warehouse at Clark Airbase QRTs in all regions and CO, DRRROO 24-hr disaster response operations monitoring and info center at CO & FOs DSWD NROC Reported 42,805 family food packs, 709,931 assorted food items, and 455,883 assorted non-food items are ready for distribution DSWD FO - I Ensured availability of family packs per province (Ilocos Norte, Ilocos Sur, La Union and Pangasinan) On standby alert DSWD FO - II Alerted DMRT and SWADS Provision of Stress Debriefing to would be affected families/individuals as needed Standby funds amounting to PhP2,754,274.78 Availability of 5,715 family food packs and 36 boxes at 48 tins per box of ready-to-eat-food Prepositioned 12,556 family food packs to the identified 65 evacuation areas In close coordination with PDRRMCs and SWAD Teams of Cagayan, Isabela, Quirino, Nueva Vizcaya and Batanes DSWD FO - III Prepositioned 8,242 family food packs to the Provincial SWAD Teams of Aurora, Bulacan, Olongapo, Tarlac and Regional Office Prepositioned a total of PhP125,888,213.40 standby funds and relief supplies DSWD FO - IVA Alerted all Quick Response Team, SWAD Officers, Pantawid Pamilya Provincial, Municipal links and PDOs to be ready for duty and deployment and to monitor their AORs Availability of Disaster Operation Center, disaster kits/materials, directory of partner agencies/lgus and inventory of stockpile both food and non-food items Issued Regional Special Order for a focal person per cluster Prepositioning of additional 20,000 family food packs for Provincial SWADT Warehouses and 200 food packs to selected geographically isolated depressed areas in the region In close coordination with OCD IV-A re situation and with LGUs thru P/C/MSWDOs and P/C/MDRRMCs Prepositioned bottled water and NFIs Procured a total of 10,000 family food packs (PhP2.5 million) to be prepositioned in all LGUs with safe warehouse 5

Availability of PhP7.5 million Quick Response Fund and 2,000 sacks of rice in NROC ready for pick-up and repacking; 3,000 FFP available in GMA warehouse ready for distribution DSWD FO - IV B In continuous monitoring and alerted all Social Welfare and Development Team Staff and Quick Response Teams in their respective provinces Prepositioning of additional 20,000 family food packs for Provincial SWADT Warehouses and 200 food packs to selected geographically isolated depressed areas in the region DSWD FO - V FO V has a stockpile of 2,000 family food packs ready for augmentation to LGUs SWAD designated in the 6 provinces already instructed to be on alert and provide Technical assistance to high risk municipalities/cities Regional Emergency Management Team has been activated PhP2.5 M worth of rice prepositioned to provinces/municipalities 6. Department of Interior and Local Government (DILG) Reactivated DILG Disaster Monitoring Systems in Regions I, II, III, CAR, 4A, 4B, 5, 8, and NCR Local DRRMCS/DRRMOs are activated and closely monitoring PAGASA typhoon advisories Concerned LDRRMOs assessing lifelines, such as power, communication, public works, etc DILG II Disseminated latest Weather Bulletins to Provincial Directors, Field Officers and stakeholders In close coordination with Provincial Directors and Field Officers DILG IV-A Assisted in the dissemination of weather advisories and providing updates Closely monitoring the situation in their AOR 7. Department of Agriculture (DA) DA I In continuous monitoring of regional command center for possible effect on the agricultural sector 8. Armed Forces of the Philippines (AFP) NOLCOM, SOLCOM and NCRCOM are on heightened alert NAVFORSOL Three DRU Team with 15 personnel on stand-by for possible deployment In continuous monitoring 9. Philippine National Police (PNP) Alerted Provincial Police Officers 6

Bureau of Fire Protection (BFP) BFP I Emergency Respons Teams in AOR on alert status for possible mobilization BFP IV-A Alerted all Provincial, City and Municipal Fire Stations to assist the LDRRMCs and be on standby alert upon receipt of the RDRRMC IV-A BFP V Two (2) DRU teams composed of 14 BFP-SRU personnel, one (1) rescue truch and one (1) command vehicle on standby for deployment In continuous monitoring 11. Philippine Coast Guard (PCG) PCG units are placed on heightened alert to be able to respond in an emergency situation and to ensure the strict implementation of HPCG Memorandum Circular 02-13 (Guidelines on the Movement of Vessels during Heavy Weather) PCG I All WASAR Teams in AOR are alerted for possible response mobilization On alert status for possible augmentation Coast Guard District Bicol (CGD-BCL) Implemented No Sail Policy for provinces with public storm warning signal Monitoring of strandees around ports in Bicol PCG Tacloban Station Issued warning to fisherfolks, motorized banca and small sea craft operators to refrain from venturing to sea particularly on the eastern sea boards 12. Philippine Red Cross (PRC) PRC NHQ is now on Alert Level II (imminent threat to chapters for possible flooding, landslide etc) Disseminated PAG-ASA Weather Bulletins to chapters likely to be affected thru SMS and social media In coordination with chapters for update situations on their AORs Maintained 24/7monitoring at the PRC NHQ Operations Center PRC Region I On alert status Red Cross 143 on alert PRC volunteers are on standby for response augmentation 7

Philippine Information Agency (PIA) PIA-R01 Timely information dissemination to the public of Weather Bulletin/Advisory Assisting the RDRRMC I OpCen in sending out weather bulletins to the public through the utilization of PIA News Text Blasting PIA-R04A Assisted RDRRMC IV-A in dissemination of advisories and provision of updates PIA-R08 Disseminated weather advisories to RDRRMC 8 member agencies, media and all LDRRMCs thru SMART Info Board 14. National Grid Corporation of the Philippines (NGCP) Implemented the necessary preparations and precautions to minimize the impact of TS GLENDA on transmission operation and facilities such as ensuring the reliability of communications equipment, availability of hardware materials and supplies necessary for the repair of damages to facilities, as well as the positioning of line crews in strategic areas, to facilitate immediate restoration works Disaster Command Center continuously monitors all power restoration activities, reports, and updates from the Regional Command Centers in Northern Luzon, Visayas, and Mindanao B. REGIONAL DRRM Councils RDRRMCs I, II, III, IV-A, IV-B, V, VI, VII, VIII, and CAR Continuously disseminate weather bulletins to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) thru OCDRC Infoboard Text Blast System, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty Alerted all PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the present weather disturbance Continuously monitor situations in their respective AORs Raised status into BLUE ALERT on 13 July 2014 and maintain 24/7 duty personnel to continuously monitor LDRRMCs and concerned agencies for significant incident and actions taken 1. RDRRMC I Raised status on Blue Alert effective 8:00 AM, 14 July 2014 Held an Emergency Council Meeting at 1:00 PM, 14 July 2014 at the Coast Guard District Northwestern Luzon, to discuss preparations, risk assessment and other measures in preparations for TS GLENDA 8

Issued two (2) memoranda, namely: Strengthened Preparedness Measures for TS RAMMASUN for the PDRRMCs and Information Dissemination re-ts GLENDA for various media outlets, to enhance the readiness of the region Continuous redundant dissemination of weather forecasts, weather bulletins and advisories to all concerned local DRRMCs, RDRRMC member-agencies, the tri-media and to several fishermen associations through facsimile and SMS Alerted all PDRRMC and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the present weather disturbance 2. RDRRMC II PDRRMCs Cagayan, Isabela, Nueva Vizcaya and Quirino In continuous monitoring of the situation in their AORs Continuous dissemination of latest Weather Bulletins to PDRRMC members, MDRRMCs, and other stakeholders PDRRMC Isabela Convened a PDRRMC Meeting re Preparedness Measures for TS GLENDA on 14 July 2014, 9:00 AM In continuous monitoring of coastal municipalities (Palanan, Dinapigue, Divilacan, and Maconacon) Conducted inventory of existing relief goods/family packs Prepositioned family packs in the coastal municipalities PDRRMC Nueva Vizcaya Activated all Rescue Teams Prepositioned rescue equipment, heavy equipment for landslide prone areas, and relief goods Alerted all residents living near landslide and flood-prone areas for possible evacuation 3. RDRRMC III RDRRMC III Emergency Operations Center raised to Blue Alert Status Convened RDRRMC Emergency Meeting to assess course action in preparation for TS GLENDA on 14 July 2014, 2:30 PM In continuous coordination with RDRRMC III response agencies in preparation of SAR Teams for possible deployment Continuously monitoring the level of major dams and rivers in the AOR for possible flashfloods and landslides due to occasional moderate to heavy rains In continuous monitoring of roads and bridges going to Aurora and Cagayan Valley Region PDRRMC Tarlac On alert status since 13 July 2014 and closely monitoring the situation Alerted all MDRRMCs to activate and man their OpCen to closely monitor the situation in their respective AOR and to respond to any emergencies/eventualities in anticipation of TS GLENDA 9

RDRRMC IV-A Convened the Disaster Response Committee of RDRRMC IV-A in anticipation of TS GLENDA Disseminated RDRRMC IV-A memorandum re Preparation for TS GLENDA to RDRRMC member-agencies and the CALABARZON LDRRMOs Conduct series of meetings with the PDRRMCs re preparedness measures of LGUs 5. RDRRMC IV-B In continuous coordination with response agency and monitoring of weather situation Coordinated with OCD IV-A to advise Calapan-Batangas bound buses to consider cancellation of trips 6.
