REQUEST FOR PUBLIC COMMENT Edward Byrne Memorial Justice Assistance Grant Program FY 2018 Local Solicitation Public comment is invited on the Boise Police Department s application for this grant. Project Abstract Applicant: Project: Goals: Strategies: Ada County Sheriff s Office and Boise City Police Department Ada County Sheriff s Office and Boise City Police Department Equipment and Technology Enhancement and Systems Improvement Projects To administer public safety and criminal justice programs in Idaho in accordance with the JAG purpose areas. During the FY 2018 local solicitation Ada County and Boise City have been allocated a joint application award amount of $153,167. Both agencies have chosen to apply the funds to incorporate underutilized law enforcement technologies and replace outdated equipment in their operations. Technology and equipment can aid job performance and improve safety for officers and provide enhanced safety and service to the public. The Ada County Sheriff s Office would like to purchase a staffing/scheduling software package to assist commissioned officers with staffing shifts and posts within the county. By having a better method to fill shifts and call in overtime, we expect to be able to reduce overtime costs and increase officer safety by ensuring our resources are well allocated. The Boise City Police Department would like to purchase (1) Level IIIA helmets and riot face shields for officers in uniformed first responder positions to allow better and safer responses to spontaneous events and to protect officers in various tactical operations; and (2) a small platform bomb robot to enhance the capabilities of the EOD unit by allowing remote operation in confined spaces and other similar situations, enhancing officer safety and safety and security for the public. A description of how each agency will utilize their funding is provided in the Program Narrative. Deliverables: Annual reports, performance measures, and financial status reports. Coordination: The Ada County Sheriff s Office and the Boise City Police Department will work together to meet the law enforcement needs of each agency. Review Narrative The Edward Byrne Memorial Justice Assistance Grant FY 2018 local solicitation allocates a joint application award of $153,167 to Ada County and Boise City. Ada County and Boise City are in the process of approving an Interlocal Agreement for this award with an allocation of $35,679 to Ada County Sheriff s Office and $117,488 to the Boise Police Department. The Board of Ada County Commissioners has approved moving forward with the application as shown by the Written Overview of Grant document attached separately. Due to the timing of the release of the local solicitation time did not permit either the Board of Ada County Commissioners or the Boise City Council to fulfill the 30-day governing body review requirement. The City of Boise acknowledges that a withholding of funds special condition will be applied to the award restricting draw-down until the 30-day governing body review requirement has been satisfied. The application has not yet been made available for public review/comment. The Boise City Police Department anticipates making its Fiscal Year 2018 JAG application available to the Boise City Council at the next available regular meeting, with public notification by website posting of the Fiscal Year 2018 JAG application on the Boise City Council Agenda for the public meeting and as specified in the portion of the Chief Executive Certification regarding opportunity to comment on the application. Program and Budget Narrative During the FY 2018 local solicitation Ada County and Boise City have been allocated a joint application award amount of $153,167. Previous grant funding; FY 2009 JAG Recovery, FY 2009 JAG, FY 2010 JAG, FY 2011 JAG, FY 2012 JAG, FY 2013 JAG, FY 2014 JAG, FY 2015 JAG, FY 2016 JAG and FY2017 JAG (in process of acceptance). The Boise Police Department has chosen to apply FY 2018 funds to: (1) purchase Level IIIA helmets and riot face shields for officers in uniformed first responder positions to allow better and safer responses to spontaneous events and to protect officers in various tactical operations; and (2) purchase a small platform bomb robot to enhance the capabilities of the EOD unit by allowing remote operation in confined spaces and other similar situation, enhancing officer safety and safety and security for the public. The Ada County Sheriff s Office would like to purchase a staffing/scheduling software package to assist our commissioned officers with staffing our shifts and posts within the county. Ada County Sheriff s Office and Boise City Police Department have identified individual needs and a more detailed description of how each agency will utilize their funding is as follows:

ADA COUNTY SHERIFF S OFFICE (1 Project @ $35,679) Project 1: Kronos Staffing/Scheduling software Project Total: $ 35,679 The Ada County Sheriff s Office is seeking to purchase the Kronos Staffing/Scheduling software for use with our commissioned officers in the jail and patrol. Kronos will manage staffing around vacancies, vacations, and other staffing changes that can affect our daily work. Kronos will help officer safety by ensuring our officers are not overworked, and it will help ensure shifts do not run short due to problems getting officers to fill open shifts. The system should also help minimize overtime costs, because it would give overtime opportunities to lower-paid staff first. The cost of Kronos will exceed the $35,679 allotted in the FY2018 JAG grant, and the remaining money will be paid by the ACSO. BOISE CITY POLICE DEPARTMENT (Two Projects $117,488) Project 1: Helmets and Face Shields for Uniformed First Responders Project Identifiers: Officer Safety, Equipment Tactical, Equipment General Project Total Allocation: $30,218 The Boise Police Department wishes to purchase Level IIIA helmets and riot face shields for uniformed officers assigned to first responder positions. Currently, only the officers assigned to a specialty mobile field force or other special operations unit are equipped with crowd control gear. When a spontaneous event requires crowd control, the first responders do not have helmets or face shields for officer safety. Helmets and shields also enhance officer safety in other tactical situations and allow the first officers on scene to take more effective action. Project 2: Small Platform Bomb Robot for EOD/Bomb Squad Project Identifiers: Equipment General, Terrorism Preparedness. Project Total Allocation: $87,270.00 The Boise Police Department wishes to purchase a small platform bomb robot for use by the EOD/bomb squad to enhance the team s current robotic capabilities. The robot would allow remote operation in elevated and confined spaces, apartments, airplanes and office complexes, where the team would currently have to send personnel in because our current robotic platform would be unable to operate in these spaces. A smaller and more agile robot would also enhance the squad s ability to support surveillance missions for the special operations team and/or patrol and other first responders. Additional uses are surveillance and delivery missions for crisis negotiators and support of our regional haz-mat and fire teams. Disclosure of Pending Applications The Ada County Sheriff s Office and Boise City Police Department do not have pending applications submitted within the last 12 months for federally funded assistance that include requests for funding to support the same projects being proposed under this solicitation and will cover the identical cost items outlined in the budget narrative and worksheet in the application

under this solicitation.
