IRS is. A management tool adapted from ICS Standardized, on-scene, all-hazards incident applicability Modular, Integrated organizational structure that can match the complexities and demands of single or multiple incidents without being hindered by jurisdictional boundaries Can be used for routine incidents as well as major emergencies; activated at first response
