TENDER DOCUMENT INCLUDING TERMS & CONDITIONS GOVERNING THE OUTSOURCING OF FOLLOWING SERVICES FOR MAIN CAMPUS & OTHER SATELLITE CAMPUSES: 1. Supervisor for Cleaning Staff (Male) 01 No 2. Watch and Ward Personnel (Security Guards) 06 Nos The timings shall be 8:30 am to 5:00 pm during winter and 8:00 am to 5:00 pm in summer. Besides, some departments remain open on Sundays and Holidays as well, therefore, House Keeping Work is to be carried out on Sundays and holidays as well. The details of work for the Hygiene and House Keeping Services to be provided in the Main Campus and other satellite campuses are indicated as follows: Daily services:- 1. Daily Cleaning and Dusting of book, book racks, files and tables present in the concerned department. 2. Proper and effective cleaning, booming and mopping of flooring, corridors, staircase, pantries including sweeping and swabbing of the premises with water and approved detergent on all the floors, toilets, office chambers, and approaches to the library building with brooms before the opening of the office. 3. Proper and effective cleaning, disinfecting, deodorising of toilets including removal of chokages at regular intervals throughout the day. 4. Daily upkeep and cleaning of floor areas, including rooms, corridors, grills, doors, window fixtures and fittings including lights, fans etc on regular daily need basis, by providing all inputs including proper tools, cleaning equipments, detergents/cleaning agents, disinfectant, scrubbers, naphthalene balls, repellents, sprayes, liquid soap buckets, baskets, brooms, etc. of reputed bands. 5. All rooms cabins, corridors, balconies, doors, windows, almirahs, tables, waste dust bins, room furniture etc. shall be cleaned daily once or more on need basis by scrubbing/mopping and by using quality cleaning agents. 6. Dusting of all items of furniture such as tables, chairs, filling cabinets, lockers, windows and their glasses from inside and outside, doors, computers and its accessories, telephone instruments, notice boards, flower vases, art objects, pictures, paintings, all equipments and machines in the premises. 7. Vacuum cleaning of carpet floorings and mats. 8. Spraying of air fresheners at daily regular basis. 9. Providing of Liquid soap in toilets and placing of sufficient quantity of naphthalene balls/cakes in the urinals as per the requirement. At no time the liquid soap dispenser shall be kept empty. All toilets should be washed twice a day using phenyl.

10. Scrubbing of WC S, wash basins, sanitary fittings and toilets floors should be done as per the requirement. 11. Providing of clean towels in the toilets and changing towels once a day. 12. Removal of wastes from dustbins and disposing off. 13. Brooming of parking area in the morning. 14. Wet mopping the floors thrice a day and on needed basis. 15. Vacuum cleaning of areas wherever computers are located and installed. 16. Cleaning of Baskets, waster paper baskets, cob-webs and disposing off all the collected refuse/garbage/rubbish and other unserviceable materials to the notified dumping areas of the Department on daily basis. Under no circumstances these shall be stacked/dumped even temporarily within the building or the surrounding premises. 17. Cleaning and dusting of electrical Switchboards, light fixtures, doormats and nameplates. 18. Lifting, carrying and disposing the dead bird s animals if found any in the vicinity of the campus. Weekly Services:- 1. Proper and effective cleaning of glass doors, wooden doors, sign boards, name plates, fans, lamps, shades, over head light fixtures. 2. Washing and scrubbing of floor area with detergents such as Nirma/Sunlight/VIM/Cleanzo. 3. Vacuum cleaning of Sofa s, auditorium Chairs, vertical blinds. 4. Acid Cleaning of Sanitary ware without damaging their shine, scrubbing and cleaning of floor and walls in toilets/rooms, corridors with soap, detergent, kerosene/petrol or any other chemicals, automatic mopper/scrubbing machine to be used at least once in a week. Monthly Services:- 1. Washing/ cleaning of Carpets wherever provided. 2. Washing/cleaning of curtains wherever provided. 3. Washing/cleaning of fabric chairs. 4. Total office area floors to be cleaned with floor scrubbing machine, wherever required as per directions of Officer-In-Charge. 5. All floors in common area floors including staircases shall be cleaned thoroughly with floor scrubbing machine with soap and water to remove all stains etc. after cleaning the floors with soap and water the floors shall be properly wax polished. The details of work for the Watch and Ward Personnel to be provided in the Satellite campuses are indicated as follows: The outsourced personnel (s) for Watch and Ward has to work under the overall supervision of the Chief Proctor of the University of Kashmir on the timings as shall be assigned to them. The terms of reference for the Watch and Ward Personnel shall be as under: I) Eligibility Conditions: A registered Private Firm/Company (under Shops & Establishment Act/Companies Act, 1956, as applicable) having experience of at least 05 years in providing security Services in Central Government/State Government Department (including Public Sector, Companies/undertakings/Autonomous bodies), MNC s and having an annual turnover of Rs 10-15 lakhs for the preceding three years. II) Work Profile: The agency shall be fully responsible for the Watch and Ward services of the campus. The functions required to be performed are: 1. To man various gates and other sensitive point specified by the department. 2. Watch and ward Personnel deployed by the Agency shall check the material/property/public/ casual workers entering and exiting the building through the procedure of entry pass/gate pass as laid down by the department. 3. To perform the Watch and ward functions including night patrol at the various points of the deployment. 4. To prevent the entry of stray dogs, cattle, monkeys antisocial elements, unauthorised persons and un-authorised vehicles in to the building. 5. Any other related functions as may be assigned by the department. III) Liabilities: 1. The Agency shall compensate in full the loss sustained by the Department/Government from time ti time on account of any theft, burglary and tampering with the locks of the premises. The amount of loss to be compensated shall be determined by the department and same shall be the binding on the Agency. In addition to this Agency shall also be liable to pay a penalty in each case for any theft in the premises/site. 2. The Agency shall also be fully responsible for any loss of office equipments and articles installed on the site, attributable to the negligence or failure of the watch & Ward personnel in complying with the prescribed procedure. All losses suffered by the Department/ Government on this account shall be compensated in full by the Agency. The decision of department shall be binding on the Agency. 3. The Agency shall deploy at least 75% of the Personnel from amongst the categories of Ex-Serviceman/Ex-Para Military Forces personnel and all the Personnel deployed should be aged above 18 years and below 60 years. 4. A complete list of the Watch & Ward Personnel, engaged by the Agency for the deployment at the Campus/department shall be furnished by the Agency along with complete address and other antecedents. The Agency shall deploy only

those whose antecedents have been verified by the Jammu and Kashmir Police Authority. 5. The Agency shall not replace the Watch & Ward Personnel unless approval of the Department. 6. The Agency Shall be Liable to make substitute arrangements in-case of absence of the Watch & Ward Personnel. 7. The Agency shall ensure that at any time, no watch and Ward point is left unmanned. 8. A register shall be maintained by the Watch & Ward Personnel s at every gate where round the clock duty is performed. 9. The Department shall arrange to provide Lock/Seal for stores, goodowns and offices etc to the satisfaction of the Agency, wherever possible. 10. The Agency Shall arrange to dress all the on-duty Watch & Ward Personnel smartly and neatly on arm pattern accordingly to season i.e, summer uniform during summer and winter uniform during winter and a badge bearing his name and designation. The dress shall be of uniform colour and design. The Agency has to also ensure good behaviour of Watch & Ward personnel with official of department and visitors to the site. They shall abstain from taking part in any staff union and association activities. 11. The Agency will ensure that no unauthorised entry is permitted and the Watch & Ward personnel at the entry points will be able to categorize the legitimate visitors without causing any embarrassment to the visitors. 12. The Agency shall provide following items / articles at its own costs. a. Torches and cells to the Watch & Ward personnel on night duty; b. Rain Coats & umbrella to their Watch & Ward personnel for rainy season; c. Duty Charts at specified locations for inspection. Note: Tenders completed in all respects should reach the office of Assistant Registrar General Administration, University of Kashmir, Hazratbal Srinagar by or before 19 th of March 2016.
