About this Report This report is submitted in compliance with EMI s contractual obligations to the World Bank for the Bangladesh Urban Earthquake Resilience. It contains a summary of activities and accomplishments under Objective 1: Establishing a Multi-Disciplinary Structure to Convene and Manage Elements for the period of September 2012 - March 2013. About the The World Bank and the Government of Bangladesh has partnered with Earthquakes and Megacities Initiative (EMI) to undertake the Bangladesh Urban Earthquake Resilience. The project will serve as the foundation for a government owned multi-year participatory process focused on improving institutional capacity for earthquake resilience of Bangladesh. 2
Establishing a Multi-Disciplinary Structure to Convene and Manage Elements Six months into the project implementation period, the team members have come into full maturity in terms of the execution of project tasks and the production of initial outputs. The various teams have been engaged into regular working sessions to move progress on the different elements of the project. Figure 1 illustrates the progression of maturity of the project teams as experience is built into the project and there is a greater familiarity with the project goals, issues and constraints. At this point, the project team is over the learning curve and has focused its attention into producing the target outputs of the project. Figure 1. Management Core Team The first three months of project implementation focused on getting the technical experts on-board and making them understand the over-all context of the project with which they should carry out their respective roles and responsibilities. It also involved setting up the mechanisms to facilitate teamwork across countries and across the various project components. It required the establishment of communication protocols, data sharing protocols, and development of reporting templates to facilitate conduct of the work planning sessions and project briefings. It was the opportunity to level off expectations and understanding of project approach and tasks in order to come up with a more coherent and integrated execution strategy. The next three months witnessed the conduct of regular weekly meetings that provided the venue to push for increased performance and greater accountability to the project. 1 Each component was required to detail their respective work plans, report on weekly progress with respect to the activities identified in the work plan, identify issues and constraints that impede performance of tasks, formulate solutions with other team members, and agree on actions moving forward to implement the identified solutions. This resulted to an over-all improvement in progress against deliverables from 15% after the third month to around 40% at the end of the sixth month. 2 Table 1 below presents a summary of project progress on deliverables. 1 Management Structure Report Table 1. Weekly updates on project progress were likewise provided to the World Bank South Asia Group to apprise them of key issues that require their attention and support. This facilitated the push for greater accountability in project performance and the efficient resolution of issues that can be addressed at the level of the World Bank South Asia Group. Focus Groups After being constituted in the first month of the project implementation, the focus groups have met at least four times over a six-month duration. They have been provided an orientation to the project during the field investigation to Dhaka in September 2012, conducted follow-up meetings held locally in October 2012, participated in initial technical sessions during the second field investigation in November 2013, and held a joint workshop in February 2013 to share knowledge and experiences on earthquake preparedness. 3 At present, the Focus Group members are serving as the focal points of the project for facilitating data gathering to the government agencies. They are also keys instrument for mainstreaming and for knowledge dissemination. Advisory Committee The 1 st Advisory Committee meeting was conducted on November 28, 2013 during the second Field Investigation to Dhaka. It provided the opportunity to discuss the project organization, deliverables, and activities. Also discussed are the experiences of EMI with other cities and how Dhaka compares with these cities. Emphasis was put on the participatory approach of the project and how it intends to add value and build from, not duplicate, current initiatives by other organizations in disaster risk reduction. 4 The Advisory Committee serves as a mechanism for institutional endorsement and advocacy for the project. Scientific Consortium The 1 st Scientific Consortium meeting was also conducted on November 28, 2013. The main point of discussions centered on risk analysis and how EMI s work will differ from the analysis conducted by the Comprehensive Disaster Management Programme (CDMP). Data sharing was likewise discussed so that both projects will provide greater benefit to the people of Bangladesh who are the main stakeholders of any risk reduction activity in the country. 5 The Scientific Consortium provides a forum for scientific debates and scientific endorsement of the project. Intellectual consensus is essential for achieving scientific credibility. Engagement by the Focus Group Members, Advisory Committee, and Scientific Consortium has been set in motion over the last six months and institutionalized through actual participation in project meetings and workshops. Formalizing Structure and Sustaining Interest to In the approved technical proposal write-up of the project, the prescribed outputs under Objective 1 are the organization Structure and the Formal Agreement among Key Government Institutions. 7 However, considering the bureaucratic protocols of Bangladesh in securing formal agreements within and between government agencies in Bangladesh, it was agreed between the Management Core Team and the World Bank South Asia Group to forego this requirement and instead have these agencies nominate official representatives to the project Focus Groups and Advisory Committee. 8 It was also agreed that the World Bank Country Office would be writing officially to the different agencies to request them to designate permanent representatives to the Focus Groups. However, considering the ongoing changes in assignments of various government personnel, World Bank advised that designating permanent representatives of agencies to the project Focus Groups is not possible. 9 Instead, engagement will be achieved with regular communication and regular meetings of the Focus Groups, Scientific Consortium and Advisory Committee. The intent of putting in place formal agreements on paper in support of the project is to ensure the buy-in and support of these agencies to the project. However, this goes against bureaucratic protocols in Bangladesh. Thus, an alternative evidence of support is established in terms of actual participation to project activities by the government agencies and other stakeholders.
