Paint The Future of Holly Hill Paint The Future of Holly Hill The purpose of the program is to encourage and assist residents and business owners within the Community Redevelopment Area to improve the aesthetics and appearance of their properties and to create a sense of continuity along our premier city corridors. Attractive and appealing images enhance the overall economic vitality and character of a city. Applicants may receive a 50/50 matching grant for the purchase of painting materials and supplies up to $5,000. About The Program: The grant is available to any commercial or residential property (single family or two family homes) that resides within the City s Community Redevelopment Area. (Please see our CRA Map on Page 4). This grant is for a one-time paint improvement only, minimal repairs included. How To Apply: Submit a completed grant application. Property owners must sign an authorization letter for tenants. Property owners must not have code liens; if liens exist they must be paid prior to application. Paint selections must meet city approved architectural and color standards on Page 5. All paint contractors must adhere to the city specifications on Page 6. Applicant must submit a photo of their intended project. (*The photo should show the relative size of the building, condition of neglect, and the structure in relation to its surrounding buildings). Important Application Dates: The deadline to submit an applications is 5:00pm August 31 st 2018. Applications received after this date will not be considered for reimbursement. The City of Holly Hill will announce project awards on Friday, September 21 st 2018. All exterior painting work must be completed by March 31 st 2019. Work completed after March 31 st 2019 will not be eligible for reimbursement. At the conclusion of the program, before and after photos will be displayed on the City s social media page. The applicant agrees to utilize any grant funds received in strict conformance with the provisions set forth by the Community Redevelopment Agency. All Grant Applications must receive approval by CRA Review Committee before work can commence. No grants will be awarded on an application if work has been started (or completed) prior to application approval. Applicant must pay for materials/services by personal check, money order or by credit card. Work can be completed by either a licensed painter or by the applicant themselves. If an applicant chooses to perform their own work, only the cost of paint materials will be considered for reimbursement. Architectural & Color Standards: City of Holly Hill Code Sec. 114-639. - Architectural styles/design standards. For all new construction, one of the following architectural styles must be followed in the design of the project; Mediterranean, Spanish, Florida Vernacular, or Contemporary. (Ord. No. 2721, 1, 4-26-05) --------------------------------------------------------------------------------------------------------------------------------- Exterior Colors The colors of walls, roofing, and accents such as trim and doors shall be coordinated to achieve a visually and aesthetically pleasing environment. Acceptable colors include light pastels, earth tones, shades of brown, brown-taupe, sandy-taupe, terra cotta, olive, sage and gray. No fluorescent colors or neon colors except that bright colors may be used as an accent color if covering no more than 10% of the façade and with prior approval. 5
Paint Specifications Guide Painter Requirements: Business Tax Receipt in Volusia County Must carry liability insurance with not less than $500,000 in coverage Must carry workers compensation In business for a minimum of five (5) years Provide references for work within past two (2) years Contract Requirements: Exterior work on residential and commercial properties to consist of: Pressure washing all areas prior to painting Caulking of exterior trim, removal of loose paint Priming of entire exterior surface prior to painting. Primer to be latex primer/sealer or comparable equivalent to be approved by the City. Painting of doors, window frames and trim A minimum of two (2) coats mid-grade exterior paint or comparable equivalent to be approved by the Review Committee. Workmanship /Quality of Work: The first coat of paint must be completely dry before the second coat of paint is applied. 6
