Ref: Guidance Note [1] Applicants are encouraged to apply in a consortium (group) of organizations, so that the organizations respective strengths complement each other. If applying as a consortium/group, the Proposal should identify a Lead Organization who will be in charge of managing funds and reporting back to the Access to Health Fund on behalf of the consortium. The Lead Organization will undergo a capacity assessment before the grant can be signed; the assessment covers humanresource management, financial and procurement capacity (when relevant), monitoring and evaluation, and experience in project management. The assessment also comes to ascertain that the Lead organization has the ability and authority to receive funding from UNOPS in Myanmar. [2] Organizations applying as a consortium/group will submit: Consortium s structure, lines of authority, contractual relationships, decisionmaking process, and roles and responsibilities of each partner (maximum two pages) A fund-flow diagram helping to visualize how funds will flow all the way from Access to Health to beneficiaries.
Ref: Guidance Note [3] Applicants are requested to submit projects for up to five years. The Access to Health Fund will be funding only the first two years of the program, with funding for the next three years to be confirmed during 2020. [4] In this Call for Proposals, Health Systems Strengthening (HSS) has two different meanings: - It is expected that every service-delivery grant in States and Regions will include aspects of health systems strengthening. Funding for these HSS activities will be included under the proposed service-delivery programs; - National Health Systems Strengthening investments refer to six programmatic areas supported at central-level. These areas are listed in the table under Section 4.c. below.

These envelopes should be considered as ceilings.. - This initial Call for Proposals will fund the first two years (2019-2020) of programs spanning up to five years; funding-extensions will be awarded on a case-by-case basis during the course of 2020 but the Fund reserves the right to stop programs after the initial two years when doing so would make sense. - In 6.2., applicants should indicate how proposed activities will be complemented by support from other sources of funding.
