One year under my watch, the Foundation s annual financial capacity has doubled, several new projects implemented, and new local and international partnerships developed. Ateneo de Manila University School of Government 2001 to present As Senior Associate, I am consulted on project development and management in the areas of transparency and accountability. For five years, I was coordinator and director of Government Watch (G-Watch), an anticorruption program that pioneered citizen participation initiatives, such as "Textbook Count" or the nationwide monitoring of textbooks procurement and delivery and "Bayanihang Eskwela" or the monitoring of school building construction projects. I also managed action researches on public works, medicines procurement, disaster relief distribution and Customs' seized goods. World Bank Manila 2011-2013 From 2011-2013, I was a member of the team that prepared the US$300-million loan portfolio for the Learning, Equity and Accountability Program Support (LEAPS). My task was to provide technical inputs as social accountability and school-based management expert. Partnership for Transparency Fund 2007-2009 I served as executive assistant to the President and CEO of PTF, a global fund for civil society s anticorruption initiatives based in Washington, D.C., USA. I was responsible for tracking the progress of grant applications as well as the implementation of on-going projects in around 40 countries.
Project Development Institute 1999-2001 I was researcher for a non-government organization involved in agrarian reform and rural development advocacy. I have written various researches on asset reforms issues, including land tenure, program development for farmers, and ancestral domain. Department of Agrarian Reform Policy Advisory Group 1998-1999 I was responsible for policy research on landowners. The work included field visits, database management, and report writing. Co-authored with Ricardo Reyes the policy study, Dual-Profiling Scheme of Landowners in Negros Occidental, 2000. Capabilities and Competencies Policy review, analysis and advocacy Co-wrote in 2012 the policy paper, Coordinating anticorruption efforts: a strategy framework under the Philippines s Integrity Project of the USAID. The paper advises the Government of the Philippines Inter- Agency Anti-Graft Coordinating Council (IAAGCC) on ways to coordinate various stakeholders efforts to fight corruption based on the results of the sector dialogues. Participated since 2003 in various policy discussions on the Philippines RA 9184 or the Government Procurement Policy Board; consulted on the preparation of procurement assessments of the World Bank and Asian Development Bank; a member of the Procurement Transparency Group in 2007-2008, a special group with representation from various government agencies and civil society, created under Executive Order No. 662. Facilitated the signing of the DepED Order No. 59, series of 2007, Institutionalizing NGO and Private Sector Participation in the Department s Procurement Process. This came about as a result of the active involvement of civil society in monitoring various programs, such as textbooks and school buildings.
