Introduction The City Council of Castelló participates in the European CEPPI project (H2020), in which, together with other European cities, public procurement of innovation in public administration for energy saving and wider outcomes is promoted. The City also has a Sustainable Urban Development Strategy, which is supported by ERDF funding, approving an Integrated Municipal Energy Efficiency Project Operation, which includes an action on the city s schools. Market Sounding regarding a forthcoming public tender for the Innovative transformation of the youth schools of the city of Castelló to achieve Energy efficiency, enhancement the learning environment and improvement of the internal and external habitability and condition of the buildings. The City Council of Castelló is launching a market sounding prior to a tender for extensive transformation of the City schools. The preliminary consultation to the market aims to create a space for technical dialogue with all parts of the supply chain, and economic and innovation agents. The requirement concerns the energy transformation of schools of the city to maximise energy efficient operation and achieve as an internal and external functional transformation of the buildings and school environment. The municipality of Castelló has secured FEDER funds for this the transformation programme. This programme will begin with the pilot Project in order to deliver the outcomes described above. The municipality of Castelló has a solid commitment with sustainability and Energy Efficiency. City signatory of the Covenant of Mayors, has also a Sustainable Urban Development Strategy which is committed to a line of action to promote energy efficiency and the use of renewable energy in buildings and public facilities. Currently the schools have obsolete facilities, very energy inefficient and without the optimal comfort conditions for the development of their activity. The city of Castelló has a Youth training center (Casal Jove) where courses, exhibitions, leisure and free time workshops are held throughout the year programmed by the City Council. This building, like other facilities dedicated to the same activity is enery inefficient, high ceilings, difficult to get optimal operating temperatures. An energy audit that will reflect more data of the building is planned. It is planned to carry out a pilot study in the building that can be replicated in other 40 schools and be the standard for future actions in this type of buildings. 4
2. Supporting innovation Castelló City Council works on a global strategy to promote energy efficiency and increase renewable energy. We are convinced that from the public sphere we must lead the actions that serve as an example of a change towards a more sustainable model and committed to the environment Amparo Marco Gual Mayoress of Castelló We want to improve the comfort of the schools in our city, so as to increase the well-being of children and the people who work in them, with innovative solutions that maximize energy savings and meet the needs of users. It is an opportunity, for potential suppliers, to develop and try new products or processes within this project to be able to capitalize the effort later in the market. The City is looking for innovative solutions in design, materials, constructions, functionalities, implementation and, for future projects, alternative sources of financing. We are interested in hearing ideas, information, new concepts and innovation that can contribute to achieve improvements in one or more aspects of the requirements: Maximise cost effective energy efficiency of the buildings based on Total Cost of Ownership*. (TCO) Energy performance requirements. Achieve buildings with almost zero energy consumption(nzeb). Improve the learning environment and games, including safety and comfort. Use natural, recycled and sustainable materials whenever possible. Respect the circular economy principles in all aspects of the project. Innovative financing for energy saving outcomes. Improve the temperature conditions in the classrooms. Improve the lighting in the classrooms Get the involvement of the students in the actions to be developed for the energy improvement of the centers. Undertake the works with minimal disruption to the schools and ensuring security and safety of children and staff. NOTE : The TCO offers a final summary that reflects not only the cost of the purchase but aspects of the use and maintenance. This includes training for support personnel and users, the cost of operation, and the necessary consulting equipment or work, etc. This should improve the conditions for modern child care, extend the useful life of assets and minimize life cycle costs. 5

Aim of market sounding This is a market sounding exercise to provide advance notice to the market and to open a dialogue with the supply chain. The results of the market sounding will be used to inform and develop the procurement strategy and purchase specifications prior to the bidding processes for the solutions and work requested. Therefore, it is not an evaluation of suppliers nor at this stage a call for bids. A market sounding meeting will be held July 19th at the Casal Jove. Located at Avd. Del Puerto s/n of the Grau of Castelló This provides an opportunity to find out more, hear first-hand from stakeholders and network with other suppliers and stakeholders. Scope and timeframes The municipality of Castellon has a youth school (Casal Jove) where courses, exhibitions, leisure and free time workshops are held throughout the year programmed by the city council. In addition, any youth association or youth group in Castelló can request their facilities to carry out their own activities. The idea is to carry out a pilot in the Casal Jove building, located in the Grau of Castelló in order to analyze the viability of the proposals of the participants in the market sounding process and see the possibilities of replication in other centers, as they can be, public schools, etc. From the celebration of the day, participants who want to officially make a proposal in the participatory process, may submit by filling in the proposal form that will be provided and sending it to the email: ceepi@castello.es. It envisaged that tender will be published after the summer period and contracts in place by the end of 2018. 5. Aditional Information A complete Energy Audit of the building will be available in the meeting. The needs of the building will be reflected in the document. 6
