Task Force Roster Review (All) The Task Force discussed the vacancies on the Task Force. Wells will discuss this issue with Chiefs Rueda and Zagaris. ICS 213 General Message Presentation (Bill Bondshu Cal OES) Chief Bondshu presented the Task Force a job aid to be used to improve the resource ordering process. Chief Bondshu requested permission to field test this form. It was tested on a few fires this past summer. It was well received this summer by the end users, with positive feedback. Cal OES Update Only three Type III Engines have arrived they will be going to Region 4. Next 5 will come in January. OES has two upcoming retirements; Region I AC and USAR AC. CFAA is moving on for signature.

Teresa Romero is retiring in the first week of December, but her replacement will not be chosen until after February. The App is moving forward and will be online within one to two months. FIRESCOPE currently has over 3,500 Facebook friends. Area Command Document: Chief Butler has cleaned up the document with all recommended changes. It is currently at OES for final formatting and will be put on the website after that. ICS for FD Structure Fire Operations (Fraley) The Task Force discussed the slow progress of this document. Jeff Birchfield was added to this group. The group will communicate before the December meeting to develop a plan to complete this document. Emergency Response to Tactical Law Enforcement Incidents (Stratton): The final document is on Dropbox. Task Force members are to read it on the evening of 11-18- 2014, with final comments on 11-19. Draw Down (Winter): The first draft of this document was reviewed by the group. Some minor changes and additions were suggested. Winters will make the suggested changes for review at the December meeting. Strategic Plan Framework (Wells): Wells will discuss this project further with the Ops Team. US&R SEL/SG/RTF (Winter): SEL is complete and posted on the website. Specialist Group desires CICCS qualifications for eighteen positions, with peer review as a requirement for five of the positions. The specialist group has created 4 digit identifiers for the eighteen positions. The Task force discussed this project at length in order to provide some direction to the US&R group regarding how to revise the qualifications document to send it through the decision process. In addition, the Task Force will ask the US&R group to develop a White Paper to provide information to the Ops Team and Board of Directors regarding the need for these positions and how this project will improve US&R responses. Mark Brown, Chair ofthe US&R Specialist Groupwill be invited to the December meeting to discuss this further. 2

FOG App Presentation: Dan Williams of Studio TIGA gave a presentation to the Task Force regarding the FOG App. Task Force members will be provided a Beta Version of the App in the next few weeks. Task Force members will be asked to test the App and provide comment. Meeting adjourned at 1630 November 19, 2015 Call to Order: 0830 by Kirk Wells Rapid Extraction Module: The Task Force discussed the development of the Rapid Extraction Module. It is understood by the Task Force that these are currently being used and that formalization through FIRESCOPE would provide standardization and improve the ordering process. An ad hoc committee consisting of Elizabeth Barrera, Jim Tomaselli, Woody Enos, Chuck Butler and Brad Darbro will work with Pete Duncan (USFS) to create a draft document for discussion at the December meeting. Fillable Forms (Lococo): Chief Lococo gave the Task Force a presentation regarding fillable forms. The forms were sent electronically to the Task Force members for checking. Task Force members will evaluate the form to determine if a link should be provided on the website. FOG Revision Scheduling: The Task Force discussed the scheduling of the next FOG Revision. Chief Wells will develop a timeline and distribute to the Task Force members. Tentatively, July 2015 would be the deadline for the Specialist Groups to provide any updates. Air Operations Presentation: Eric Pacheco (LAC) presented the Standards for Aerial Firefighting Operations document. The commission is seeking FIRESCOPE s endorsement of this document. Task Force members will discuss this document with their home agencies and prepare for further discussion at the December meeting. STEN Curriculum (Stratton) The committee will be meeting the afternoon of 11/19/14. At the December meeting, Stratton will provide an update and projected timeline. 3

ICS 900 (Hafner) Chief Hafner is waiting for the CFAA document to be approved and signed before the 900 document can be completed. FEMT/FEMP Curriculum (Stratton) The FEMT curriculum is out for comments. A final draft may be available in December. The EMS Specialist Group is still working on the FEMP portion. Specialist Group Reports Aviation: (Enos) The Aviation Specialist Group met on November at LA County Camp 2. The Plan of Work will be updated. The Roster and Charter will be cleaned up and updated. Wish to add the PSAAC standard to their plan of work. Wish to update the ICS 220. The Task force agreed that these two items could be added to the Plan of Work. Communications: (Stone) The group would like to place a banner stating Utilization of any frequency other than those listed on the form is prohibited, subject to fines by the FCC and demobilization from the incident. It was the consensus of the Task Force that the statement placed on the form was not necessary. The group discussed Command Air to Ground and a Tactical Air to Ground. The Communications Group doesn t feel that this nomenclature is appropriate. They are working on some different options for presentation to the Task Force. Safety: (Fraley) The group met on October 21 and 22. New Officers were elected. 4

Chair: Don Reyes (LFD) Vice Chair: Mike Klusyk (SBC) Secretary: Wayne Seda (AFN) The group is putting finishing touches on an electronic ICS 215A with drop down menus. USFS is currently using a version of this form for both pre-control and post control assessments. The Safety Specialist Group would like to create a Guidance document pertaining to smoke dangers. The Task Force approved adding this to the plan of work. EMS: (Stratton) The EMS Specialist Group will meet on December 16, 2014 in Milbrae. The group requested an editable FOG Chapter. Lococo will provide this document for their use. GIS: (Hafner) The group will be meeting next month. Working on symbology changes. Predictive Services: (Barrera) Worked on Plan of Work. Worked on Charter. Some RAWs stations have been moved and some new stations have been installed. The next meeting is in April. Haz Mat: (Darbro) The next meeting is scheduled for the week of December 8. US&R: (Winter) Met in San Diego on November 12 and 13 2014. The group developed a paper on debris flow. The group requests permission to have the RTF group create a Canine Specialist training group. The next meeting will be in February. 5

Highrise: (Butler) Met on October 20 and 21 in Daley City. The group is working on position manuals. They will finalize the position manuals at their meeting on December 4 and 5. EIT (Birchfield) Met in San Diego. Requested a certificate for a member who is retiring. Seeking more representation from Northern California. Discussed Common Operating Platform. An issue paper has been placed on Dropbox for review by Task Force members. Task Force members are asked to review and provide comment at the December meeting. The group was given a presentation on First Net.
