Overview The Caddo Parish School Board is issuing a REQUEST FOR PROPOSAL (RFP) for a person and/or firm to provide real estate brokerage services for the sale of CPSB property; specifically, 3004 Knight Street Shreveport, LA 71106 The successful applicant shall be licensed in the State of Louisiana as a real estate agent/firm with a proven record in commercial property sales. Applicants meeting these basic requirements will have their information reviewed by designated staff at the Caddo Parish School Board. PURPOSE The Caddo Parish School Board (CPSB) is actively managing its properties in an effort to comply with the directives from its Strategic Plan. This management includes right-sizing the district, which includes the selling of property that is vacant and of no further benefit to the district. BASIC PROPERTY INFORMATION Two-story Office Building The property has a usable size of approximately 2.378 Acres with an irregular, but usable shape. It is located on Knight Street, which is a two-lane, asphalt paved, neighborhood street with streetlights and surface drainage. It is essentially level, but slightly below Knight Street grade. It does not appear to be in a flood zone; however, a rear portion is referenced in Community Panel Number 22017C0477 (Caddo Parish) on a flood map. It has public utilities available. SCOPE OF WORK The CPSB requesting that the expertise and networking capacity of the selected applicant be applied in marketing the selected property to potential buyers and to the commercial real estate market in general. Creative and innovative ideas are to be used to promote interest in the property with the end-results being the possibility of a robust competitive bidding process. FEES Fees will be paid by buyer as a premium and will be based on a percentage of the anticipated sale and will negotiated at the time of sale. PROPOSAL CONTENT Provide an overall description of the history, size, structure and capacity of you and/or your firm. Describe you or your firm s experience during the last two years providing marketing services for commercial buildings of like size and type. Specify the types of services provided and provide a list of clients the District may use as references. Identify key individuals who would support the marketing campaign, and describe relevant degrees, certifications, or experience. Identify the resources that will be dedicated to the implementation of this campaign. Discuss your or your firm s ability to provide the described services and why you or your firm is qualified to act as a Real Estate Marketer and/or Agent. DOCUMENTATION OF RESPONSES Respondents to this request will be recorded in the presence of one or more witnesses. Your or your firm name and address, RFP number, opening date and time, and RFP title should be shown on the outside of the envelope/container. The CPSB assumes no responsibility for unmarked envelopes/containers being considered for an award. Proposal statements received after the time specified will be recorded and then returned unopened. SUBMISSION REQUIREMENTS To achieve a uniform review process and allow for adequate comparability, responses to this request must be bound or contained in a three ring binder, organized in the manner specified below and tabbed as indicated: Tab A Letter of Interest and Introduction Tab B - Statement of the submitter s understanding of the work to be done and make a positive commitment to perform the work and meet submittal deadline requirements. Tab C - Provide information on similar work that you have performed. Please include a reference contact name, phone number, and email address for each organization presented. Please provide a list of current contracts to include size, scope, and percent completion. Tab E Copies of applicable occupational and professional licenses and/or certifications. Tab F Economically Disadvantaged or Small Business Enterprise Certifications. Tab H - Other information and materials may be submitted in support of qualifications, etc. May include brief example of work product to illustrate quality and character of work performed. Tab I Conflict of Interest Statement Hard-copy submissions must be accompanied by one CDR or flash drive with a digital version of submittal in pdf format. Box 32000, Shreveport, LA 71103 or hand delivered to 1961 Midway Street, Shreveport, LA 71108 OR submitted electronically on www.bidexpress.com. All proposals must be received no later the 10:30 a.m. on THURSDAY, MARCH 9, 2017. Any proposals received after that time will not be accepted under any circumstance, regardless of the reason. SELECTION PROCESS AND METHOD OF AWARD Selection Criteria In reviewing potential service providers, the District will consider at least the following, not necessarily in order of priority: Cost of Service (Percentage)
Demonstrated competence, expertise, and ability. Demonstrated success in identifying measures that promote and support a successful competitive bid process. Demonstrated expertise in campaign development. Reputation for services. Qualifications of individuals assigned to provide listed services. Track record of successful plan development and implementation. CONFLICT OF INTEREST A conflict of interest exists wherever an individual could benefit directly or indirectly from access to information or from a decision over which they may have influence and also includes a perceived conflict where someone might reasonably perceive there to be such benefit and influence. A conflict of interest occurs when a staff member or consultant attempts to promote a private or personal interest that results in an interference with the objective exercise of their job responsibilities, or gains any advantage by virtue of his/her position. Conflicts of interest may be real, potential or perceived. Any conflict of interest should be clearly and explicitly noted in any proposal submission. DEBARMENT CLAUSE: Before submitting the Request for Proposals, please read the following information: The prospective lower tier participant certifies, by submission of his bid, that neither it nor its principals are presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from participation in this transaction by any Federal or State Department or agency. Where the Prospective participant is unable to certify any of the statements in this document, such prospective participant shall attach an explanation to this bid response.
