General Summary of Function/Purpose of Position This position oversees, directs and controls the operations of the Specialized ursing Home OBRA program section within BHDDA. It provides consultation and guidance in ensuring that the state is in compliance with the ursing Home Reform Act [Omnibus Budget Reconciliation Act (OBRA) of 1987]. It ensures that the contracted Community Mental Health Service Programs are completing required evaluations, services and educational tasks as required by regulations and/or contract. This position further oversees the internal processes used to review the assessments that are submitted from the field to ensure that determinations are made and communicated within federal guidelines. The person in this position must be able to complete necessary reviews and make determinations. It provides oversight for the ongoing development and maintenance of the online data management system to ensure necessary quality and timeliness standards are in place. The position is responsible for ensuring that all necessary federal reporting standards are met and participates in regional meetings of states regarding OBRA services.

Duty 1 General Summary: Percentage: 50 Oversees and ensures the state requirements of the ursing Home Reform Act are followed and maintained as directed. Assures compliance with federal and state requirements for the OBRA/PASRR practices/services within the administration. Reviews and provides guidance to the ongoing maintenance and development of the online database used for submitting assessments and evaluations for state review. Represents the administration in meetings/conferences with state and federal partners related to the provision of OBRA services. Provides guidance and/or technical assistance to the department, administration, other state agencies and/or other behavioral health service providers to assure appropriate implementation and/or continued use of identified services. Writes procedures and guidelines and makes state policy recommendations. Completes reviews and makes determinations as part of the overall work of the section. Duty 2 General Summary: Percentage: 30 Ensures that contracted Community Mental Health Service Programs are providing OBRA related services and supports in a quality manner and within established regulations. Reviews evaluations and assessments, with the section staff, to monitor compliance and make recommendations to the field. Audits CMHSP billing processes to verify accuracy. Assures the regular review of established standards and make recommendations to ensure best practices are being utilized. Assures compliance with federal and state requirements for mental health specialty services provided in nursing facilities. Reviews and updates the OBRA manual, and other relevant policies annually and ensures inclusion in the CMHSP contract. Assures that state guidance and/or technical assistance is available to CMHSPs and their service providers. Represents the administration in meetings with the CMHSPs and their service providers as needed. Duty 3 General Summary: Percentage: 20 Manages the day-to-day operations of the section, including regular staff supervision sessions, development of the section work plans, and staff work assignments.

Assigns, reviews and approves work for staff within the Section. Develop Section work plan that aligns with the MDHHS and BHDDA strategic priorities. Provides guidance on work methods and training in work practices. Provides individual supervision with each staff member of the section on a monthly basis, or more frequently as necessary. Keeps current with department requirements contained in federal and state regulations, the mental health code, contract, policy, proposals, performance requirements, policy directives and other departmental communications and shares information as needed/required. Conduct monthly section staff meetings, or more frequently as necessary, to assure all staff are updated on Administration, Division, and Section priorities. Maintain the Section scorecard; work with staff to revise as needed, address issues with lack of progress. Complete performance reviews and service ratings for staff. Participate in planning and presenting at the annual conference. Support and provide coverage for other sections and/or the division when necessary. Represent BHDDA or the division at meetings, conferences or other events as needed. Other duties as assigned. 16. This position provides support to the division of Quality Management and Planning by ensuring that the established nursing home admission and review standards are provided according to established state and/or federal standards. This position also manages the day-to-day responsibilities of the section to ensure that the support for the provision of the OBRA/PASRR and mental health specialty services, are provided in an effective manner and as per established guidelines. Additionally, the manager ensures that the agreed upon training designed to support the establishment and use of OBRA/PASRR practices are carried out as designed. 24. What is the function of the work area and how does this position fit into that function? The Division of Quality Management and Planning is responsible for assuring PIHPs and CMHSPs compliance with federal and state regulations and rules, and departmental policy and contractual agreements as they operate various Medicaid programs serving people with developmental disabilities, serious mental illness, serious emotional disturbance, and substance use disorders. This assurance is operationalized through data collection and analyses, on-site review, and technical assistance and consultation. The Division also coordinates and provides technical expertise in the development of the state s applications to the federal government for new or renewed Medicaid programs that serve these populations. The functions of the OBRA/PASRR federal requirements fit into the area due to the required work of the CMHSP system and the services being provided to those with serious mental illness and intellectual and developmental disabilities. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: State Administrative Manager 15 Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. Alternate Education and Experience State Administrative Manager 15 Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements. KOWLEDGE, SKILLS, AD ABILITIES: Significant knowledge of the public behavioral health service system. Significant knowledge of the ursing Home Reform Act Ability to work with, or learn, a number of computer software applications. Research and analysis skills, particularly related to public policy and federal and state regulations. Ability to communicate effectively, both orally and in writing. Ability to follow oral and written directions. Ability to review narrative and numerical information for accuracy. Ability to lead a diverse team of individuals.
