Key Accomplishments Milestones Review of existing & ongoing initiatives on UMTA & UTF Progress Review of existing and ongoing initiatives in establishment of UMTA & UTF in India and select international cities. Review of laws & authorities governing urban transport at National, State and City level (Institutional overlaps/gaps/rationalization of functions). Multiple laws and authorities existing in the urban transport sector, give rise to the need for UMTA Urban transport is governed by multiple laws Multiple laws leads to creation of multiple agencies No single legislation covers needs of urban transport comprehensively No common platform to plan urban transport in a comprehensive manner UMTA to act as a stepping stone for smart governance Setting up UTF at city level Setting up of UMTA & UTF was mandatory for accessing JnNURM funding Smart governance is also a key area of focus in AMRUT Several IFIs encourage to set up UMTA to access funding UNIFIED PLANNING SMART GOVERNANCE SMART CITIES 7 7

Boston Singapore London Similar international initiatives Auckland Transport Authority TfL created as a statutory authority for the Greater London metropolitan area / region by the Greater London Authority (GLA) Act 1999. TfL is accountable to the GLA, which is accountable to the elected London Assembly. The Mayor of Greater London prepares integrated transport strategy & sets fares Singapore LTA created in 1995 as a statutory authority merged organisations involved with planning, development & management of urban transport. Still a separate Public Transport Council. LTA reports to the Minister of Transport AT is a council controlled statutory authority, established at the same time as the Auckland Council, by the Local Government (Auckland Council) Act 2010. It is accountable to the Auckland Council, the elected body for the Auckland city / region. Lagos Metropolitan Transport Authority Established by an Act in 2002 as a statutory authority covering the Lagos metropolitan area and reporting to the State Governor. LAMATA has power to levy & collect fees & charges including registration & licensing. Auckland Lagos 11 11 In the USA, Federal government sets policy, requires all urban areas with > 50,000 population have a MPO & provides significant funding for transport. The Planning process, including MPO, is set by Federal legislation. The MPO is designated by the State Governor for each metropolitan area. It must involve both state & local officials & all transport modes but can take various forms. Boston Regional MPO was established in 1974 under an MOU between the agencies to cover the Boston region 3,640 km 2 & 101 local government areas.
