INTRODUCTION The Working Group on measuring information and communication technologies of the Statistical Conference of the Americas (WG-ICT-SCA) of ECLAC launched the survey: Characterization of the process for creating harmonized statistics on information and communication technologies, sent in July 2011, to the National Statistics Offices (NSO) of 42 countries of Latin America and the Caribbean. In this second edition the survey included more countries of Latin America and Caribbean, in order to have greater coverage. 20 Latin American countries answered the questionnaire, from a total of 21 1 interviewed and 14 Caribbean countries from a total also of 21 2 interviewed. One of the main objectives of this survey is to determine the demand of the countries concerning the ICT data collection; evaluating the need and interest of the NSO in participating in workshops on ICT modules. Additionally, they are interested in the progress achieved in ICT measurement in the region and promoting the compilation of ICT statistical data, as Observatory for the Information Society in Latin America and the Caribbean (OSILAC) and the WG-ICT-SCA have been doing. This document presents the main findings of the survey and a brief analysis of the six sections studied in the questionnaire: A) Participation in the process of ICT harmonized measurement. B) Elaboration of complementary ICT indicators. C) Knowledge of the digital strategy and uses of the ICT indicators. D) Participation and evaluation of the activities of the OSILAC and of the Working Group on ICT of the SCA. E) Training the national statistics office. A) Participation in the Process of ICT Harmonized Measurement According to the survey s results, we observe that the participation in the process of ICT harmonized measurement in the countries of Latin American and the Caribbean (LAC) has increased in most countries. As seen in the following charts 100% countries answered affirmative or partially that the statistics on Information and Communication Technologies are part of the regular survey program of the institutions. 60% of the Latin American (LA) countries answered yes and 40% answered partially. This definition embraces the complete ICT array, from radio and television to phones (fixed and mobile), computers and Internet. 4
In the tables presented below we may appreciate that all surveyed countries, from Latin America and the Caribbean, have included some key question on access and use of ICT in the development of census, surveys or other statistical operations between 2010 and 2011. This indicates that ICT statistics have acquired a dominant role for national statistics Office, through the joint efforts of the (OSILAC) and the ICT Group of the SCA, which since 2004 have carried out the implementation and harmonization of these data. According to the results of question A2, in the multi-purpose survey or the survey of living conditions is where more is included key questions about access and use, with 45% and 55% in LA between 2010 and 2011 respectively. Followed by the survey of employment and income expenses with 30% per year. In the case of the Caribbean, the survey which includes more questions on access and use ICT was in the censuses of population and housing, with a 42.9% in 2010 and a 50% in 2011. In the second place are the multi-purpose household surveys or surveys of living conditions with 14.3% and 21.4% for these years, respectively. 5

In the Caribbean, however, only 28.6% of countries will collect the information in the future and in Latin America only 20 % will collect the information. The situation in the government sector is similar to the previous point. LA collects this information in a 25% and the Caribbean in a 7.1%. 11

Regarding the answers to questions B.2 and B.4, only 20% of the national statistical offices in Latin America and 14.3% in the Caribbean advise other government offices, on collection methodologies, frameworks and rules. In the government sector, 12
participation is higher in the case of LA, with 35% versus 7.1% for the Caribbean. This demonstrates the low participation of national statistical institutions in the Caribbean to advise other government office in the statistics on access and use of ICT in government. In the Caribbean, 78.6% responded affirmatively. In response to question B.5.1, the Latin American countries understand that the best way OSILAC and the ICT working group could contribute to the coordination between the various producers of statistical information in each country, would be "Calling to workshops and making commitments" with 15%. 10% answered they would "through policies to be able to coordinate the rest of the ICT information", "Program of common indicators" and "Training for national statistical agencies" 15% of countries had no opinion. C) Knowledge of the Digital Strategy and Use of the ICT Indicators In response to question C.1, it shows that 70% of Latin American countries have a digital policy, highlighting the importance of regulating this sector, 25% of countries responded that they count partially on that policy. In most countries of Latin America and the Caribbean, NSO that have a digital policy, have been reported or known national digital policy in a 63.2% and 54.5%, respectively. It should be noted that the answer "no" is relatively high, mainly in the Caribbean. The answer to question C.3 shows that in 75% of the countries in the region, the decision makers of the commission conducting the digital policy do not include the national statistical offices. C.3 Is your institution one of the partners of the commission that develops the country s digital policy? According to the results of question C.4, 50% of Latin American countries replied that the digital policy agenda includes the construction of indicators for the evaluation of policies intended to be implemented. However, the majority of Caribbean countries don t know the answer to this question in a 62.5%, and only 25% say that it is included. The data obtained from question C.4 indicate that even in most countries (56.3%) of LA national statistical offices do not participate in decisions on statistical information to evaluate different digital policy goals. In the Caribbean, their participation in these decisions is still null. 18

According to the results of the charts above, Latin American NSO, use the ICT indicators produced by the government institutions mainly to "formulate national policies that incorporate the use of ICT s for development" and "evaluate national policies that incorporate the use of ICT s in development", with 70% in both cases. Similarly ICT indicators are used to "disseminate national policies that incorporate ICT s in development" by 60%. In Caribbean countries shows that the most frequent uses of these indicators are to "evaluate national policies that incorporate the use of ICT s in development" and "disseminate national policies that incorporate ICT in development", with a 28.6% in each case and to "formulate national policies that incorporate the use of ICT in development", with a 21.6%.
