The ARTS EDUCATION DEC GRANT is a cmpetitive grant that prvides financial and technical assistance t eligible rganizatins and/r individual artists t supprt arts educatin prjects in K-12 public schl and publicly funded charter schl settings and afterschl prgrams. Funds can supprt arts educatin prjects that take place in-schl during the schl day and/r in after-schl settings fr yuth. These grants are administered by Arts Services Initiative f Western New Yrk, Inc. (ASI) and funded by the New Yrk State Cuncil n the Arts (NYSCA). The grants are awarded fr specific prjects ccurring between January 1, 2019 and December 31, 2019. NOTE: Due t limited New Yrk State funding, these grants are extremely cmpetitive. DECENTRALIZATION NYSCA established the Decentralizatin Grant Prgram (DEC) in 1977 t ensure that New Yrk State s cultural funding reaches every part f the state. The prgram frms the crnerstne f the Cuncil s partnership with lcal arts agencies thrughut the state (like ASI), prviding a
link between the Cuncil and prtins f the cmmunity that might nt therwise be able t access funding frm NYSCA. COMMUNITY ARTS DEC CATEGORY The gals f the Cmmunity Arts DEC prgram include: Prviding quality arts/cultural prgramming t Erie r Niagara Cunty. Assisting emerging artists, arts/cultural rganizatins, and arts/cultural prgramming. Supprting cultural expressin f ur diverse ethnic grups. Making arts and cultural prgramming accessible t under-served r minrity audiences, and ecnmically disadvantaged cmmunities. Arts activities MUST be the primary driving frce f prject requests. ALL requests must have a public cmpnent ne that is available t the entire cmmunity. Applicants are required t make their prjects accessible t all individuals and hld their events at accessible sites. This prgram is intended t expand, prmte, and increase arts and cultural prgramming at the lcal level including, but nt limited t, prjects in the fllwing areas: Dance, Design Arts, Flk Arts, Humanities, Literature/Petry, Media (film, vide, radi), Multi-Disciplinary, Music, Opera/Musical Theater, Phtgraphy, Skilled Crafts, Textile Arts, Theater, and Visual Arts. Applicatins WILL NOT BE ACCEPTED late r incmplete. ELIGIBILITY All prgrams must take place in Erie r Niagara Cunty (NOTE: Yur prgram must take place in the same cunty in which yu are an applicant). Applicants must be an established nnprfit rganizatin, a lcal gvernment municipality, an individual representing a cllective grup, r an individual artist legally lcated in Erie r Niagara Cunty. An individual artist r cllective may apply if wrking in partnership with a cmmunity based nn-prfit rganizatin that meets the abve eligibility. NOTE: A letter f cmmitment frm the partner rganizatin, cnfirming the partnership with the applicant is required. NOTE: The applicant and the partner rganizatin must bth be based in Erie r Niagara Cunty. Prjects have, as their cre, an arts based r cultural activity that takes place between January 1, 2019 and December 31, 2019. Arts Educatin DEC applicants must meet the abve requirements, and als meet the fllwing requirements: Prject must prvide sequential, skills-based study that incrprates ne r mre art frms and includes a minimum f 3 sequential hands-n learning sessins. In-depth, age and skills apprpriate learning pprtunities. Hands-n participatry creatin and/r learning pprtunities in ne r mre art frms that may culminate in exhibitins, prductins, r demnstratins. Stated learning gals, methdlgies and utcmes and a means fr evaluatin. WHO IS INELIGIBLE TO APPLY? The fllwing are NOT eligible t apply: Organizatins r prjects invlving partners that have applied t the New Yrk State Cuncil n the Arts fr funding fr the 2019 fiscal year, regardless f funding status. Public universities and clleges; and public schl districts, private r parchial schls, and their cmpnents (PTAs, etc.). New Yrk State agencies and departments, including SUNY clleges and universities. Individuals r cllectives that d nt have a partner rganizatin. Individual artists wh are under the age f eighteen (18). Previusly funded DEC recipients that have failed t prvide final reprts, use prper acknwledgement r have failed t cmply with previus cntract terms. Nn-incrprated chapters f rganizatins whse parent rganizatin is nt lcated in Erie r Niagara Cunty. Prject requests fr deficit funding and capital expenditures, including prperty r equipment purchases. Operating expenses f privately wned facilities (e.g. hmes and studis). Administrative csts unrelated t the prpsed prject. Prgrams in which the primary benefit is the financial gain by an individual. Start-up r seed funding fr the establishment f new rganizatins. Artistic funds fr university faculty and staff within prjects that are affiliated with their institutins. Prjects where fees are paid t students f universities, high schls, middle r elementary schls, r use children as prfessinal artists. Cash prizes, juried shws, fellwships, schlarships and ther awards t students. Entertainment csts such as parties, penings, receptins, fd r fund raising events. Art prgrams that are recreatinal, rehabilitative, r therapeutic in nature (e.g. art therapy, religius, liturgical r wrship). Prjects nt pen t the general public such as camps, clubs r cllege assciatins, r memberships. Residency prgrams. Activities that are nt arts-related (e.g. balln art, clwns, magic shws, bubble blwing, juggling) r at-risk/scial service prgrams. Lbbying expenses. Acquisitins f wrks f art. Creatin f textbks r classrm material. Regrants by applicants t fund ther activities. Prgrams with nn-arts and cultural utcmes. HOW MANY FUNDING REQUESTS CAN BE SUBMITTED? Applicants may submit up t three (3) prject requests in any cmbinatin f categries (Cmmunity Arts and/r Arts Educatin), as lng as the ttal requested is n mre than $5,000. Fiscally spnsred requests are exempt frm the three (3) request limit. Submit a separate, cmpleted applicatin fr each prject. IS THERE MINIMUM AND MAXIMUM FUNDING SUPPORT? YES. Maximum funding supprt t any ne applicant cannt exceed $5,000. Requests shuld be n less than $500. Grants are nt intended t cver the cmplete cst f the prpsed prject. DEC grant requests shuld nt exceed mre than 50% f the prpsed prject budget r prgram s expenses. This match can cnsist f a cmbinatin f cash and in-kind revenue. Yur prject budget must demnstrate ther funding surces are being matched t the prject. IF MY ORGANIZATION RECEIVED A DEC GRANT IN THE PAST, CAN WE STILL APPLY? YES. If yu have received funding in the past, yu are eligible t apply again. Hwever, prir DEC funding des nt guarantee cntinued supprt in any succeeding year. ASI encurages use f these funds t develp new r t expand existing arts and cultural prgramming. Prgramming shuld enhance standard fferings, while at the same time prvide artistic prgramming t underserved cnstituencies. Repeat applicants: pririty will be given t thse applicants that submit prject requests demnstrating grwth, artistic expansin, and cmmunity supprt if requested prjects are similar t thse f previus years. GRANT DETERMINATION ASI reviews all applicatins fr eligibility and cmpleteness. A peer panel f artists, arts administratrs, and cmmunity leaders evaluates each applicatin and recmmends a level f funding based n the evaluatin criteria and funding pririties. Deliberatins are based nly n the infrmatin and materials cntained in the applicatin; additinal infrmatin will nt be accepted r cnsidered. Upn request panelists will have access t final and interim reprts, audit infrmatin, and previus panel deliberatins and ntes. The ASI Bard f Directrs will then review the panel s recmmendatins and has the final authrity fr all decisins. EVALUATIVE CRITERIA The panel will make funding recmmendatins based primarily n the fllwing criteria: Artistic merit and quality f nging arts and cultural based prgrams with year rund activities, multiple events, and in underserved cmmunities. Caliber and credentials f prfessinal artists and ther prject persnnel supprted by resumes and wrk samples. Public arts and cultural prgrams which build an arts fundatin by addressing cmmunity needs, interests and demnstrate that they benefit the cmmunity. Prject budgets that are accurate, realistic, demnstrate a need, and feature diverse surces f funding. Clearly defined plan fr implementatin, management, and prmtin f the prject. Organizatinal histry, stability, and a diverse bard representative f the cmmunity served. Evidence f respnsibility and cmpliance with past DEC Grant guidelines and prcedures. Clarity and cnciseness f written applicatin and supprting materials. FUNDING PRIORITIES Prjects frm first time applicants r new initiatives frm past applicants. Prjects that request funds fr the payment f artist fees, teaching artist fees, and technical prductin services. Prjects that request funds fr the payment f marketing and/r publicity csts. Prjects which emply high quality artists. Prjects serving traditinally underserved cmmunities and/r include these cmmunities as participants r artists in their prjects. Prjects that reflect cultural traditins r cntemprary creative expressin f a particular ethnic grup. Prjects that prvide free participatin r admissin t individuals wh are ecnmically in-need. Organizatins develping new prjects specifically geared twards reaching new and under-served audiences. Additinally, the fllwing are LOW funding pririties: Travel, space and equipment rental csts assciated with the prject. APPEALS PROCESS ASI s Bard f Directrs apprves grants made under the DEC Grant Prgram. Dissatisfactin with the funding decisin is nt justificatin fr an appeal. An applicant may ONLY appeal if they d nt receive ANY ($0) funding and when any f the fllwing grunds apply t the applicatin that was submitted at the time f deadline (and n additinal infrmatin added t that applicatin at a later date): Nn-presentatin f infrmatin: Infrmatin knwn t the panel r staff prir t the panel s decisin that was nt presented and that might have altered the decisin. Mis-representatin f infrmatin: Infrmatin knwn t the panel r staff prir t the panel s decisin that changed in its presentatin and that, if presented differently, might have altered the decisin. Imprper prcedure: Cntentin by the applicant that: 1.) the review f the funding request by the apprpriate panel was biased; 2.) the decisin by the panel was arbitrary and capricius. Applicants nt recmmended fr funding and wishing t appeal must initiate a frmal appeal t the DEC Crdinatr, within five (5) business days f receiving an e-mail f decline. A separate Appeals Panel will meet t examine the appeal and make any recmmendatins.
